PART I. LEGAL CONTEXT

　 The legal context within which programme assistance of the United Nations Development Programme (hereinafter referred to as "UNDP") would be provided to the Statistical Institute for Asia and the Pacific (hereinafter referred to as "the Institute") for the period January 1987 to September 1990 is established by the following: the Agreement between the Government of Japan and the United Nations Development Programme concerning Assistance for the Establishment and Operation of Asian Statistical Institute (hereinafter referred to as "the Agreement") signed in New York on 9 September 1969; the Agreement entered into between other participating governments and UNDP concerning assistance from UNDP; and the present Project Document for the period January 1987 to September 1990 entered into between UNDP, the United Nations Economic and Social Commission for Asia and the Pacific (hereinafter referred to as "ESCAP") as Executing Agency, the Government of Japan, Host Country of the Institute, and other contributing Governments.

　 The Institute is a project entity brought into existence pursuant to PART I, paragraph 2 of the 1 May 1970 Plan of Operation between UNDP, the United Nations (ESCAP) as Executing Agency, the Government of Japan, Host Country of the Institute, and other participating Governments. The present Project Document shall be regarded as the Plan of Operation provided for in the Agreement and in such agreements as the Governments presently participating have entered into with UNDP concerning assistance from UNDP.

PART II. THE PROJECT

A. Development objectives

　 Countries of the Asian and Pacific region are heavily dependent on the availability of a wide range of reliable and timely statistics for the purposes of economic and social development planning, and for the implementation, monitoring and evaluation of development programmes and projects.

　 The level of statistical development has improved markedly in some countries during the past 17 years, but the quality and quantity of available statistics varies widely between countries.

　 In this context, statistical development means: extension of statistical coverage both in range of subject matter and inclusion of rural and unorganized sectors; development and adoption of improved techniques and methodology; the upgrading of statistical services in terms of such attributes as relevance, accuracy, timeliness, integration, etc.; efficiency in organization and removal of infrastructural obstacles to development; and the effective storage, accessibility and use of statistics available.

　 To varying extents there continues to be a serious dearth of trained professional statisticians in the region and there are many serious problems relating to statistical standards and methodology which require solution. It is further the case that whilst national and international educational institutions usually provide highly academic, mathematically-based courses in statistics, the need to equip participants there for professional statistical work' in governmental and other statistical services, through practically-oriented training, still exists. These factors are impediments to development.

　 The regular training programmes of the Institute have made and will continue to make a substantial contribution to the supply of professional statisticians with practically-oriented background for government service. The purpose of statistical development programmes is to assist requesting countries in their effective use of trained personnel to achieve quantitative and qualitative improvement in their statistical services to meet increasing statistical requirements for new development strategies.

　 Against this background, the long-range objectives of the Institute are as follows:

(a) To meet the needs of trained statistical personnel in the countries of the ESCAP region for producing timely statistics of high quality and standards to serve as bases for assessing and formulating economic and social programmes and projects through the provision of training in applied statistics, research and data processing technology;

(b) To increase the pace of training statistical personnel in the ESCAP region by producing high quality training materials in print and in video for all levels of personnel in government statistical services;

(c) To extend assistance in the promotion of statistical training capabilities and/or in the strengthening of statistical training programmes at the national level;

(d) To develop a network of national training centres to build the capability of national statistical offices to conduct statistical research of theoretical and applied nature in order to enhance statistical development in the countries of the region;

(e) To upgrade the skills of statisticians to perform active roles in development planning and policy formulation;

(f) To provide a forum, through the issue of appropriate publications, for the wider dissemination and exchange of the researches and other experiences of countries in the field applied statistics;

(g) To participate, in collaboration with the Statistics Division of ESCAP and other relevant bodies, with requesting countries in statistical development programmes; and

(h) To collaborate with national and international agencies and centres, institutions and bodies on projects of mutual interest.

B. Immediate Objectives

　 Within these overall objectives, the immediate objectives of the Institute are as follows:

(a) To produce audio-visual training materials, as well as print statistical training materials for supplementing training materials at the national level and disseminating them in the region to increase the impact of the Institute's training programmes;

(b) To assist the countries of the ESCAP region in strengthening their statistical training capability or building up this capability in countries where there are none through the provision of advisory and follow-up services in statistical training;

(c) To conduct continuous research to improve the content of the general statistics course by incorporating emerging issues in statistical development;

(d) To collaborate with other international bodies on implementing programmes of statistical development, training and research　in the ESCAP region;

(e) To evaluate new developments in statistical training for adaptation in the Institute's training programmes; and

(f) To maintain regular publication on statistical training and activities to improve statistical training consciousness in the region.

　 The Institute will seek to realize these immediate objectives through a programme of inter-related regional, specific country focussed and supportive activities. Broadly speaking, the programme will encompass the following:

I. Regional Activities

(i) Statistical training courses with practical orientation, for statisticians in government service, the structure and content of which will be determined, from time to time, in accordance with the needs of the countries of the region;

(ii) Specialized automatic data processing courses for national statistical officers to promote the timely and reliable production of statistics;

(iii) Specialized microcomputer-based data processing training courses for national statistical officers to meet the so owing demand for such courses principally from the developing countries and island countries of the region;

(iv) Advanced seminars, workshops and courses for senior statisticians and users of statistics on specific subjects of topical concern; and

(v) Collaborative seminars and workshops with ESCAP, United Nations Statistical office and other appropriate organizations.

II. Specific Country Focussed

(i) Design of and participation in statistical development programmes undertaken at the request of countries of the region;

(ii) Country (or, where appropriate, sub-regional) courses, seminars and workshops in specific subject or methodological fields; and

(iii) The training of trainers for the improvement of national training capabilities.

III. Supportive Activities

(i) Continuing theoretical and applied research (including on-the-spot surveys) on issues of importance to the statistical development of countries of the region, including the provision of facilities for officials deputed by: the countries to carry out special studies of and applied nature;

(ii) Improving and strengthening outputs of future programmes by conducting evaluation surveys to asses the impact of the Institute's training activities; and

(iii) Developing and producing audio-visual training materials form selected courses offered at the Institute and disseminating them to requesting countries in order to provide opportunities for a far grater number of official statisticians than those benefitting from the Institute's training programmes; also supplementing the Institute's training materials with audio-visual materials to increase the effectiveness of training.

C. Special Considerations

　 In pursuing the immediate objectives, the Institute will also explore ways in which technical co-operation among developing countries (TCDC) can be encouraged, particularly through the exchange between countries of statistical development experiences, interchange of resource persons, provision of training facilities for non-nationals and joint research programmes with special emphasis on statistical requirements emerging from the new development strategies of the 1980s.

D. Background and Justification

　 The three five-year phases of the project as started in 1970 had been completed with substantive achievements. However, although there had been a notable improvement in the quantity and quality of statistical services in the region, there still remained a substantial need for the training of statistical personnel and other assistance in the development of statistical services. In recognition of this situation, ESCAP adopted resolution 191 (XXXV) at its thirty-fifth session, which decided that the Institute should continue to operate as a separate regional institution, paying due regard to the special nature of its functions.

　 The continuation of the activities of the Institute into its Fourth phase in justified by the widespread opinion of official statisticians in the region that the practically-oriented training offered by the Institute had been filling a gap in training facilities not available elsewhere;　by the ESCAP Commission which strongly supported the value of the work of the Institute and its continuation into a forth phase; by the continuing heavy demand for country courses and other programmes and the number of nominations for course fellowships; and by the views of major statistical users who support the continuing need for qualitative and quantitative development of national statistical services in the region.

　 In view of the above-mentioned points, the Fourth phase of the Institute started on 1 October 1985 on the basis of preparatory assistance phases,

E. Outputs

　 Expected outputs of the project are estimated as follows:

(a) Group training course in general statistics for statisticians in government service: 180 man-months annually;

(b) Group training course in automatic data processing: 30 man-months annually;

(c) Training course in microcomputer-based data processing: 20 man-months annually;

(d) Specialized seminars, workshops and courses for senior statisticians: 20 man-moths annually;

(e) country courses in specialized fields in requesting countries: 80 man-months annually;

(f) Statistical development programmes, for the developing countries, with programme support from UNDP or other donors. The number, nature and duration of programmes would be developed, subject to availability of resources;

(g) Applied research and the publication of research findings;

(h) Production and dissemination of training materials; and assistance with the development of national training Capabilities through the training of trainers;

(i) Publication of the results of research and evaluation on the results of training programmes; and

(j) Joint courses, workshops and seminars with other institutions.

F. Activities

　 The following represents the likely work programme of the Institute. The details of the activities will be formulated in such manner that they constitute a response to the actual current needs articulated by the countries and the Advisory Council of the Institute.

(i) Group Training Course in General Statistics

Duration 6 months annually

　 A group training course in general statistics will be organized in Tokyo annually for statisticians in government service.

　 The structure and content of the course are subject to change over time. However, the subject fields in which training will be imparted will be drawn from:

(a) Agricultural Statistics;

(b) Demographic and Social Statistics;

(c) National Accounting Statistics;

(d) Economic Statistics;

(e) Statistical Methods and Sampling; and

(f) Statistical Operations

　 Where necessary, introductory courses on basic mathematics will be given for participants who lack the necessary background in this area. Lectures may also be arranged on automatic data processing, statistical. organizations, administration and on other statistical areas.

(ii) Group Training Course in Automatic Data Processing

　 A group training course in automatic data processing will be organized in Tokyo annually for a period of three moths.

(iii) Training Course in Micro-computer-based Data Processing

Location Tokyo

Duration 2moths annually

　 A training course in microcomputer-based data processing will be organized in Tokyo annually for a period of two months.

(iv) Advanced Seminars, Workshops and Courses 

Location Flexible

Duration 2 to 3 weeks timing flexible

　 Intensive two-to-tree-week seminars, workshops and courses will be held for senior statisticians in specialized subjects.

　 Specific topics will be selected in consultation with the Institute's Advisory Council and ESCAP's Committee on Statistics.

(v) Country or Sub-regional Courses, Workshops and Seminars

　 These courses will be held in requesting countries for a duration of three to four weeks on specific topics from applied statistical fields or automatic data processing. In organizing these courses/seminars/workshops, the Institute will give preference to statistically least developed countries.

(vi) Statistical Development Programmes

　 Statistical development programmes with programmes support from UNDP of other donors and in collaboration with the Statistics Division of ESCAP where appropriate. The number, nature and duration of programmes have yet to be determined and are subject to donor approval.

(vii) Theoretical and Applied Research

　 The Institute will undertake theoretical and applied research (including on-the-spot surveys)of importance to the statistical development of countries in the region. Also the Institute will provide facilities for officials deputed by the various countries to carry out special studies

(viii) Training of Trainers

　 The Institute will assist countries desiring to establish or strengthen their own statistical training capabilities through the training of trainers with special courses in training techniques and methods, advice on curricula, preparation of appropriate course materials and manuals including transportable packages and delivery of courses.

(ix) Development and Dissemination of Training Materials

　 Lecture notes, workshop materials and audio-visual training materials suitable for counties will be developed for use in the training of statisticians in the member countries and will be supplied to the countries requiring them. Also research findings of interest for practical application and theoretical advancement will be produced and disseminated.

(x) Programme for Evaluating Training Results

　 Improving and strengthening the outputs of training by carrying out on-the-spot surveys to identify the needs of institutions dispatching trainees, to keep track of participants of past training programmes, and to work out measures to ensure co-operation with institutions dispatching trainees, and by evaluating, publishing and disseminating the results in each country of the training activities thus far carried out by the Institute. The investigation committee for the on-the-spot surveys shall consist of one official designated by the project Manager/Director for each of the following positions:

(a) International official below the Project Manager/Director;

(b) Official of the host country;

(c) Representative of the government of the participating country (including member of the Advisory Council); and

(d) Official of ESCAP's secretariat.

(xi) Joint Seminars and Workshops

　 The Institute will co-operate with the Statistics Division and other appropriate substantive divisions of ESCAP, United Nations Statistical Office, Specialized Agencies and other organizations in conducting joint seminars and workshops on topics of interest within the general framework of the Institute's activities.

G. Inputs

(a) Host government inputs (in kind)

　 In conformity with Articles III and IV of the Agreement, the Government of Japan shall, on the basis of its relevant and applicable laws and regulations and in-accordance with its budgetary appropriations, provide office space, equipment, facilities and services of local project personnel, as specified in this project document, required to fulfil the work programme of the Institute. Budgetary provision - in kind as well as in cash - for the Government's participation is set forth in Annexes 3 and 4. The Cooperating Agency of the Government of Japan (hereinafter referred to as "the Co-operating Agency") which will be responsible for supplying the personnel, equipment and facilities provided to the project as the Government's contribution in kind shall be the Management and Coordination Agency.

　 The personnel, equipment and facilities provided to the project as the contributions in kind of the Government of Japan shall be available for use in all the activities and programmes of the Institute. All personnel and facilities made available to the project shall be used for the purposes specified in the Agreement and in this Project Document, in accordance with the needs of the project as made known by the Project Manager/Director.

　 The estimated cost of items included in the contributions in kind of the Government of Japan as detailed in Annex 4, shall be based on the best information available at the time of drafting this project proposal. It is understood that price fluctuations during the period of execution of the Project may necessitate an adjustment of said contributions in monetary terms: the latter shall at all times be determined by the value of services, equipment and facilities required for the proper execution of the project.

　 Within the given number of man-months of personnel services described in Annex 1, adjustments of individual assignments of project personnel provided by the Government of Japan may be made jointly by the Co-operating Agency and the Project Manager/Director if this is found to be in the best interests of the project.

　 The Government of Japan shall defray brokers' fees and other charges related to the clearance of project equipment.

　 In summary, the Government of Japan undertakes to make available the staff, buildings, supplies and equipment as set forth below and further elaborated in Annex 4.

Staff

　 The national staff will consist of one Project Co-Manager/Deputy Director (Administration), one Administrative Co-ordinator, one General Affairs Officer, one Assistant Administrative Co-ordinator, one Assistant General Affairs Officer, one Librarian and seven Administrative Support Personnel for clerical work, typing and other operational work, in the implementation of Articles III and IV of the Agreement. They will perform their duties in the Institute under the direction of the Project Co-Manager/Deputy Director (Administration).

　 The assignment, location, starting date and duration of each professional post are described in Annex 1.

(b) Participating governments inputs (in cash)

　 The countries participating in the project, including the host country, shall make contributions in cash which are to be utilized for meeting the various expenditures related to the training and institutional costs of the Institute. These contributions will be used for the recruitment of experts, administrative personnel, and resource persons, travel, equipment, miscellaneous expenditure, fellowships for the training course in microcomputer-based data processing, expenditure for applied research, the programme for evaluating training results, meetings of the Advisory Council and administrative overhead costs.

　 The services and facilities which are to be provided to the project by the Governments by means of a contribution in cash are set forth in greater detail in the Financial Plan (Annex 3). Payment of the contribution in cash shall be made in convertible currency as a contribution to the Institute through ESCAP in accordance with the schedule of payments agreed with the Government concerned.

　 Requesting countries will, unless otherwise agreed to by UNDP ,meet internal cost of participation by their nationals in the programmes, including accommodation; travel and per diem for internal travel; locally provided support services, etc.

(c) Executing Agency inputs

　 The Executing Agency shall consult with UNDP and the Advisory Council on the candidature of the Project Manager/Director, who, under the direction of the Executing Agency, will be responsible in the host country for the executing Agency's participation in the project. The Project Manager/Director shall supervise the experts and other personnel assigned to the project. He shall be responsible for the safe custody, installation and maintenance, insurance and replacement, if necessary, of all equipment provided to the project from the UNDP funds.

　 On the recommendation of the Project Manager/Director, the Executing Agency shall assign international staff and other personnel to the project. The Project Manager/Director under the general guidance of the Institute's Advisory Council, shall administer and direct the work programme financed by UNDP, the governments and other sources.

(d) UNDP inputs

　 UNDP will only provide programme support for programmes of statistical development undertaken by the Institute at the request of a number of countries of the ESCAP region provided that the programmes have clearly-defined objectives (the achievements of which are preferably measurable or demonstrable), are time- bound and will result in the achievements of statistical development in the requesting countries.

　 Fellowships provided by UNDP, the governments and other sources shall be administered in accordance with the fellowships regulations of the Executing Agency.

　 UNDP will meet other costs incurred as a direct result of conducting the programme such as remuneration of consultants; travel and per diem of consultants, staff of the Institute, if necessary; printing, translation, equipment, support services, etc.

　 It is expected that statistical development programmes will be multi-activity programmes involving such activities as development and translation of course materials; presentation of courses; consultation and assistance with implementation; review and evaluation. Priority will be given to programmes with a high research and training element. Where programmes include activities more appropriately undertaken, for example, by regional advisers of ESCAP, such advisers will be requested to participate at the design and/or implementation stages. Priority will also be given to less developed and island developing countries.

　 All materials, equipment and supplies which are purchased from the UNDP resources will be used exclusively for the execution of the project, and will remain the property of UNDP in whose name it will be held by the Executing Agency. Equipment supplied by UNDP shall be marked with the insignia of UNDP and of the Executing Agency.

　 Arrangements may be made, if necessary, for a temporary transfer of custody of equipment to local authorities during the lifetime of the project, without prejudice to the final transfer.

　 Prior to completion of the UNDP support to the project, the governments, UNDP and the Executing Agency shall consult as to the disposition of all project equipment provided by UNDP. Title to such equipment shall normally be transferred to the Institute, or to an entity nominated by the governments, when it is required for continued operation of the project or for activities following directly therefrom. UNDP may, however, at its discretion, retain title to part or all of such equipment.

(e) Contributions by international organizations, developed countries and other donors

　 International organizations, developed countries and other donors will be encouraged to supply expert staff and resource persons on a non-reimbursable basis; fellowship funds for Advanced Seminars and Workshops; and funds for technical literature, etc.

(f) Training provisions for the group training courses in General Statistics and in Automatic Data Processing

　 The Government of Japan will, on the basis of its relevant and applicable laws and regulations and in accordance with its annual budgetary appropriations, accept in collaboration with the Institute, the following number of participants from the developing countries for the group training courses in general statistics and in automatic data processing annually as part of the technical co-operation programme by the Japan International Co-operation Agency (JICA), the executing agency of the technical co-operation by the Government of Japan.

　 -six-months' group training course in general statistics: thirty participants; and

　 -three-moths' group training course in automatic data processing: ten participants (as for the cost, see Annex 5)

H. Preparation of the Work Programme

　 The work Programme is described in B - Immediate Objectives, E - Outputs and F - Activities above.

　 Particulars of the work Programme, such as the content, structure, timing and duration of activities, will be determined on a continuing basis by the Project Manager/Director and the professional staff of the Institute in consultation with the countries of the region and the Advisor Council.

I. Framework for Effective Participation of National and International Staff in the Project

　 The activities necessary to produce the indicated outputs and achieve the project's immediate objective will be carried out jointly by national and international staff assigned. The respective roles of national and international staff are already well established in practice and clearly described in this document. They are in accordance with the established concept and specific purposes of technical co-operation.

J. Development Support Communication

　 The Institute will maintain continuing contact with national statistical offices throughout the region through meetings of the ESCAP Committee on Statistics and correspondence and visits to the countries by the Project Manager/Director and staff of the Institute during the conduct of the Institute's programme. A regular newsletter will continued to be published.

　 Through these channels, the Institute will also maintain and develop co-operative relationships with relevant national training, research and development bodies.

K. Institutional Framework

　 As noted in Part I, second paragraph of this Project Document, the Institute is a project entity brought into existence pursuant to PART I, paragraph 2 of the 1 May 1970 Plan of Operation between UNDP, the United Nations (ESCAP) as Executing Agency, the Government of Japan, Host Country of the Institute, and other participating governments.

　 Through the Co-operating Agency, the Government of Japan will provide physical facilities (including use of computer facilities) and support staff.

　 The Institute of Developing Economies which is housed in the same building will make available its library and other facilities for the use of the Institute in accordance with the arrangement between the Co-operating Agency and the Institute of Developing Economies.

　 The Institute is located in the Economic Co-operation Centre Building Annex, 42 Honmura-cho, Ichigaya, Shinjuku-ku, Tokyo, Japan. This is an office building in which the Institute occupies two floors.

　 The roles of the Institute's staff members are described in Annexes 1 and 2. The Project Manager/Director is responsible for the administration and direction of the Institute in accordance with this Project Document.

　 The Institute shall be guided by the Advisory council which is responsible for advising on the programme and working of the Institute. It shall be composed of the following members;

(i) A representative of the Host Government;

(ii) Four members of recognized professional standing from the member and associate member countries of the ESCAP region designated for the entire phase of the Project Document by the Executive Secretary of ESCAP;

(iii) The Chiefs of the Statistics and the Technical Co-operation Divisions of ESCAP as ex-officio members;

(iv) statistician of the South Pacific Commission as an ex-officio member; and

(v) The Project Manager/Director of the Institute as an ex-officio member and secretary of the advisory Council, participating in its deliberations without vote.

　 The Advisory Council will meet as and when necessary, during the period of the project, and shall be convened by the Executive Secretary of ESCAP. The Executive Secretary may invite representatives of the United Nations and the related specialized agencies to participate in a consultative capacity in dealing with matters of common concern.

L. Prior Obligations and Prerequisites: Arrangements under UN financial regulations for receipt and disbursement of funds provided by contributing governments

　 Pledges by the participating governments of adequate contributions in cash and in kind are prerequisites to the commencement or continuation of the project. Towards this and, arrangements will be made under UN financial rules and regulations for the establishment of a trust fund account for the receipt and disbursement of contributions made by the participating governments toward meeting the costs of the various activities of the Institute as described herein above.

M. Future UNDP Support

　 This will be determined in the region at the time of preparing Project Documents for future phases of the UNDP-financed intercountry projects, as per the decisions to be taken by the Meeting of Aid Coordinators of the countries in the ESCAP region.

PART III. SCHEDULE OF MONITORING, EVALUATION AND REPORTS

　 The Governments, UNDP and the Executing Agency may make joint decisions at any time during the normal course of project operations which affect the Work Programme and the Project Budgets and agree to modifications required in the Project Document, provided they are within the scope and intent of the project. However, periodic reviews will be carried out in accordance with the policies and procedures established by UNDP for monitoring implementation of the UNDP-financed programme.

　 All agreed modifications to the text shall be reflected in adjustments or amendments to this Project Document which shall be prepared by the Executing Agency.

　 At an agree time after the completion of the UNDP support to the project, the Governments and UNDP, and if necessary, the Executing Agency, shall review the activities continuing from or consequent upon the project with a view to evaluating its results.

　 Progress reports will be submitted to UNDP in accordance with UNDP policies and procedures.

　 This Project Document will enter into force after three governments (including the Government of Japan) have signed, as well as the Executing Agency and the United Nations Development Programme.

Annex 1

　Particulars of Expert Staff to be Provided in Kind by the Government of Japan

(a) Project Co-Manager/Deputy Director (Administration)

Annex 2

　Particulars of Expert Staff and Administrative Officer to be Funded from the Institute's Budget

　 As a matter of policy, the terms of office of the project Manager/Director and other professional-level staff appointed by the Executing Agency should not exceed five years. At the commencement of the Fourth Phase, therefore, no such staff shall have served in the Institute for more than five years. This might be also applied to other internationally-recruited staff.

(a) Project Manager/Director

Assignment Appointed by the Secretary-General of the United Nations on the recommendation of the Executive Secretary of ESCAP after the latter has consulted UNDP and the Advisory Council. The Project Manger/Director is responsible to the Executing Agency for the execution of the project activities and the administration of the Institute in accordance with the Project Document and the Policy direction of the Advisory Council. For the proper implementation of the project, the  Project Manager/Director directs the project activities including the work of the Faculty members and all other staff members assigned to the Institute. He shall be responsible for the safe custody, installation and maintenance, insurance and replacement, if necessary, of all equipment provided to the project from UNDP or government funds other than that provided in kind by the Government of Japan.

　 The project manager/Director is also responsible for communication with the host government and the competent authorities of the participating countries of the region as well as other regional or international organizations concerned for smooth and effective implementation of the project. He submits reports on the project activities to the Advisory Council of the Institute and the Executing Agency. He co-operates with the heads of other regional institutions in the promotion of training and research activities in the region. Time permitting, the Project Manager/Director participates in the training, research and advisory functions of the Institute. The Project Manager/Director represents the Institute or deputes a representative to participate in the international or regional meetings relevant to the activities of the Institute, as and when necessary.

　 The project Manager/Director is responsible for selecting the staff of the Institute and recommending them for appointment.

　 The project Manger/Director should have high academic qualifications in statistics and/or applied economics and considerable experience in statistical development and statistical operations and in the organization of training, research and advisory activities of government statistical offices in the ESCAP region.

(b) Deputy Director cum Lecturer

Assignment The Deputy Director assists the Project Manager/Director in all executive and administrative duties and takes charge of the Institute in the absence of the Project Manager/Director. He assists the Project Manager/Director inter alia in co-ordinating programmes and activities of the Institute.

　 The Deputy Director should have high academic qualifications and sound knowledge of applied economics or statistics; and long experience in either of these fields and in organizing and conducting training programmes.

(c) Statistician/Lecturer (five positions)

Assignment Under the direction of the Project Manager/Director, the duties will include imparting training in statistical training courses, automatic data processing training courses, training courses in microcomputer-based data processing, advanced seminars, workshops and courses, and country courses, preparation of training materials for these programmes, providing guidance to research fellows, supervising the study and work programmes of the fellows assigned to them, participating in symposia, conferences etc., on topics of interest to the Institute and carrying out research and advisory activities assigned within the purview of the functions of the Institute. They will also fulfil a nodal role in organizing, managing and supervising multiactivity statistical development programmes undertaken at the request of the countries, giving particular attention to the definition and achievement of objectives within the constraints of timing and budget approved.

　 The experts should have high academic qualifications in their fields of expertise with considerable teaching experience and practical statistical experience, preferably in the developing countries of the region.

　 The fields of expertise of the five posts to be founded from the regular budget may vary over time according to the nature of the Institute's activities and the fields of expertise of experts provided from extrabudgetary sources. However, they will be selected from the following:

(i) National Accounting Statistics;

(ii) Statistical Methods and Sampling;

(iii) Economic Statistics;

(iv) Agricultural Statistics;

(v) Demographic and Social Statistics;

(vi) Statistical Operations; and

(vii) Automatic Data Processing.

(d) Administrative Officer

Assignment The duties of the Administrative Officer are to supervise, under the direction of the Project Manager/Director, the work of the administrative support personnel appointed by the United nations, handle all the accounts and financial arrangements of the funds for payment of stipends to the fellows, salaries of professional and local staff, miscellaneous expenditure, medical claims, etc., welfare activities for fellows, supervise proper arrangements of facilities, documentation and other administrative affairs within the framework set forth in the present Project Document of the Institute.

　 He should play a major role in the budgeting of resources and in maintaining control of expenditures under the direction of the Project manager/Director.

　The Administrative Officer should have appropriate qualifications in Administrative or Social Sciences and experience in practical administrative management.

(a) Includes Project Manager/Director, Deputy Director and five Statistician/Lecturers.

(b) Includes Administrative officer, Secretary and Driver/Messenger.

(c) Amounts already approved for proposed programmes shown in Annex 6.

(d) Subject to approval of specific programmes.

(e) Represents the level of contribution to be sought from donor governments and agencies and other United Nations sources in order to meet the additional requirement to service budget shortfall.

Annex 6

　Statistical Development Programmes to be Undertaken with UNDP Programme. Support: 1 January 1987 - 30 September 1990 ★

A. Title: DEVELOPING NATIONAL TRAINING CAPABILITY

Participating Countries: All developing countries in the ESCAP region

Objective: As economic and social development continues to increase in pace in the ESCAP region during the next several decades, increasing demands from various users for information and data, especially by development planners will continue to grow unabated not only in number and in greater details but also in increasing comprehensiveness and complexity in scope and analysis.

　 The purpose of the Programme is to meet the needs of trained statistical personnel in the countries of the ESCAP region for producing timely statistics of high quality and standards to serve as bases for assessing and formulating economic and social programmes and projects through the provision of training in applied statistics, research and data processing technology. The Programme will endeavour to develop a network of national training centres to build the capability of national statistical offices to conduct statistical research of theoretical and applied nature in order to enhance statistical development in countries of the region.

　 The Programme shall include Developing Statistics on Household Economic Activities, which is an integration of programmes on:

(a) National Household Survey Capability Programme (NHSCP);

(b) Statistical Development in Least Developed Countries (LDCs);

(c) Development of Statistical Data Bases on Household Statistics; and

(d) International Comparison Project (ICP).

　 ★The Programme 3 are based on close consultation between UNDP, the Executing Agency and the Project Manager/ Director.

B. Title: TRAINING OF TRAINERS

Participating Countries: All developing countries in the ESCAP region

Objective: "Assistance to the Statistical Institute for Asia and the Pacific (Phase III)" approved in October 1984 identified this particular proposal as among those to be undertaken under UNDP Programme support to the Institute for 1985. Subsequently, during the Tripartite Review Meeting the original "Training of Trainers in Statistical Operations" implemented in 1982-1984 was recommended to be modified to "Training of Trainers" to enlarge the scope and coverage of the Programme activity.

　 The purpose of this Programme is to meet the needs of highly-trained statistical personnel in government services in the ESCAP region. The Programme will contribute towards maintaining high quality standards in statistics produced which serve as bases for assessing and formulating socioeconomic programmes and also increase the pace of statistical training in order to close the gap of lack of trainers especially among the less statistically developed countries.

C. Title: STATISTICAL SOFTWARE DEMONSTRATION CENTER

Requesting Countries: All countries in the ESCAP region

Objective: The Statistical software Demonstration Centre was set up at the Institute in 1982 to enable a country participant to study and evaluate in practice a specific package or a range of packages on their usability in their own situation in some particular application. This Programme has been widely sought and used by the countries of the region.　However, there is a growing need of an expanded Programme of software demonstrations, particularly in the area of software packages for microcomputers as statisticians now are increasingly using them as major tools in data analysis and other statistical application.

　 The purpose of this Programme is to ensure the fullest possible use of data processing facilities in statistical organizations and to equip these organizations with the capacity and capability to produce timely data for national and regional development plans.
