"Human Security" is one of the major pillars of Japanese foreign policy and Japan has been implementing the concept through bilateral assistance and the United Nations Trust Fund for Human Security, which was established by Japan's initiative. Furthermore, Japan has been contributed itself to promoting the concept of human security worldwide through supporting the Commission of Human Security and establishing and holding the Friends of Human Security meetings.

Thanks to these diplomatic efforts of Japan, the documents of international meetings such as those of the United Nations, G8 and ASEAN referred to human security, and the United Nation's General Assembly Thematic Debate on Human Security was held for the first time in May 2008. Various international agencies and non-governmental organizations are also motivated to support projects that are aiming to implement the concept of human security. In addition, many research institutions in Japan and other countries have been pursuing their studies on human security. Given these movements, the concept of human security is getting to be known and discussed widely in the international society.

This symposium is going to invite a member of the Commission on Human Security, Japanese government officials, United Nations organizations, a non-governmental organization and the Japan International Cooperation Agency (JICA) as well as experts on human security studies in order to further promote the understanding of human security. Presentations and discussion will examine the status quo and challenges regarding to the implementation in the fields and academic studies, and the symposium aims to provide suggestion on ideal partnerships between implementing agencies and academia.
