Anti-Drug Conferences, Tokyo 2000
Communique

We, the participants in the four anti-drug conferences, namely "Conference on Amphetamine-Type Stimulants in East and South-East Asia", "The Fifth Asia-Pacific Operational Drug Enforcement Conference", "Asia Training Seminar on Maritime Drug Law Enforcement" and "Regional Seminar on Intelligence Collection and Analysis against Illicit Drug Trafficking", which were held in Tokyo in January 2000,
Noting with concern that illicit drug problem is a grave threat to the health, well-being and human security of all mankind, the stability of nations, the structure of all societies, and the dignity and hope of millions of people and their families,
Seriously concerned about the rapid increase in illicit manufacture, trafficking and abuse of synthetic drugs, Amphetamine-Type Stimulants in particular, as well as the diversion of precursors of synthetic drugs in Asia-Pacific region,
Apprehending that Amphetamine-Type Stimulants may become the major drug problem in Asia-Pacific region in the twenty-first century,
Recognizing that the Twentieth Special Session of the United Nations General Assembly on World Drug Problem held in New York in 1998 is a significant step against the world drug problem, and its Political Declaration and six basic documents adopted at the Special Session are useful guidelines for coping effectively with problems related to illicit drug,
Recognizing the need for a balanced approach to the problem of illicit drug, which includes suppression on illicit manufacture and trafficking of drugs, and reduction in demand for drugs,
Taking note of the importance of active implementation of the conclusions of the Twentieth Special Session of the United Nations General Assembly in 1998, and appreciating all efforts in Asia-Pacific region to implement the conclusions of the Special Session, including the Asian Drug Law Enforcement Conference, Tokyo 1999, and the Meeting of Heads of National Drug Law Enforcement Agencies in Asia and the Pacific;
- Reaffirm our indomitable intention to take specific countermeasures against the drug problem, namely regulation of drugs and their precursors, curtailment of demand for drugs as well as law enforcement,
- Take all possible measures to make use of the outcomes of the Conferences and Seminars in our tasks against the drug problem, monitoring the prevalence and treatment of drug dependence, encouraging social activities in the development and delivery of relevant demand reduction programmes, exchanging information on countermeasures against organized crime and illicit drug trafficking, and exchanging good practice in maritime drug control,
- Promote international, regional and domestic cooperation among related agencies in exchanging information on illicit drug trafficking and sharing the experiences on prevention of drug abuse to enhance the efficiency and effectiveness of the control of Amphetamine-Type Stimulants and the related enforcement activities in Asia-Pacific region,
- Make all possible efforts to achieve the aims of the on-going projects against the drug problem in Asia-Pacific region,
- Request the United Nations International Drug Control Programme, World Health Organization, Interpol, World Customs Organization and other international and regional organizations to continue to support regional cooperation in Asia-Pacific region on drug issues with feasible and effective plans,
- Call upon all fora which deal with drug related issues to continue to give due consideration to the drug problem and contribute effectively to its solution.
