Counter-terrorism capacity building assistance is of vital importance in the global fight against terrorism. Japan has carried out counter-terrorism capacity building assistances, mainly to Asia-Pacific countries, including acceptance of trainees, dispatch of experts, provision of relevant equipment and other forms of cooperation, particularly in the following areas. Japan also established a new scheme of Grant Aid for Cooperation on Counter-Terrorism and Security Enhancement last year.

  • (2) Contribution to the Cooperation Fund for Regional Trade and Financial Security Initiative of ADB (Japan has contributed 1 million dollar.)
  • (3) Technical Assistance to AML/CFT projects financed by JSA (Administered Account for Selected Fund Activities-Japan) in IMF

8. Counter-CBRN Terrorism

  • (1) Japan co-sponsored the seminar/workshop on Prevention and Crisis Management of Chemical/Biological Terrorism with SEARCCT (Southeast Asia Regional Centre for Counter-Terrorism) in Malaysia in 2004, 2005 and 2007. Hosted the seminar in 2006

9. Counter-Terrorism International Conventions and Protocols

  • (1) Seminar to encourage accession to counter-terrorism related international conventions
  • (2) Seminar on "Strengthening the Legal Regime for Combating Terrorism" by UNAFEI (United Nations Asia and Far East institute for the Prevention of Crime and the Treatment of Offenders)
  • (3) Financial Contribution to the Terrorism Prevention Branch of the United Nations Office on Drugs and Crime (UNODC), used for strengthening the legal framework of Indonesia for counter-terrorism.
