On May 19, commencing at 6:30 p.m. for approximately 45 minutes, Mr. ISHIBA Shigeru, Prime Minister of Japan, held a summit meeting with H.E. Mr. Edgars RINKĒVIČS, President of the Republic of Latvia, who was visiting Japan. Following the meeting, the two leaders gave a joint press announcement and attended a dinner. On this occasion, the two leaders issued the “Joint Statement on the Establishment of a Strategic Partnership between Japan and the Republic of Latvia.”

1 Opening Remarks

Prime Minister Ishiba welcomed President Rinkēvičs on the occasion of his visit to Japan, stating that Japan and Latvia are important partners that share values such as freedom, democracy, human rights, and the rule of law. In response, President Rinkēvičs stated that Japan and Latvia have enjoyed a long-standing friendship and that he hopes to use this meeting as an opportunity to further develop bilateral relations.

2 Bilateral Relations

  1. Prime Minister Ishiba expressed his desire to further develop the bilateral economic relationship by promoting broader economic cooperation, including enhanced logistics networks, energy security, digital cooperation, and people-to-people exchanges.
  2. The two leaders confirmed that they would strengthen cooperation in the area of security by working closely together on various challenges facing the international community.
  3. The two leaders shared the view that people-to-people exchanges are the foundation of bilateral relations, and that it is important to further deepen mutual understanding and friendship, and that they will continue to promote exchanges among younger generations.

3 Regional Issues

  1. The two leaders shared the recognition that they would continue to cooperate to achieve a just and lasting peace in Ukraine. They also shared their serious concern over the advancement of military cooperation between Russia and North Korea, including the engagement of North Korean troops in combat against Ukraine.
  2. The two leaders concurred that they will continue to work closely together also in the context of NATO, as the security of Euro-Atlantic and Indo-Pacific has increasingly become inseparable.
  3. The two leaders concurred to cooperate on responding to North Korea including the abductions issue. They also exchanged views on the situations in East Asia and concurred to work closely together.
