There is a trend in developing countries towards increased interest in the promotion and encouragement of the country's unique culture alongside the development of the economy and society. In many countries, efforts are being made to improve not only just economic and social infrastructure but also culture.

Cultural Grant Assistance is meant to deepen mutual understanding, friendship and goodwill between Japan and developing countries, by providing those countries with support for their efforts. This grant assistance was established in 1975 as part of Official Development Assistance (ODA).

There are two schemes for Cultural Grant Assistance, " Cultural Grant Assistance" and "Grant Assistance for Cultural Grassroots Projects."
