IMPLEMENTATION OF ARTICLE 4.8 AND 4.9 OF THE CONVENTION
(DECISION 3/CP.3 AND ARTICLES 2.3 AND 3.14 OF THE KYOTO PROTOCOL)
- The two workshops in March on Article 4.8 and 4.9 were a success. For this, Japan thanks the Chairman of SBSTA and the secretariat. They provided the latest findings and relevant information on these important issues.
- As for adverse effects, recognizing their emergency and seriousness, Japan has been assisting countries, which are vulnerable to climate change in their enhancement of adaptation capability. Japan has been engaged in a series of programmes through various means, such as technical support, joint research and development. They range from human resource and institutional development to food security and disease control. Needs of vulnerable countries are wide-ranging as we observed at the March workshop. Japan has been trying its best to meet those various needs, and would like to further enhance its support activities for those vulnerable countries.
- In order to understand better the potential effects of climate change, we should assess the most updated knowledge about vulnerability and adaptation. As we stated at the March workshop, Japan considers the following as possible initial actions; support for data and information gathering, the strengthening of systematic observation and monitoring networks as well as the enhancement of technical training for vulnerability assessment.
- It was generally recognized at the workshop on the impact of the implementation of response measures that the assessment of impact should be handled within the broader context of sustainable development. Japan considers it important to bear in mind that some developing countries may be subject to adverse effects as well as impacts of response measures. In this respect, Japan notes that specific needs and special situations of least developed countries should be given special consideration.
- Article 4.8 and 4.9 is an important agenda item. Japan would like to take active part in the deliberation on this item at this session.
