Emergency Humanitarian Relief Services by the Japan Platform (JPF) in Iraq

December 11, 2003

  1. The Japan Platform (JPF), an organization that provides emergency humanitarian relief services, decided on December 11 (Thu) to implement its third assistance for Iraq, in response to the need for emergency assistance inside Iraq, where the supply of basic essentials such as water, electricity and medicines remains inadequate although winter has begun.

    (1) "Assistance for emergency repair of hospitals and other facilities in the northern region of Iraq and for IDP to survive the winter" by Peace Winds Japan (PWJ)
    [about 220 million yen]

Intended for about 600,000 inhabitants in the governorates of Nineveh, Irbil, Dahuk, Diyala, Ta'mim and Sulaymaniyah, regions where projects are already under way, the PWJ will repair hospital wards and clinics, supply medical equipment and medicines, and repair water supply facilities. To help them endure the winter, PWJ will provide assistance for mobile clinics and distribute heaters, fuel, blankets and children's clothing.

    (2) "Assistance for emergency restoration of water and sanitary facilities of elementary schools in the city of Baghdad" by JEN (Japan Emergency NGOs)
    [about 80 million yen]

JEN will repair water closets, sewage systems and water pipes in the elementary schools (total number of pupils: nearly 10,000) in the city of Baghdad to enable children to study in hygienic conditions. JEN will also repair broken window frames and electric wiring to protect children from accidents.
  2. In implementing these projects, however, Japanese staff members will not enter the aforementioned regions for the time being, taking into account the security situation in the country, but will implement them through providing guidance from outside Iraq to local staff members.
