The Third Session of the Preparatory Committee for the 2010 Review Conference of the Parties to the Treaty on the Non-Proliferation of Nuclear Weapons (NPT)

- The Preparatory Committee for the 2010 Review Conference of the Parties
to the Treaty on the Non-Proliferation of Nuclear Weapons (NPT) will hold
its third session at the United Nations Headquarters in New York, from May
4 (Monday) to May 15 (Friday).
- At this session, there will be wide-ranging discussions on nuclear disarmament,
non-proliferation and peaceful uses of nuclear energy towards the success
of the 2010 Review Conference of the Parties to the NPT. Parliamentary Vice-Minister
for Foreign Affairs Masahiko Shibayama, as Japan’s representative, will
provide a general statement.
- Japan places an extremely strong focus on maintaining and strengthening
of the NPT regime as the cornerstone of the international nuclear
disarmament and non-proliferation regime, and intends to participate proactively
in the debates at the session. Japan will also present to this session of
the Preparatory Committee the 11 Benchmarks for global nuclear disarmament
that were proposed last month by Minister for Foreign Affairs Hirofumi Nakasone.
Japan will also participate proactively in the discussions for strengthening
of the international non-proliferation regime, including on resolution of
the nuclear issues relating to North Korea and Iran. Finally, Japan will
stress that international cooperation is of great important in promoting
the peaceful uses of nuclear energy which in turn helps ensure nuclear non-proliferation,
nuclear safety and nuclear security.
- Japan will hold a seminar on May 8 (Friday). In the seminar, the methodology
for communicating the objective truth to the world and to future generations
on matters such as the role of education on nuclear disarmament and non-proliferation
in strengthening the NPT regime, and on the catastrophes that can be caused
by nuclear weapons, will be discussed.
- Taking advantage of this opportunity offered by this session, a side event of the International Commission on Nuclear Non-proliferation and Disarmament (ICNND) established through a joint initiative of Japan and Australia will be held on May 5 (Tuesday), with former Minister for Foreign Affairs Yoriko Kawaguchi and former Australian Minister for Foreign Affairs and Trade Hon. Gareth Evans AO acting as co-chairs.
