FEALAC (Forum for East Asia-Latin America Cooperation)
About FEALAC
Established in 1999, this forum aims to strengthen exchange and cooperation between East Asia and Latin America. Specifically, it seeks to:
- Promoting mutual understanding, political dialogue, and friendly cooperative relations among member countries
- Expanding exchange and cooperation in a wide range of fields (economy, trade and investment, finance, science and technology, environmental protection, culture, sports, tourism, and people-to-people exchange)
- Fostering a shared understanding and promoting cooperation on important international political and economic issues
Meetings
(1) Foreign Ministers' Meeting (FMM)
A total of 10 Foreign Ministers' Meetings have been held to date.
- March 2001: First Foreign Ministers' Meeting (held in Chile) approved the “Framework Document.”
- January 2004: Second Foreign Ministers' Meeting (held in the Philippines) approved the “Plan of Action.”
- August 2007: Third Foreign Ministers' Meeting (held in Brazil) adopted the “Brasilia Declaration.”
- January 2010: 4th Foreign Ministers' Meeting (held in Tokyo) adopted the “Tokyo Declaration.”

- August 2011: 5th Foreign Ministers' Meeting (held in Argentina) adopted the “Buenos Aires Declaration.”

- June 2013: 6th Foreign Ministers' Meeting (held in Indonesia) adopted the “Uluwatu Declaration.”
- August 2015: 7th Foreign Ministers' Meeting (held in Costa Rica) adopted the “San José Declaration.”
- August 2017: 8th Foreign Ministers' Meeting (held in South Korea) adopted the “Busan Declaration and approved the “New Action Plan.”
- November 2019: 9th Foreign Ministers' Meeting (held in the Dominican Republic) adopted the “Santo Domingo Declaration.”
- August 2025:10th Foreign Ministers' Meeting (held in Mongolia) adopted the “Ulaanbaatar Declaration.”
(Note) Currently, Mongolia and the Dominican Republic are serving as regional coordinators.
(2) Senior Officials' Meeting (SOM)
A total of 24 Senior Officials' Meetings have been held to date.
(3) Working Groups (WG)
At the 1st Foreign Ministers' Meeting, three Working Groups (WG) were established to discuss specific projects in line with the objectives of FEALAC.
At the 6th Foreign Ministers' Meeting, the working groups were reorganized, and currently, the following four working groups are active: (a) Working Group on Social and Political Cooperation, Sustainable Development, and Climate Change; (b) Working Group on Trade, Investment, Tourism, and Small and Medium-sized Enterprises; (c) Working Group on Culture, Youth, Gender, and Sports; and (d) Working Group on Science and Technology, Innovation, and Education. Japan has been co-chairing the Working Group on Science and Technology, Innovation, and Education since 2014.
Japan’s engagement
- In January 2010, Japan hosted the 4th FEALAC Foreign Ministers' Meeting and adopted the “Tokyo Declaration.”
- Since 2014, Japan has served as co-chair of the Working Group on Science, Technology, Innovation, and Education.
- With the aim of deepening understanding of common challenges facing Asia and Latin America and strengthening relations among FEALAC member countries, Japan has been inviting young leaders from FEALAC member countries almost every year since 2001, shortly after FEALAC was established.
