Conclusion
Responding to the basic direction for measures for the prevention of global warming indicated by this Joint Conference, the relevant ministries and agencies should work together to probe deeply into the needs and to comprehensively and systematically formulate measures that can produce good results. To ensure that these measures are steadily producing results, rigorous follow-up studies will need to be conducted on what they have managed to accomplish on the energy supply side and in each of the energy demand sectors (industry, transport, and commercial/residential). At the same time, to respond to changes in technology and society, all measures will need to be reviewed bearing in mind the feasibility of their implementation in technical and economic terms.
Further, the government should take the lead in formulating measures for the prevention of global warming in its own activities. It should, for example, seek to conserve energy in public facilities, introduce new energy forms, and procure products that place little load on the environment.
We conference participants have a major role to play in proposing to our respective advisory councils policies closely linked to the prevention of global warming. Through the deliberations of the conference, we found that while we belong to different councils, we share the same awareness in regard to global warming and also the same strong resolve toward preventing it. We intend to proceed in our respective councils on work toward the realization of policies for 2010 and thereafter.
It the course of our deliberations we heard many valuable opinions from all quarters of society. While continuing our studies in our respective advisory councils on measures to prevent global warming, we intend to listen still more closely to citizens' opinions and, at the same time, work actively on the provision of information.
We hope that this Joint Conference will provide a catalyst for greater awareness among national and local public servants, corporate personnel, and the people in general, of the importance and urgency of responding to the global-warming issue. And we hope that everybody will do what they can in their respective capacities to resolve this problem.
