Japan's Assistance through International Organizations for the Disaster Caused by the Major Earthquake off the Coast of Sumatra and the Tsunami in the Indian Ocean

  1. On January 21, the Government of Japan, which had announced emergency humanitarian assistance of $250 million, the largest amount among donor countries, and its prompt contribution through international organizations in response to the United Nations Flash Appeal and other requests for the disaster caused by the major earthquake off the coast of Sumatra and the tsunami in the Indian Ocean, completed its contribution for the following organizations.

  2. The contribution is part of the immediate grant assistance of $500 million formerly pledged by Japan. Japan has promptly fulfilled its pledge in response to the United Nations' request to swiftly deliver the assistance pledged by each donor country to meet emergency humanitarian needs.

  3. The amount of contribution and the main fields of assistance to each international organization will be as follows:
    (1) United Nations Children's Fund (UNICEF) $70 million
    (for health, nutrition, water and sanitation and child protection including anti-trafficking measures)
    (2) UN World Food Programme (WFP) $60 million
    (for food assistance; logisticalal support)
    (3) International Organization for Migration (IOM) $25 million
    (for anti-trafficking measures (Information campaign,etc.); provision of temporary shelters; transportation and logistical support; registration of disaster-afflicted persons)
    (4) United Nations Development Programme(UNDP) $24.5 million
    (for housing rehabilitation; restoration of critical infrastructure; emergency livelihoods rehabilitation)
    (5) Office of the United Nations High Commissioner for Refugees (UNHCR) $15 million
    (for provision of temporary shelters; housing reconstruction and provision of non-food materials)
    (6) World Health Organization (WHO) $6 million
    (for communicable disease prevention and care, mainly for children in the affected areas)
    (7) United Nations Population Fund (UNFPA) $5.5 million
    (for emergency obstetric care; provision of medicine and medical equipment; distribution of health kits; establishment of temporary medical facilities, etc.)
    (8) United Nations Office of the Coordination of Humanitarian Affairs (UNOCHA) $5 million
    (for establishing assistance coordination and support offices and information centers; relief coordination activities)
    (9) Food and Agriculture Organization of the United Nations (FAO) $5 million
    (for emergency aid for the resumption of fishery and agriculture)
    (10) UN Volunteers (UNV) $5 million
    (for dispatch of experts in various fields for emergency humanitarian aid and rehabilitation and reconstruction process)
    (11) International Strategy for Disaster Reduction (ISDR) $4 million
    (for establishment of Tsunami Early Warning System in the Indian Ocean Region in cooperation with the UN Educational Scientific and Cultural Organization (UNESCO))
    (12) UN Human Settlements Programme (UN-HABITAT) $3 million
    (for reconstruction of living infrastructure like disaster-afflicted housing)
    (13) UN Development Fund for Women (UNIFEM) $1 million
    (for assistance for Women's Leadership and Livelihoods in relief and Reconstruction in tsunami-affected Communities)
    (14) International Federation of Red Cross and Red Crescent Societies (IFRC) $15 million
    (for distribution of emergency aid supplies and services; measures medical supplies and procedures, restoring family links, assistance to displaced families including children)
    (15) International Committee of the Red Cross (ICRC) $6 million
    (for distribution of aid supplies, measures against communicable disease, medicine, medical supplies and procedures, restoring family links)

  4. On January 19,Japan has already disbursed its bilateral grant aid as a part of its $500 million of grant money as immediate assistance.(Non Project Grant Aid, 14,600 million yen to Indonesia, 8 ,000 million yen to Sri Lanka, and 2,000 million yen to the Maldives.)
