Attendance of State Minister for Foreign Affairs FUJII to the Summit on the Future of Energy Security (Outcome)

From 23 to 25 April, Mr. FUJII Hisayuki, State Minister for Foreign Affairs, visited the United Kingdom (London) to attend the Summit on the Future of Energy Security co-hosted by the International Energy Agency (IEA) and the United Kingdom.

1. Overview of the Future Energy Security Summit

  1. This summit was co-chaired by Dr. Fatih Birol, IEA Executive Director, and The Rt Hon Ed Miliband MP, Secretary of State for Energy Security and Net Zero of United Kingdom, with keynote speeches by The Rt Hon Sir Keir Starmer MP, Prime Minister of United Kingdom, and H.E. Ms. Ursula von der Leyen, President of the European Commission. In addition, ministerial-level representatives from IEA member countries, heads of relevant international organizations, and senior executives from leading energy companies participated.
  2. Held from April 24 to 25, the summit identified traditional risks in energy security, as well as emerging risks and opportunities associated with energy transition, and discussed approaches to addressing these challenges. Lively discussions were held on promoting international cooperation, including public and private sectors, towards energy security today and in the future.
  3. During the Breakout Session on the 24th, State Minister Fujii highlighted the necessity of leveraging diverse energy sources and technologies tailored to each country’s specific circumstances to ensure both affordability and stability in energy supply. He stressed the importance of reinforcing and diversifying supply chains for critical minerals, advocating for the development of new sources, the promotion of sustainable resource projects, and the establishment of stable supply mechanisms. Furthermore, at the Ministerial Plenary Session on the 25th, State Minister Fujii stressed the importance of taking a broad perspective on the complex and evolving energy security landscape, pointing out that diversification, attention to geopolitical risks, and preparedness for emergencies remain crucial. He affirmed that Japan would continue to collaborate with various actors to bolster global energy security.

2. Meetings with Ministers and the Executive Director of IEA

  • (1) On the same day, State Minister Fujii held discussion with H.E. Mr. German Galushchenko, Minister of Energy of Ukraine, confirming the importance of supporting Ukraine, including in the energy sector, in cooperation with the international community.

  • (2) On the same day, State Minister Fujii engaged in talks with H.E. Ms. Urszula Sara Zielińska, Deputy Minister of the Climate and Environment of the Republic of Poland, confirming their continued cooperation in supporting Ukraine and ensuring energy security.

  • (3) On the same day, State Minister Fujii also talked with Dr. Fatih Birol, Executive Director of IEA, exchanging insights on the summit’s meaning and the role of the IEA in energy security, while affirming continued close cooperation between Japan and IEA.

  • (4) On the 25th, State Minister Fujii met with H.E. Mr. Birame Soulèye Diop, Minister of Energy, Petroleum, and Mines of Senegal, to confirm strengthening of bilateral relations including in the energy sector as well as cooperation in the international arena, especially in anticipation of TICAD 9 to be held in Yokohama this August.
