International Symposium on Human Security

Hosted by the Ministry of Foreign Affairs

"Human Security - Its role in an era of various threats to the international community"

The Commission on Human Security will release the Final Report of its activities. The goals of the Commission are to develop the concept of human security and to propose a concrete program of action to address critical and pervasive threats to human security. In this symposium, Commissioners will be asked to introduce the main points of the Report, which will be followed by discussions, especially on recommendations to the international community, including Japan. The three sections of panel discussion will be held under the theme of 1) Human security in conflict, 2) Human security and development, and 3) Theory and Practice. Each session will have question and answering at the end.

Lead-off: Sadako Ogata, Co-chair, Commission on Human Security
Evaluation and recommendations, followed by discussion, on: human security in conflict, in particular, movement of people, protection and empowerment of refugees and Internally Displaced Persons (IDPs), "gap" between humanitarian relief and development assistance, coexistence.
12:45 - 14:45 Session 2. Human security and development

   Moderator: Hatsuhisa Takashima, Press Secretary, Ministry of Foreign Affairs
Lead-off: Amartya Sen, Co-chair, Commission on Human Security
Evaluation and recommendations, followed by discussion, on: poverty and social security, governance, international cooperation, sectors like health, education.
15:00 - 17:30 Session 3. Theory and Practice

   Moderator: Tadashi Yamamoto, President of Japan Center for International Exchange (JCIE)
Lead-off: Commissioners Picado, Surin
Report by the Commission on outreach activities, followed by discussions on questions concerning application of human security perspective to concrete actions.
