Human Resource Development on Environment

(Transfer of know-how held by Japanese local governments in the field of addressing environmental problems)

1.Definition

To contribute to the realization of sustainable development by further encouraging to share know-how held by Japanese local governments on measures for environmental problems with local authorities in developing countries, including promoting the Kita-Kyushu Initiative.

2.Background

As is the case in Kita-Kyushu City, Japanese local governments have a lot of know-how in the field of addressing environmental problems from their experiences in having overcome various pollution in the process of economic development. To share such know-how with developing countries that are now in the process of economic development would largely contribute to the realization of sustainable development.

From the very viewpoint above, "The 4th Ministerial Meeting on Environment and Development" (ESCAP Environment Ministers Meeting) held in Kita-Kyushu City in September 2000, adopted "Kita-Kyushu Initiative". Under the Initiative, various efforts have been made through the collaboration among ESCAP, the Ministry of Foreign Affairs of Japan, the Ministry of Environment of Japan, Kita-Kyushu City and other relevant organizations and institutions, in order to improve the urban environment in the Asia Pacific region based on the splendid experience of Kita-Kyushu City.

3.Details

(1) Implementation of JICA Project in collaboration with local governments

  • "The Acid Deposition Monitoring Network in East Asia" (Hyogo Prefecture)
  • "Administration Management for Environmental Restoration & Conservation by Minamata City Gov't Lesson" (Minamata city)
  • "Air Pollution Source Monitoring Management" (Kita Kyusyu City)

(2) Implementation of Pilot Projects under Kita-kyushu Initiative

ESCAP plans to implement five pilot projects; survey on eco-system (Sri Lanka), purification of water quality in river (Philippines), refuse reduction (Thailand), waste water management (China), and refuse disposal (India).
