KYOTO MECHANISMS

  1. Reaching an agreement on the Kyoto Mechanisms is one of the most important elements for a successful COP6. Japan appreciates the Chair and the Secretariat for their strenuous efforts to this end. However, the volume of the text is too large, still giving us difficulties for an efficient negotiation. We all need to work together to facilitate the discussions so as to create a concise negotiation text as soon as possible.
  2. Japan would like to reiterate that taking necessary decisions on all Mechanisms at COP 6 is essential. Decisions on all the Mechanisms under Article 6, 12 and 17of the Protocol must be taken at the same time at COP 6.
  3. While we have only six months left before COP6, many issues remain to be resolved. We need to make full use of this SB12 meeting for the success of COP 6. And the first step to the success is to start discussing the text at this very moment.
