Initiative for Good Governance in Environment (IGEN)
(Japan and Indonesia)
1.Definition
The purpose of this initiative is to coordinate and strengthen the efforts of international community in addressing problems facing developing countries regarding good governance in environment, particularly, water management. In order to strengthen the environmental administration system of local governments in Indonesia and other ASEAN countries , IGEN aims to promote enhanced cooperation in such fields as capacity building, water quality, comprehensive water management planning, environmentally sound technology, and public participation.
2.Background
Both Japan and Indonesia share the views that ensuring good governance in environment is of the crucial importance for environmental administration in developing countries and that a special attention should be given to this issue in the process of WSSD. Both sides agreed to work together to launch IGEN on the occasion of the Fourth Prep.Com.of WSSD in Bali.
3.Details
In order to attain a credible environmental administration system in local governments, cooperation in the following fields will be implemented.
- To strengthen the capacity of local governments for environmental management
- To implement training and technical transfer regarding the skills for environmental management and control, and impact assessment
Based on cooperation between the Japanese Government and the Indonesian Government, as well as in close coordination with other relevant stakeholders, the two countries will promote their cooperation to strengthen the collaboration between the environmental authorities of the central government and those of local governments, and to enhance institutional and human capacity for local authorities. Similar assistance could be extended to other ASEAN countries.
