Measures in Response to the Disaster Caused by the Major Earthquake off the Coast of Sumatra and Tsunami in the Indian Ocean by the Japan Platform (JPF)

  1. In response to the disaster caused by the major earthquake off the coast of Sumatra and tsunami in the Indian Ocean, the Japan Platform (JPF), which is an emergency humanitarian assistance organization, has decided to utilize the fund provided by the Government of Japan to implement the following humanitarian activities for emergency worth approximately 300 million yen in total, by the six organizations under the JPF.

    The assistance by the JPF thus far has amounted to roughly 320 million yen including the expense of the initial investigation.

    Peace Winds Japan (PWJ)
    Distribution of Food and Goods and Provision of Medical Products to the Disaster-Stricken Northern Region of Sumatra Island
    (approximately 76 million yen)
    Outline: Project to distribute food and goods and provide medical products
    Region: Meulaboh City in Aceh Barat District and towns and villages in Nagan Raya District

    (1) Association for Aid and Relief (AAR)
    Emergency Distribution of Daily Necessities to Refugees in Galle Province of Sri Lanka
    (approximately 7.5 million yen)
    Outline: Project to distribute daily necessities such as kitchenware and utensils
    Region: 32 evacuation centers in Habaraduwa District of the Galle Province

    (2) Japan Center for Conflict Prevention (JCCP)
    Environmental Development in Trincomalee Province of Sri Lanka
    (approximately 42.3 million yen)
    Outline: Project to construct evacuation shelters, restore housings and toilets, and distribute clothing, water and food, and daily necessities
    Region: Salli, Samudragama, Vellaimanel and Nachikuda City of Trincomalee Province (four towns)

    (3) Save the Children Japan (SCJ)
    Distribution of Daily-used Products in Matara and Galle Provinces of Sri Lanka
    (approximately 27.9 million yen)
    Outline: Project to distribute daily necessities (bed sheets, mosquito nets, cooking utensils, soaps, etc.)
    Region: Weligama District of Matara Province and Hikkaduwa District of Galle Province

    (1) Adventist Development and Relief Agency (ADRA)
    Education on the Prevention of Infectious Diseases and Distribution of Emergency Aid Supplies
    (approximately 14.4 million yen)
    Outline: Project to distribute basic living kits comprised of a tent, blanket, water tank and mosquito net, as well as to provide education on the prevention of infectious diseases at evacuation centers and communities
    Region: Southern part of the South Andaman Island

    (2) World Vision Japan (WVJ)
    Emergency Assistance for Damages Caused by the Tsunami in the Indian Ocean
    (approximately 126 million yen)
    Outline: Project to establish temporary housing
    Region: Nagappattinam District of Tamil Nadu State (Manickgampangu and Sathangudi Village) and Cuddalore District of Tamil Nadu State (Thalanguda and Gunduppalavadi, Devanampattinam, Singarathoppu, Sonanguppam, Akkaraikori, Sthikuppam, and Pudukuppam Village)

  2. In addition to the assistance projects implemented by the abovementioned organizations, two other organizations, likewise under the JPF (the Basic Human Needs Association and the JEN), plan to implement similar activities of emergency humanitarian assistance in the near future.

  3. The above mentioned assistances will be implemented as a result of the initial government-funded investigation conducted by non-governmental organizations (NGOs) under the JPF in Indonesia, Sri Lanka and India after December 27, 2004.

The Japan Platform (JPF) is an organization that was established in August 2000 through the coordination of Japanese NGOs, economic circles and the government. The government has provided the JPF with funding since FY2001: 580 million yen (FY2001), 610 million yen (FY2002), 2.7 billion yen (FY2003) and 1 billion yen (FY2004).
