Statement by the Press Secretary on the Submission of the Additional Names for "JAMA' AT AL-TAWHID WA' AL-JIHAD" to the Security Council Committee Established Persuant to Resolution 1267 (1999) concerning Al-Qaida and the Taliban and Associated Individuals and Entities

December 3, 2004

  1. The Government of Japan, joined by the United Kingdom and Germany, has submitted to the UN Security Council Committee Established Persuant to Resolution 1267 (1999) concerning Al-Qaida and the Taliban and Associated Individuals and Entities (hereinafter referred to as "the Committee") "The Organization Base of Jihad/Mesopotamia" and others as the additional names of "JAMA' AT AL-TAWHID WA' AL-JIHAD", led by Abu Musab Al-Zarqawi, for the inclusion on the consolidated list of the Committee. The inclusion was approved on December 2 (US local time). The Government of Japan considers that the approval demonstrates the determination of the international community, including Japan, to fight against terrorist organizations that continue to claim lives of innocent civilians.

  2. The submission of the additional names is the first case in which the Government of Japan has submitted information on terrorists to the Committee.

  3. "The Organization Base of Jihad/Mesopotamia" is the group that held Shosei Koda hostage on October 26 and killed him. With the inclusion of the additional names of the terrorist group on the consolidated list of the Committee, every Member State of the UN will be hereafter bound to freeze the group's assets.
