Best Practices in Policies and Measures
- Japan takes the initiative in exchanging information and experiences on best practices in policies and measures at every opportunity. Japan appreciates the SBSTA chairman for holding the April Workshop on "Best Practices" in policies and measures held in Copenhagen, and output of that workshop should provide useful input for the current negotiation.
- Best practices often represent comprehensive packages of policies and measures that function in an integrated way to achieve substantial results in the area of greenhouse gas emissions reductions. Among those packages, each country will choose its own best package which involves stakeholders at various levels in accordance with its specific circumstances. Technological innovation also constitutes a major element in the question of best practices. Best practices, if selected and adapted properly, could often entail multiple benefits rather than a single outcome, so that they become good examples for other countries.
- On the other hand, the development and implementation of best practices in each country are often accompanied by barriers. Some of them, for instance, are lack of agreement among stakeholders on approaches to implementation; insufficiency of awareness and knowledge among consumers; lack of intersectoral collaboration, and so on. Those barriers many countries may face should be further examined and feasible solutions should be discussed through further exchange of information and experiences on best practices.
- Japan recognizes the need for continuing activities in this area and will definitely welcome broad participation of Parties in such cooperation, especially from developing countries and countries with economies in transition.
