"Fossil of the Day" Award Winner at COP 13 in Bali

Q: Japan was a recipient of the "Fossil of the Day" Award at COP13 in Bali. What is Japan's position on this?

A: Japan is of the view that a post-2012 framework should move beyond the Kyoto Protocol. This, however, does not mean that Japan is abandoning the Kyoto Protocol as some have claimed. Putting aside such claims that are designed to grab headlines, what happened in Bali was as follows.

  • a) Parties agreed to launch a process of a negotiation for a post-2012 framework, excluding no party, let alone major emitters, whether developed or developing. This was an exactly outcome at Bali.
  • b) This result at Bali essentially reflects what the Government of Japan had brought to the discussion from the outset. As it happens, next year Japan will be hosting a major international conference on African development (TICAD IV) as well as the G8 summit. We are determined to help keep the Bali process going.
