Statement by the Press Secretary /Director-General for Press and Public Relations, Ministry of Foreign Affairs, on the Adoption of the Comprehensive Nuclear-Test-Ban Treaty (CTBT) Resolution at the First Committee of the UN General Assembly

  1. The Government of Japan welcomes the adoption at the First Committee of the UN General Assembly on November 8 (New York local time) of the Comprehensive Nuclear-Test-Ban Treaty (CTBT) resolution proposed by Japan, Australia, Mexico, and other countries. It was adopted with the support of an overwhelming majority including the U.S.A., China, and Russia, which have not yet ratified the Treaty. The resolution welcomes the Final Declaration at the Conference on Facilitating the Entry into Force of the CTBT held in Vienna in October, and encourages the countries which have not yet ratified the Treaty to do so.

  2. Japan, which chaired the Conference on Facilitating the Entry into Force of the CTBT in October, would like to engage in active diplomacy with a view to maintaining and further developing the international momentum. In order to encourage the ratifications by the non-ratifiers of the CTBT, Japan intends to strengthen its overall diplomatic efforts through dispatching missions and providing Official Development Assistance such as assistance for the countries which require know-how in verification technology.
