Prime Minister Keizo Obuchi announced that a Trust Fund for Human Security would be established in the United Nations with 500 million yen (US $4.2 million) contributions from Japan in his policy speech in Honoi, Vietnam.

The Trust Fund for Human Security was established in the United Nations. Initial contribution of about 500 million yen (approximately $4.63 million) from the Government of Japan was made.
