PROCEDURES AND MECHANISMS RELATING TO COMPLIANCE UNDER THE KYOTO PROTOCOL
- Japan believes that our primary objective is to ensure the early entry into force of the Kyoto Protocol. The compliance regime, therefore, should be designed to secure transparency, efficiency and credibility so as to ensure environmental integrity and encourage ratification by Parties. Japan is concerned that legal complications, such as an amendment, delay the entry into force of the Protocol.
- To agree on a compliance system at COP6, we must strengthen our efforts so that various concepts and thoughts submitted by Parties will converge into a good text. Japan is thankful to the efforts of co-chairs and the secretariat to this end. We should all cooperate with the co-chairs so that we can make significant progress toward COP6.
- Only 6 months are left before COP6. We should make the best use of SB12 so as to enable us to reach a successful agreement at COP6.
