Economic Cooperation Programs to Support Reconstruction in Iraq (for the Iraq Reconstruction and Employment Programme III; The Muthanna Governorate Electricity Network Reinforcement Programme)

December 13, 2005

  1. As part of its assistance for the reconstruction of Iraq, the Government of Japan has decided to extend emergency grant aid of 14.4 million dollars in total (about 1,540 million yen) for the "Iraq Reconstruction and Employment Programme III (IREP III)" and "The Muthanna Governorate Electricity Network Reinforcement Programme", implemented by the United Nations Development Programme (UNDP), with the aim of improving employment and electricity supply in the Governorate of Al-Muthanna, including the city of Samawah.
  2. In Iraq, the Governorate of Al-Muthanna is the region where unemployment and shortage of electricity supply are particularly serious problems. Job creation and electricity supply are considered to be the most highly prioritized areas that need to be tackled. Japan has been assisting job creation and electricity-related projects with its ODA. The present cooperation is intended to continue and further strengthen its support in these areas.
  3. "Iraq Reconstruction and Employment Programme III"
about 8 million dollars (about 860 million yen)

The aim of this program is to create employment in the Governorate of Al-Muthanna, with focus on Samawah, by improving its basic infrastructure, such as roads, irrigation, water supply and sewerage systems, through labor intensive public works. This program is expected to provide employment in the Governorate of Al-Muthanna, where the unemployment rate is estimated to be the highest in Iraq (it is estimated that in the next one year 840,000 working days in total will be created) and also provide the strongly needed restoration of the basic infrastructure.

  4. "The Muthanna Governorate Electricity Network Reinforcement Programme"
about 6.4 million dollars (about 680 million yen)

The objective of this program is to restore the outdated electricity substation in Samawah and strengthen the transmission as well as distribution system from that substation. This program is expected to improve the electric supply in the governorate, thereby improving the livelihood of the residents.
