Holding of the TICAD V Symposium on Human Security
June 2, 2013
1. On June 2, commencing at 2:00 p.m., the Symposium on Human Security was held in Yokohama, on the occasion of the Fifth Tokyo International Conference on African Development (TICAD V). This symposium had approximately 250 participants, including Mr. Shinzo Abe, Prime Minister of Japan; Mr. Fumio Kishida, Minister for Foreign Affairs of Japan; Mr. Hailemariam Desalegn, Chairperson of the African Union (AU); Ms. Ellen Johnson Sirleaf, President of the Republic of Liberia; and other leaders of Africa and international organizations.
2. Prime Minister Abe and AU Chairperson Hailemariam gave opening remarks. Prime Minister Abe called for promoting human security in Africa and striving to achieve the development of entire Africa, based on the view that human development is the basis for the development of countries. He also stated that Japan has formulated Japan’s Strategy on Global Health Diplomacy, and will work to allow all people to receive basic health care services.
3. In the following panel discussion, a lively discussion took place concerning the promotion and implementation of human security, with Foreign Minister Kishida serving as Chairperson. Liberia’s President Ellen Johnson Sirleaf made comments concerning the importance of the principle of human security in the Post-2015 Development Agenda, and Dr. Sadako Ogata, Adviser to the Minister for Foreign Affairs, offered a statement as to the practical aspects of the principle of human security based on her experience of serving as the United Nations High Commissioner for Refugees. Dr. Margaret Chan, Director-General of the World Health Organization (WHO), stated that universal health coverage is an essential tool for realizing human security.
4. Lastly, Foreign Minister Kishida provided concluding remarks of the Symposium, commenting that human security will enable truly effective development, and that Japan intends to work with the participants of TICAD for formulating the Post-2015 Development Agenda, and thus fulfill their responsibilities for the future.
