  1. On Tuesday, November 29, the Ministerial Committee approved “Japan’s Vision and Actions toward Low-Carbon Growth and a Climate-Resilient World” to be announced as the Japan’s initiative for the 17th session of the Conference of the Parties to the United Nations Framework Convention on Climate Change (COP17), which is being held from November 28 in Durban, South Africa.

  2. This vision embodies Japan’s view that in order to effectively address the issue of global warming, it is necessary for both developed and developing countries to cooperate and promote low-carbon growth at the global level in addition to establishing a comprehensive international framework.

  3. In concrete, Japan will take a lead in implementing the relevant policies with the following three approaches: (1) efforts for technological innovation towards further emission reductions, (2) dissemination and promotion of low-carbon technologies and the of a new market mechanism, (3) special consideration for vulnerable countries. Japan will actively engage other parties to join these efforts to be made by the international community as a whole. Japan will continue to be active in contributing toward leading the whole world to low-carbon growth with fully mobilizing technology, markets and finance.
