(Denial of permission to land, Visa restrictions, Quarantine at entry point)

1. Denial of permission to land

For the time being, the Government of Japan denies permission to land in Japan to foreigners of the following categories as ones who fall under the Article 5, paragraph (1), item (xiv) of Immigration Control and Refugee Recognition Act, unless exceptional circumstances are found.

(1) Foreigners who have stayed in any of the following cities/provinces/regions within 14 days prior to the application for landing:

Asia

  • the People’s Republic of China: Hubei Province, Zhejiang Province
  • Republic of Korea: Daegu-guangyeok-si, or Cheondo-gun, Gyeongsan-si, Andong-si, Yeongcheon-si, Chilgok-gun, Uiseong-gun, Seongju-gun, Gunwi-gun in Gyeongsangbuk-do

Europe

  • Italian Republic:Veneto Region, Emilia-Romagna Region, Piedmont Region, Marche Region, Lombardy Region, Aosta Vlley Region, Trentino-South Tyrol Region, Friuli-Venezia Giulia Region, Liguria Region
  • the Republic of San Marino: The whole country
  • the Swiss Confederation: Canton of Ticino, Canton of Basel-Stadt
  • the Kingdom of Spain: Chartered Community of Navarre, Basque Autonomous Community, Community of Madrid, La Rioja
  • Republic of Iceland: The whole country

Middle East

  • Islamic Republic of Iran:Gilan Province, Qom Province, Tehran Province, Alborz Province, Isfahan Province, Qazvin Province, Golestan Province, Semnan Province, Manzandaran Province, Markazi Province, Lorestan Province

(2) Foreigners who have Chinese passports issued in Hubei Province or Zhejiang Province of the People's Republic of China.

(3) Foreigners who were on the cruise ship Westerdam, departed from Hong Kong

2. Visa restrictions

As a consequence of series of visa restrictions [Note] , the following people are not permitted to enter Japan.

(1) Those who intend to enter Japan with a single or multiple-entry visa issued by March 8th, 2020 by Japanese Embassies or Consulates General in China (including Hong Kong and Macau) or the Republic of Korea.

(2) Those who intend to enter Japan with a single or multiple-entry visa issued by March 20th, 2020 by Japanese Embassies or Consulates General in the countries listed below.

Schengen countries (Austria , Belgium, Czech Republic, Denmark, Estonia, Finland, France, Germany, Greece, Hungary, Iceland, Italy, Latvia, Liechtenstein, Lithuania, Luxembourg, Malta, Netherlands, Norway, Poland, Portugal, Slovakia, Slovenia, Spain, Sweden and Switzerland)
Andorra, Bulgaria, Croatia, Cyprus, Ireland, Monaco, Romania, San Marino, the United Kingdom, and Vatican

Middle East

Iran

(3) Those who holds a passport issued by the following countries and intend to enter Japan without obtaining a visa.

[Note] With regards to the visa restrictions, following measures have been taken.

  • (1) The validity of single or multiple-entry visas issued by March 8th, 2020 by Japanese Embassies or Consulates General in China (including Hong Kong and Macau) or the Republic of Korea has been suspended.
  • (2) The validity of single or multiple-entry visas issued by March 20th, 2020 by Japanese Embassies or Consulates General in the following countries has been suspended.
    • Schengen countries (Austria, Belgium, Czech Republic, Denmark, Estonia, Finland, France, Germany, Greece, Hungary, Iceland, Italy, Latvia, Liechtenstein, Lithuania, Luxembourg, Malta, Netherlands, Norway, Poland, Portugal, Slovakia, Slovenia, Spain, Sweden and Switzerland), Andorra, Bulgaria, Croatia, Cyprus, Egypt, Iran, Ireland, Monaco, Romania, San Marino, the United Kingdom, and Vatican
  • (3)Visa exemption measures for the following countries and areas have been suspended.
    • Schengen countries (Austria, Belgium, Czech Republic, Denmark, Estonia, Finland, France, Germany, Greece, Hungary, Iceland, Italy, Latvia, Liechtenstein, Lithuania, Luxembourg, Malta, Netherlands, Norway, Poland, Portugal, Slovakia, Slovenia, Spain, Sweden and Switzerland), Andorra, Bulgaria, Croatia, Cyprus, Hong Kong, Iran, Ireland, Macau, Monaco, Republic of Korea, Romania, San Marino, the United Kingdom, and Vatican

3. Quarantine measures after entry into Japan

The Government of Japan calls upon all nationals arriving from the following countries to wait 14 days at a location designated by the quarantine station chief and to refrain from using public transportation.
