Message by Mr. ISHIBA Shigeru, Prime Minister of Japan, for the 10th Three Seas Initiative (3SI) Summit
On April 29, Prime Minister ISHIBA released a message for the 10th Three Seas Summit held in Warsaw, Poland, the host country of this year’s Three Seas Initiative (3SI), where representatives of each member country and strategic partner attended. The following is a summary of the message. (The Message was read by Ambassador KONO, Embassy of Japan in Poland.) It was the first summit for Japan as the strategic partner of Three Seas Initiative (3SI), since Japan became a strategic partner at last year’s summit.
- In his message, Prime Minister ISHIBA pointed out that the security of Euro-Atlantic and Indo-Pacific is inseparable in the light of today’s security challenge caused by the Russia’s aggression against Ukraine and underlined that Japan will remain dedicated to collaborating with the members of the 3SI and its strategic partners to ensure the realization of a just and lasting peace in Ukraine.
- Prime Minister ISHIBA also stated that the economic growth in the 3SI region and the strengthening of the transatlantic relations are crucial for enhancing regional connectivity, as well as fostering partnerships with other regions, and underlined that they are a vital component for the recovery and reconstruction of Ukraine. Prime Minister introduced the Japan Bank for International Cooperation (JBIC)’s preparation to open a Representative Office in Warsaw, aiming to strengthen its engagement with Central and Eastern Europe, a region of significant geographical importance and high potential in digital and green initiatives.
(Reference1) Three Seas Initiative (3SI)
Three Seas Initiative was established in 2015 to strengthen connectivity and reduce the disparities in Central and Eastern Europe and the Baltic states. It promotes development of infrastructure in the energy, transport and digital sectors in the region surrounded by three seas (Baltic Sea, Black Sea and Adriatic Sea). Currently, thirteen countries are the members of the 3SI (Austria, Bulgaria, Croatia, Czech, Estonia, Hungary, Latvia, Lithuania, Poland, Romania, Slovakia, Slovenia, and Greece). Japan became a strategic partner at the summit in 2024.
