1. Implemented Projects
(1) World Water Assessment Programme (WWAP) (Phase I)
(a) Implementing Agencies: Natural Sciences Sector of UNESCO Headquarters; WWAP Secretariat
(b) Implementation Period: August 2000 - June 2003
(c) Overview: Under the leadership of UNESCO, 24 United Nations (UN) organizations jointly formulated a water-related database, conducted human resources development for compiling the database, and published the World Water Development Report. In addition, solutions to international conflicts over fresh water were also studied.
(2) Upgrading of UNESCO Information Networks and Communication Services
(a) Implementing Agencies: Culture Sector and Communication and Information Sector of UNESCO Headquarters; Waseda University
(b) Implementation Period: January 2001 - December 2002
(c) Overview: World Heritage Information Network (WHIN) was structured with the latest ICT, and the High-quality audio-visual demonstration footage of the World Heritage Sites was shown at the UNESCO Headquarters through the utilization of WHIN.
(3) Creating Learning Communities for Children in Indonesia (CLCC)
(a) Implementing Agencies: Education Sector of UNESCO Headquarters; United Nations Children's Fund (UNICEF)
(b) Implementation Period: April 2001 - 2002
(c) Overview: In cooperation with the United Nations Children's Fund (UNICEF), this project aimed to improve the quality of basic education in the Republic of Indonesia by enhancing the independence of schools and promoting the participation of local communities in the education sector, as well as indirectly supporting the facilitation of the basic education reform through such measures as decentralization of education, etc.
(4) Asia-Pacific Co-operation for the Sustainable Use of Renewable Natural Resources in Biosphere Reserves and Similar Managed Areas (ASPACO)

(c) Overview: In this project, human resources development on management, research and training for environmental issues was conducted with the objective of improving the living environment of the people in the Asia-Pacific region and raising the environmental awareness of the local residents while maintaining a balance between nature conservation and the use and development of natural resources.
(5) Support to Education Sector Analysis in Nigeria
(a) Implementing Agencies: Education Sector of UNESCO Headquarters; Ministry of Education of the Federal Republic of Nigeria
(b) Period: February 2001 - December 2004
(c) Overview: An aid project for the comprehensive policy program "Education Sector Analysis" (led by the Ministry of Education of the Federal Republic of Nigeria) with the aim to improve, reform and develop the education system in Nigeria in Africa. This project supported Education Sector Analysis through review and by pointing out the problems of the education system in Nigeria and providing solutions to these issues, as well as prioritizing the development of the sector.
(6) Support for Revitalizing Technical and Vocational Education (TVE) in Nigeria (Phase 1)

(b) Implementation Period: January 2001 - December 2004
(c) Overview: This project reviewed the training and class curricula of government officials of the Federal Republic of Nigeria in Africa. At the same time, it also implemented an investigation on the introduction of information and communication technology (ICT) education and on project formulation for a new vocational education system with the aim to vitalize, reform and expand the scope of technical and vocational education (TVE) and accommodate the increasing need for human resources due to drastic social and economical development in Nigeria.
(7) Dispatch of the Nigerian Project Formulation Investigation Team (Phase 1)

(c) Overview: An investigation team was dispatched for the formulation of education related projects ("Support to Education Sector Analysis in Nigeria," "Support to Revitalizing Technical and Vocational Education (TVE) in Nigeria" and "Feasibility Study on the Development of a Virtual Library by Institutions of Higher Education in Nigeria") in the Federal Republic of Nigeria in Africa.
(8) Support to PAN-African News Agency (PANA)
(a) Implementing Agencies: Communication Sector of UNESCO Headquarters; Pan-African News Agency (PANA)
(b) Implementation Period: January 2001 - December 2001
(c) Overview: As part of the recovery plan for the Pan-African News Agency (PANA) by UNESCO, which was started in 1993, this project contributed to human resources development in the information and communication sector in Africa through reforms in the areas of editing, publicity, technique, etc., practiced at PANA.
(9) Early childhood development in Senegal

(c) Overview: This project supported the development of child education implemented by the Government of the Republic of Senegal through the establishment of a children's center to improve the social, hygienic and educational environment for the children in Senegal in Africa.
(10) Training in Educational Planning and Management at International Institute for Educational Planning (IIEP)
(a) Implementing Agency: International Institute for Educational Planning (IIEP)
(b) Implementation Period: September 2000 - September 2002
(c) Overview: This project conducted human resources development for developing countries in the areas of planning and management of educational policies by having the International Institute for Educational Planning (IIEP) provide training on management planning for educational planning and on the analysis method for educational development, for training participants from developing countries.
(11) Workshop on the Preservation and Marketing of Hand Woven Textile by Craftwomen in the Region of Luang Prabang, Laos
(a) Implementing Agency: Culture Sector of UNESCO Headquarters
(b) Implementation Period: March 2001
(c) Overview: This project provided assistance to craftwomen of hand woven traditional fabric in the Laos People's Democratic Republic in Southeast Asia by sharing market development techniques and conducting a hand woven textile exhibition in Luang Prabang of Laos.
(12) UNESCO/JAPAN Young Researchers' Fellowships Programme (Phase I)
(a) Implementing Agency: Sector for External Relations and Cooperation of UNESCO Headquarters
(b) Implementation Period: November 2000 - November 2005
(c) Overview: This project provided scholarships to young researchers from developing countries and the Palestinian Territories with a master's or doctor's degree for research in the areas of environment, dialogue among civilizations, information and communication technology, and peaceful solution to conflict.
(13) Support to the Russian Federation in the Rehabilitation of the Education System in the Chechen Republic
(a) Implementing Agencies: Education Sector of UNESCO Headquarters, Ministry of Education of the Russian Federation
(b) Implementation Period: January 2001 - December 2003
(c) Overview: This project provided support for the restoration and reform of the education system in the Chechen Republic through formulation of evaluation reports on the current situation of educational curricula from primary education to higher education in the Chechen Republic of Russia. At the same time the project also conducted human resources development for educators engaged in the educational restoration of the Chechen Republic.
(14) Support to the UNESCO Co-Sponsored Fellowships Programme

(c) Overview: This project provided scholarship to candidates from developing countries for research in the areas of education, science, culture or communications. Local expenses, including living expenses at study abroad destinations, were provided by host countries (People's Republic of China, Republic of Poland and Israel).
(15) Education Project for Refugees in Columbia
(a) Implementing Agency: Regional centers promoting reading in the Latin American and Caribbean regions
Cooperating Agencies: Education Sector and Culture Sector of UNESCO Headquarters; UNESCO Office in Quito
(b) Implementation Period: January 2003 - December 2003
(c) Overview: Various meetings in order to deepen the understanding on the current status of internally displaced people were conducted as well as leadership training and other seminars on reading and writing and on the formulation of study materials with the participation of all regional communities in the Republic of Colombia in South America. The target group of these events was internally displaced people due to internal conflicts.
(16) Formulation and Implementation of the Poverty Reduction Strategy Paper in Gambia

(c) Overview: Human resources development and an analytic survey on poverty were conducted to aid the implementation of PRSP Phase II in the Republic of The Gambia in Africa.
(17) Monitoring System - World Cultural Heritage Capacities in the Management of World Cultural Heritage

(c) Overview: This project conducted human resources development through the hosting of regional workshops, with the aim to improve the sustainable evaluation and management system of the countries in Asia with World Heritage Sites.
(18) Support to Innovative Education in the Jose Maria Zeledon Brenes Excellency School in Desamparados in Costa Rica

(b) Implementation Period: July 2001 - July 2003
(c) Overview: A pilot project aimed at improving the quality of education was conducted to facilitate the improvement of the studying environment of local residents through the introduction of information and communication technology in the Republic of Costa Rica in South America. In particular, training seminars on the acquisition and utilization of information and communication technology were conducted for teachers, parents and local residents.
(19) Support to the Implementation of the National Education and Training in Haiti
(a) Implementing Agencies: Education Sector of UNESCO Headquarters; UNESCO Office in Haiti
(b) Implementation Period: January 2003 - October 2006
(c) Overview: The objectives of this project were: (1) capacity building in the area of educational planning; (2) development of follow-up and evaluation methods for the success of the ten-year plan; and (3) establishment of an international and domestic coordination system for the implementation of the ten-year plan. As such, experts were dispatched for the achievement of the ten-year plan and to provide training to related personnel and offer professional assistance on the development of educational policies and programs in the Republic of Haiti in the Caribbean.
(20) Vocation Education Programme for Ethnic Minority Girls in Five Middle Schools in Guangxi Zhuang Autonomous Region, China (Phase I)

(c) Overview: This project provided lectures on basic and technical subjects to young girls of minority ethnic groups in the Guangxi Zhuang Autonomous Region in the People's Republic of China as well as training for teachers and officials in charge of education at the Education Bureau of the Guangxi Zhuang Autonomous Region with the objective of providing more opportunities and better quality education to these young girls.
(21) Technical Assistance for Education and Poverty Reduction Strategy for Cambodia

(c) Overview: In cooperation with the World Bank, IMF, United Nations (UN) organizations and others, this project aided the Education and Poverty Reduction Strategy for Cambodia.
(22) Inter-Agency Basic Education Evaluation

(b) Implementation Period: 2002 - September 2003
(c) Overview: In cooperation with 15 United Nations (UN) organizations, this project conducted activities to assess how effective domestic and international financial and technical assistance is to the Republic of Bolivia in South America and Burkina Faso, the Republic of Uganda and the Republic of Zambia in Africa, as assistance on the basic education of these countries.
(23) Southern African Development Community (SADC) Programme on HIV/AIDS
(a) Implementing Agencies: UNESCO International Institute for Educational Planning (IIEP); UNESCO International Bureau of Education; UNESCO Office in Harare; South African Development Community (SADC)
(b) Implementation Period: September 2001 - December 2004
(c) Overview: This project engaged in the development of teaching materials for HIV/AIDS prevention education and conducted related trainings as part of the HIV/AIDS measures in the southern African region. Furthermore, information on the regional measures taken on HIV/AIDS prevention, curricula development and educational system management were collected and analyzed. The project also established an information center in the Southern African Development Community (SADC) region for information sharing.
(24) Dispatch of the Nigerian Project Formulation Investigation Team (Phase 2)

(c) Overview: An investigation team was dispatched for the development of educational projects ("Feasibility Study on the Development of a Virtual Library by Institutions of Higher Education in Nigeria" and "Support for the Reform of the Science and Technology System in Nigeria") in the Federal Republic of Nigeria in Africa.
(25) Strengthening the EFA Coalition and Emerging Partnerships in Viet Nam

(c) Overview: This project provided technical assistance to the Ministry of Education for a smooth realization of educational development and modernization of the education system to achieve the goals of Education for All (EFA) in the Socialist Republic of Viet Nam.
(26) Support for the Establishment of the African Languages Academy (ACALAN)

(c) Overview: This project provided assistance for the establishment of the African Languages Academy in Africa to facilitate the use of African languages, to support linguistic research of African languages and to promote cultural exchanges among African countries.
(27) Project Formulation Mission for Human Resource Development in Electronically Enhanced Teaching, Administration and Distribution

(c) Overview: An investigation team was dispatched to the Caribbean region on a project formulation mission for human resources development in electronically enhanced teaching, administration and distribution.
(28) Human Resource Development in Electronically Enhanced Teaching, Administration and Material Distribution
(a) Implementing Agencies: UNESCO Office in Kingston, University of the West Indies, etc.
(b) Implementation Period: January 2003 - December 2007
(c) Overview: This project conducted human resources development by building an online education system. It supported human resources development for the management of a distance education program through the distribution of teaching materials through the network, helping to expand the distance education program implemented by the Distance Education Centre of the University of the West Indies in the Caribbean region.
(29) Nigeria Feasibility Study for Virtual Library for Universities and Institutes of Higher Learning

(b) Implementation Period: 2002 - July 2003
(c) Overview: A feasibility study was conducted on constructing a library system wherein universities and institutes of higher learning could gain access to necessary teaching materials, publications and documents through computer networks in the Federal Republic of Nigeria in Africa, which lacks libraries suitable for universities and institutes of higher learning.
(30) Establishing Internet Facilities and Computer Training Centres at Kabul University and the Ministry of Education in Afghanistan

(c) Overview: This project provided computers and other equipment capable of Internet connection to Kabul University and the Ministry of Education of the Islamic Republic of Afghanistan, as well as conducted human resources development in the information and communication sector using the above equipment.
(31) Strengthening National Capacities in Educational Planning and Management for the Implementation of Education for All in Pakistan

(c) Overview: This project conducted an International Institute for Educational Planning (IIEP) guest member training program for personnel in charge of educational planning in the Islamic Republic of Pakistan in South Asia and an IIEP advanced program training on educational planning and management for administrative personnel in charge of educational planning.
(32) Capacity-Building for the East Timor National Museum and Cultural Centre, Uma Fukun in Dili

(c) Overview: This project conducted local training in Dili and training in Japan for human resources development of necessary curators to utilize the historically important building Uma Fukun as a national museum and cultural centre in the Democratic Republic of Timor-Leste in Southeast Asia. (Training in Japan was conducted at the Japan International Cooperation Agency (JICA).)
(33) Strengthening the National Education for All (EFA) Plan for Early Childhood Development (ECD) in Nepal

(c) Overview: This project contributed to the attainment of the goals of Education for All (EFA) and poverty reduction in the Federal Democratic Republic of Nepal of South Asia through the establishment of a policy guideline and strategic action plan for preschool-aged children, enhancement of the administrative capabilities of the local regions, establishment of a center for the development of preschool-aged children in the regional community, etc.
(34) HIV/AIDS Education Prevention in Namibia

(c) Overview: This project conducted schemes to raise awareness on the effects of HIV/AIDS, such as construction of a cooperative relationship among personnel in charge of the issue in the Republic of Namibia in Africa, through the development of guidance materials on HIV/AIDS prevention education, raising the awareness of the educators and other personnel on HIV/AIDS prevention policies with the use of the above guidance materials, and establishment of HIV/AIDS commission by each regional community.
(35) Capacity-building for Afghan Primary School Teachers in Pakistan

(c) Overview: This project conducted research into and the rearrangement and development of training programs for teachers, in order to improve the quality of teachers in charge of primary education for Afghani refugees living in Pakistan.
(36) Training in Educational Planning and Management at IIEP (Phase II)

(c) Overview: This project conducted human resources development in developing countries in the area of planning and management of educational policies by having the International Institute for Educational Planning (IIEP) provide training on management planning for educational planning and on analysis methods for educational development to training participants from developing countries.
(37) Support for Education in Niger

(c) Overview: This project conducted capacity building of human resources for the people of the Republic of Niger by providing assistance to the government for the preparation of the ten-year education development programme (PDDE) and for hosting meetings by each sector, and providing training to personnel of the Ministry of Education, etc.
(38) Local Network for the Implementation of Social Policies in Argentina
(a) Implementing Agencies: Ministry of Soil Development of the Republic of Argentina; Natural Sciences Sector of UNESCO Headquarters
(b) Implementation Period: October 2002 - May 2003
(c) Overview: This project established and implemented a strategy to solve the increasing social and economic issues of the Republic of Argentina in South America by nurturing local activists (mainly female ones) and local community networking by local leaders.
(39) Training of trainers in HIV/AIDS for Africa through the Guidance, Counseling and Youth Development Centre (GDYD Centre) for Africa (Malawi)

(b) Implementation Period: April 2004 - June 2007
(c) Overview: This project faciliated local efforts on measures for HIV/AIDS prevention in Africa (especially in the French and Portuguese language speaking countries) by implementing the training of trainers in HIV/AIDS. The project established a main office on the issue at the Malawi Centre ("the Guidance, Counselling and Youth Development Centre for Africa in Lilongwe, Malawi").
(40) Enhancing Palestinian Human Resources: Assistance to Palestinian Students

(b) Implementation Period: 2002 - 2004
(c) Overview: This project conducted human resources development in the Palestinian Territories and contributed to sustainable development. At the same time, it provided scholarships to Palestinian students studying abroad in order to enhance the mutual understanding between Palestinians and Israelis for building peace in the region through intercultural exchanges and other activities.
(41) Literacy and Non-formal Education Development in Afghanistan (LAND Afghan)

(c) Overview: This project developed teaching materials for literacy and non-formal education and conducted training for education promoters in said areas to ensure an equal opportunity of access to appropriate educational programs for all youth and adults in order to achieve the goals of Education for All (EFA) in the Republic of Afghanistan.

(43) Cooperation Project with the Mexican Ministry of Culture "Training of Culture Promoters of Nine Indigenous Communities in Three States of the Mexican Republic"

(c) Overview: This project conducted studies and assessment on the organizations of popular and indigenous cultures as well as provided training for local activists to protect and promote the culture and cultural identity of native Mexicans.
(44) Assistance for the Nigerian Science, Technology and Innovation System

(c) Overview: This project carried out comprehensive analysis and the development of science and technology systems in the Federal Republic of Nigeria in Africa through the training of personnel engaged in science and technology policy, implementation of analysis as a strategic investment toward future policy planning regarding science and technology and technological innovation in Nigeria, the establishment of an action plan in science and technology and the technical innovation sectors, and the implementation of an international assessment of programs on science and technology and technological innovation at government agencies and university research institutions.
(45) In-service Training in Basic Education Teachers in Yemen

(c) Overview: The project contributed to enhance primary and secondary education in the Republic of Yemen in the Middle East by hosting workshops on the development of teaching materials and for teacher training.
(46) Sub-regional Project for South Eastern Europe (SEE) Information and Communication Technologies for the Development of Education and the Construction of a Knowledge Society

(c) Overview: This project promoted the establishment of an educational plan and policy in the southeastern European region through development of analytical data using ICT, training on high-level school personnel and formulation of related teaching materials for the implementation of the national action plan on education.

The project did this by increasing the amount of teaching materials and expanding the opportunities for learning through the use of media, etc. The country is suffering from a lack of teaching materials for literacy education and lack of male participants in literacy education programs as being "illiterate" carries with it a social stigma.

The country possesses extremely high literary rates and enrollment rates in primary education, but this varies by ethnic group, culture and region. As such, the Ministry of Education has adopted the education management and information system for improving education administration as part of education system reform. The project ensured a high quality education through capacity development assistance for the Ministry of Education to help the Ministry implement the monitoring of the education service quality.

As such, this project implemented training for education trainers and in-service teachers, in order to improve the quality of education (EFA Goal 6) of both countries through adoption of the result-oriented training program aimed at improvements in the performance of the students.

(c) Overview: The Republic of Zambia is faced with serious HIV/AIDS issues and a shortage of therapeutic agents and treatments. Various policies have been implemented by the government to prevent the spread of HIV/AIDS. As such, this project aims to raise the awareness of the people about HIV/AIDS, provide appropriate information to the people, and gain their understanding of the necessary preventive methods. In particular, this project carried out comprehensive measures on the HIV/AIDS issue through the establishment of the HIV/AIDS strategy, capacity development for school principals and teacher trainers at the teacher training colleges and adoption of HIV/AIDS prevention education into the teacher training program to reduce and prevent the spread of HIV/AIDS among the younger generation, especially those between the ages of 10 and 24.
(155) Empowerment and Poverty Reduction in Post-Conflict Nepal

(c) Overview: Civic life is in great turmoil in Nepal, following the collapse of the education system and economic stagnation due to armed conflicts by Maoists since 1996. This has become the reason for uprisings in recent years as the public's frustration rises due to the presence of social inequality and low living standards. As such, the objective of this project is to implement literacy education to people who have been pushed aside to the edges of the society, such as those living in the regional areas, minority groups, women, youth and people with disabilities. The project implemented a national literacy campaign as outlined in the Poverty Reduction Strategy Paper (PRSP) established to improve the above situation. The paper emphasised on the improvement of the literacy rate.

This project drafted a conservation plan for the digital archive of Radio Mauritanie, digitized the past electrical transcriptions of the station based on the plan, and conducted capacity development for the employees in charge of digitization.

However, the activities are limited to prevention and measures for learners, thus the country is faced with a need to implement a program for teachers. As such, the project provided support to capacity improvement responding to the HIV/AIDS issues in the country through revision of the curricula on HIV/AIDS, provision of HIV/AIDS prevention education training to teachers and the education world, and raising awareness on HIV/AIDS issues.

UNESCO has also been promoting dialogues between researchers and policy-makers in the Inter-Governmental Authority on Development (IGAD) countries (Djibouti, Eritrea, Ethiopia, Kenya, Somalia, Sudan and Uganda). This project launched a forum with the objective of gathering knowledge on issues shared in the region through politically independent research to provide policymakers with policy options on peace, development, human rights protection and human security.
