The South Pacific Economic Exchange Support Centre, known as the Pacific Islands Centre (PIC), is located in Tokyo, Japan. PIC is an international organization established in 1996 to promote trade, investment and tourism between Japan and the Forum Island Countries (FICs) of the Pacific Islands Forum through mutual agreement by the Government of Japan and the Pacific Islands Forum Secretariat. PIC is responsible for the development and enhancement of cooperation between Japan and FICs through a range of trade-related initiatives including export promotion, market intelligence, trade development, tourism and investment promotion.

PIC is an independent entity managed by a Governing Board which is made up of representatives of the Government of Japan and PIF Secretariat, and is also active in developing industries and businesses in FICs through trade and investment promotion as part of the broader Pacific Islands Trade and Invest network in cooperation with the Pacific Island Forum’s trade offices in Australia, China, New Zealand and Switzerland.

The Governing Board is seeking a suitably qualified and experienced person as Director of PIC, to be based in Tokyo, Japan. The Director will be accountable to the Governing Board and will be the point of contact to the public in providing cost efficient, client driven services and market support in Japan and for the 14 FICs. The position is open to both FIC and Japanese nationals.

  1. Duties and Responsibilities
    The Director will:
    1. a) manage PIC as its chief executive and be responsible to the Governing Board. This includes the cost-effective management of the finances of PIC and the demonstration of outcomes;
    2. b) execute the annual work programme and the annual budget and implement decisions of the Governing Board;
    3. c) represent PIC as its Director;
    4. d) Provide six-monthly performance reports to the Governing Board;
    5. e) in accordance with PIC’s financial regulations:
      1. i. Prepare the draft annual work programme, the annual budget estimates and the annual report, and present them for approval to the annual meeting of the Governing Board;
      2. ii. Prepare the monthly accounts for submission to the Governing Board; and
      3. iii. Arrange an annual audit of the accounts using an independent auditor, the result of which will be reported to the Governing Board.
  2. Duration of term
    The successful applicant will be appointed as the Director of PIC for three years.
  3. Remuneration
    An appropriate annual salary depending on applicant’s professional career will be offered and is subject to Japanese taxation laws but is inclusive of family allowance, transportation expenses, etc. Japanese social security benefits will be provided.   4. Qualifications
    The successful applicant will need to possess an appropriate qualification or experience with extensive knowledge of the Japanese market for FICs products, possible Japanese sources of investment into the FICs, tourism, the government system of Japan and Japanese business practices, and knowledge of Forum Island Country business practices. Knowledge or experience in business practices of both Japan and the FICs would be ideal. Proficiency in Japanese and English is also required.

    Applications must include the following:
    1. a) Resume in English with a photo that includes:
      1. i. Educational background
      2. ii.Professional experience
      3. iii.A short essay on the reason for the application (the motivation for Director, the aspiration for management of the Centre, etc.)
    2. b) A copy of Diploma at the graduate or postgraduate level
    3. c) A copy of family register or passport
    4. d) For Japanese nationals, a copy of certificate of English proficiency (if any). For FIC nationals, a copy of a certificate of Japanese proficiency (if any).
    Note 1: Applicants may bring documents b) - c) on the day of face-to-face interviews if they are not ready by the application deadline, provided that it is stated expressly on submission of applications.

  7. Selection process
    A selection panel will shortlist candidates by evaluation of submitted documents, and if necessary, by telephone interview. Successful candidates will be invited to attend a face-to-face interview by the selection panel in Tokyo for the final screening.
  8. Remarks
    1. a) The following persons may not apply for this position.
      1. i. Adult ward, person under curatorship;
      2. ii. Person who is under execution or stay of execution after sentenced to penalty more than imprisonment.
    2. b) The successful applicant is required to resign from their current job in principle before appointment, unless currently unemployed. Suspension of the job is not acceptable.
