Address to celebrate the entry into force of the Kyoto Protocol

Commissioner Dimas,
Minister Lux,
Chairman Florenz,
Excellencies,
Ladies and Gentlemen,

It is a great pleasure to celebrate with you today the entry into force of the Kyoto Protocol. The path leading to this day was not an easy one, but today marks a very important first step for the world in combating climate change.

It stands to reason, therefore, that a commemorative event is being also held in Japan today, at the Kyoto International Conference Hall, where the protocol was adopted in 1997.

In the years leading up to 1997 and in subsequent years, the EU has been assuming a leading role, be it in the international negotiations or by way of introducing innovative measures such as the emissions trading scheme. As a representative of one of the non-EU countries gathered here today, I'd like to pay tribute to the EU in this regard.

Ladies and Gentlemen,

Nevertheless, much remains to be done. We are embarking on important steps today, but they are also first steps. We need to make sustainable efforts to meet our objectives. We need to have much broader participation in our struggle against climate change.

Japan is determined to make its utmost efforts hand in hand with the EU and other countries, and to work together to meet this challenge.
