Japan-Russian Federation Summit Meeting at the G8 Kananaskis Summit

On 27 June from 3pm (local time) for approximately 40 minutes, a bilateral Summit Meeting was held between Japan and the Russian Federation in Kananaskis, Canada. The following is an outline of the meeting.
1. Visit to Russia by Prime Minister Koizumi
(1) President Vladimir Putin of the Russian Federation pointed out the importance of continuing dialogue at the leader level.
(2) Both leaders agreed that Prime Minister Junichiro Koizumi would pay a visit to Russia at some point between December 2002 and January 2003. The concrete schedule will be coordinated through diplomatic channels.
(3) In addition, it was decided that preparations for Prime Minister Koizumi's visit to Russia would proceed through vice-minister level consultations and a foreign ministerial visit to Russia.
(4) Both leaders expressed their expectation that the visit to Russia by Prime Minister Koizumi would provide momentum to further the advancement of Japan-Russia relations, and they agreed to formulate a Japan-Russia Action Plan.
2. Confirmation of Basic Policies in Japan-Russia Relations, including Peace Treaty Negotiations
(1) Both leaders agreed that from the point of overall view it was important to develop the bilateral relation in a wide-range of areas.
(2) Concerning the conclusion of a peace treaty, Prime Minister Koizumi confirmed that based on past achievements, he intends to continue vigorously engaging in negotiations. In response, President Putin stated that with regard to peace treaty negotiations, he also intends to continue negotiations, including on the expert level.
3. "Japan Year in Russia 2003"
Given the fact that next year will be the 300th year since the founding of the city of St. Petersburg, it was agreed that next year would be designated as the Japan Year in Russia 2003, and a variety of cultural events introducing Japan would take place.
4. Situation on the Korean Peninsula
President Putin commented on the situation on the Korea Peninsula. In response, Prime Minister Koizumi explained Japan-North Korea relations, including the abduction cases of Japanese Nationals, and requested that Russia convey Japan's position to North Korea, to which President Putin indicated his agreement.
