書簡をもつて啓上いたします。本官は、関税及び貿易に関する一般協定のジュネーヴ議定書(千九百六十七年)に附属している第三十八表の日本国の譲許表に関する注釈７に言及する光栄を有します。
Excellency, I have the honour to refer to paragraph 7 of the notes to Schedule XXXVIII Japan annexed to the Geneva (1967) Protocol to the General Agreement on Tariffs and Trade.
前記の注釈７は、日本国政府が特定の条件の下に許与する追加の譲許について規定しています。注釈７の終りには次の規定があります。 「この追加の譲許は、１、２及び３の規定に従うものとし、また前記の条件が満たされた旨の書面による通告を日本国政府が合衆国政府から受領した後三十日を経過する前の一定の日に当該譲許を実施する旨の日本国政府から一般協定の事務局長にあてた書面による通告により実施される。ただし、この譲許は、日本国政府が前記の書面による通告を千九百六十九年一月一日までに受領しないときは、両政府が別段の合意をしない限り、実施されないものとする。」
Paragraph 7 relates to an additional concession to be granted, on specified conditions, by the Government of Japan. The paragraph concludes: "The additional concession mentioned above is subject to paragraphs 1, 2 and 3 above and shall come into effect by a written notice to be given by the Government of Japan to the Director General of the General Agreement indicating such entry into effect on a day before the lapse of thirty days after the Government of Japan receives a written notice from the Government of the United States that the above conditions have been met; except that is shall not come into effect if the above written notice has not been received by the Government of Japan by 1 January 1969, unless otherwise agreed by the two Governments."
注釈７の前記の規定に関し、本官は、同規定に定める期限をさらに一年間、すなわち千九百七十年一月一日まで延長することをアメリカ合衆国政府に代わつて提案する光栄を有します。
With reference to the above mentioned provisions of the said paragraph, I have the honour to propose, on behalf of the Government of the United States of America, to extend the time limit given therein for a further year, that is to say until 1 January 1970.
本官は、さらに、前記の提案が貴国政府にとつて受諾しうるものであるときは、この書簡及び閣下の返簡が通告の期限を延長するための両政府間の合意を構成するものとすることを提案する光栄を有します。
If the above proposal is acceptable to your Government, I have further the honour to suggest that this letter and your reply should constitute an agreement between out two Governments to extend the time limit accordingly.
本官は、以上を申し進めるに際し、ここに重ねて閣下に向かつて敬意を表します。
I avail myself, Excellency, of this opportunity to extend the renewed assurances of my highest consideration.

本使は、さらに、前記の提案が本国政府にとつて受諾しうるものであること並びに貴官の書簡及びこの書簡が注釈７に定める期限を延長するための両政府間の合意を構成するものとすることを確認する光栄を有します。
I have further the honour to confirm that the proposal set out above is acceptable to my Government and also that your letter and this reply should constitute an agreement between our two Governments to extend the time limit specified in the said paragraph.
本使は、以上を申し進めるに際し、ここに重ねて貴官に向かつて敬意を表します。
