Niigata Prefecture enjoys all the glories of Japan's distinctive four seasons in abundance, welcoming visitors with the colors of the seasons spread across its broad landscape. For example, in spring, the blue sky is reflected in the mirror pools of the freshly flooded rice paddies as the cherry blossoms burst into their full glory. Then on summer evenings, the slowly setting sun lights up the sky and bathes the coastline in a dazzling orange glow. As the year progresses, the ripening rice turns a light golden color and the leaves of the trees gently take on their autumn tint. And finally in winter, heavy snow covers the land in a slivery white blanket.
In addition, Niigata City is the largest hub city on the Sea of Japan side of the country, and is well equipped with urban functions and transportation facilities that allow it to host ministerial-level international conferences. On the other hand, the city opens out onto a beautiful natural environment that includes extensive waterfront space, and the townscape in places still retains examples of older buildings that preserve something of the heritage of the old port town and the grandeur of the wealthy class of farmers.
