4. Outline of the Discussion

The keynote presentation was given by Prof. Ohno. First of all, he discussed the East Asian experience of economic development and cooperation from the viewpoints of the performance of East Asia, growth driven by trade and investment, the role of government, the role of regional cooperation, economic development, and poverty reduction. Second, he raised the question of whether or not the East Asian experience is transferable to other regions, including Sub-Saharan Africa. Finally, he pointed out that the methodology of industrial research and policy formulation is likely to be transferable, even though these regions differ in degree of social stability, amount of human resources and knowledge, and extent of regional economic dynamism.

Prof. Sachs, Mr. Chakramon and Mr. Zhu stated their respective views regarding the above points, and evaluated the possibility of the transfer of the East Asian experience to other regions. During the free discussion, many positive and useful opinions were expressed by Prof. Ohno and the other panelists.

The panel was attended by an audience of almost 150 persons, and the dialogue between the panelists and the audience was quite active. In the Q&A time, questions from audience concentrated on what African countries should do for their development. Prof. Ohno and the panelists expressed their views on the basis of their distinguished experiences.
