Dispatch of an Observation Mission from Japan for the Parliamentary Election in the Kyrgyz Republic

- The Government of Japan decided to dispatch four persons to take part in the election observation mission in order to support the fair conduct of the parliamentary election in the country scheduled to take place on October 10 (Sun). The four members are: two experts knowledgeable about the regional situation — Mr. Tomohiko Uyama, Professor at the Slavic Research Center of Hokkaido University, and Mr. Michihiro Hamano, board member of the Japan-Kyrgyz Exchange Association — and two officials from the Embassy of Japan in the Kyrgyz Republic. The four observers are to be dispatched to the major international election observation mission organized by the Organization for Security and Co-operation in Europe (OSCE)/Office for Democratic Institutions and Human Rights (ODIHR) international election observation mission.
- This will be the first parliamentary election to be held under the administration of President Otunbayeva, which was inaugurated after the political change this April and won confidence in the national referendum at the end of June. On August 8, during the foreign ministers’ meeting between Japan and the Kyrgyz Republic on the occasion of the “Central Asia plus Japan” Dialogue/Third Foreign Ministers Meeting held in Tashkent, Uzbekistan, Mr. Kazakbaev, Minister for Foreign Affairs of the Kyrgyz Republic requested Mr. Okada, then Minister for Foreign Affairs of Japan to dispatch an election observation mission. At present about 200 observers in total have been registered to the OSCE/ODIHR international election observation mission, in order to ensure that the election will take place freely and fairly, extremely important in order for democracy to take root in the country.
