Section 5. Formulation and Implementation of ODA Policy
The ODA Charter specified a series of reform measures so that ODA may be made more efficient and effective from three points of view: the system for formulating and implementing ODA policy, increasing public participation, and matters essential for effective implementation. The following describes ODA reform efforts implemented in FY2005 in accordance with the ODA Charter structure.
