Japan-Cabo Verde Relations
Meeting between Foreign Minister HAYASHI and H.E. Dr. Rui Alberto de Figueiredo SOARES, Minister for Foreign Affairs, Cooperation and Regional Integration of the Republic of Cabo Verde

On January 12, commencing at 9:25 a.m. (local time; January 13, 11:25 p.m. JST) for approximately 15 minutes, H.E. Mr. HAYASHI Yoshimasa, Minister for Foreign Affairs of Japan, who is currently visiting New York, U.S. to participate in the Open Debate of the UN Security Council (UNSC), held a meeting with H.E. Dr. Rui Alberto de Figueiredo SOARES, Minister for Foreign Affairs, Cooperation and Regional Integration of the Republic of Cabo Verde, who attended the debate. The overview is as follows.
- At the outset, Minister Hayashi expressed his appreciation for Minister Soares's participation in this meeting and stated that he commended Cabo Verde's strong commitment to the rule of law. Minister Hayashi also stated that, while Russia’s aggression against Ukraine is shaking the very foundation of the international order, Japan will proactively contribute to enabling the UNSC to fulfill its responsibilities through close communication with other countries. In response, Minister Soares stated that the rule of law is important for small states and expressed his appreciation for Japan's holding an open debate.
- Regarding to strengthening the UN including the UNSC reform, Minister Hayashi expressed his expectation to increase momentum for UNSC reform together and to launch text-based negotiations. Minister Hayashi emphasized that he would vigorously promote the strengthening of the international order based on the rule of law. Both Ministers confirmed that they would further strengthen cooperation.
- Minister Soares expressed his appreciation for Japan's cooperation in various fields such as fisheries and food security, noting the long history of cooperation between the two countries. In response to this, Minister Hayashi expressed his incentive to support Cabo Verde's development efforts in areas including promotion of the fisheries and introduction of renewable energy and to deepen bilateral relations.
