APEC Individual Action Plan Peer Reviews
The Individual Action Plans (IAPs) of APEC member economies are intended to document the economy's progress towards achieving the trade and investment liberalization and facilitation components of the APEC goals set out in the Bogor Declaration of 1994 (the "Bogor goals").
The Bogor Declaration established the target of free trade and investment in the Asia-Pacific region by 2010 for developed economies and by 2020 for developing economies.
The framework for implementing the Bogor Declaration was established in the 1995 Osaka Action Agenda (OAA).
The first part of the OAA sets out the Bogor liberalization and facilitation goals in fourteen specific policy areas as below which are expected to be achieved through a combination of individual and collective actions.

- Non-tariff Measures
- Services
- Investment
- Standard and Conformance
- Customs Procedure
- Intellectual Property
- Competition Policy
- Government Procurement
- Deregulation/Regulatory Review
- WTO Obligations (inc. Rules of Origin)
- Dispute Mediation
- Mobility of Business People
- Information Gathering and Analysis
IAPs contain a chapter for each of these specified policy areas and report the steps that each member is taking to fulfill the objectives set out in the OAA for each action area.
The IAP Peer Review for each economy is based on:
- Information compiled in that economy's most recent IAP
- Responses to questions submitted by APEC Member Economies to the economy under review (peer questions)
- Responses to questions posed by the Review Team during their visit to the economy under review.
This information is supplemented with information from the economy's earlier IAPs and from reports issued by the WTO, as well as studies published by academics the on the economy under review.
All twenty-one APEC Member Economies are to complete their IAP Peer Reviews by the First Senior Officials' Meeting (SOM1) in 2005 and to conduct a mid-term stocktake in 2005 on overall progress towards meeting the Bogor Goals. The Schedule for IAP Peer Reviews is as follows:
- In August, 2002: Japan, Mexico
- In February, 2003: Australia, Canada, Thailand
- In August, 2003: Hong Kong, China; Korea; New Zealand
- In May, 2004: Chile, China, Peru, the United States
- In September, 2004: Singapore, Chinese Taipei
- In 2005: Brunei Darussalam, Indonesia, Malaysia, Philippines, Russia, Viet Nam
