PROTOCOL MAINTAINING IN FORCE THE ARRANGEMENT REGARDING INTERNATIONAL TRADE IN TEXTILES
繊維製品の国際貿易に関する取極(以下「取極」又は「ＭＦＡ」という。)の参加国は、
The PARTIES to the Arrangement Regarding International Trade in Textiles (hereinafter referred to as "the Arrangement" or "MFA").
取極第十条５の規定に基づいて行動し、
ACTING pursuant to paragraph 5 of Article 10 of the Arrangement.
繊維委員会及び繊維監視機関の権限に関する取極の条項を維持することを再確認し、
REAFFIRMING that the terms of the Arrangement regarding the competence of the Textiles Committee and the Textiles Surveillance Body are maintained, and
千九百九十三年十二月九日に採択された繊維委員会の決定に従って、
FOLLOWING the Decision of the Textiles Committee adopted on 9 December 1993;
次のとおり協定する。
HEREBY AGREE as follows:
1 繊維製品の国際貿易に関する取極の有効期間を延長する千九百八十六年議定書を改正する千九百八十九年議定書によって改正された取極は、千九百八十六年七月三十一日に採択された繊維委員会の結論を含めて、千九百九十四年十二月三十一日まで十二箇月の間更にその効力を維持する。
1. The Arrangement, including the Conclusions of the Textiles Committee, adopted on 31 July 1986, as amended by the 1989 Protocol Amending the 1986 Protocol Extending the Arrangement Regarding International Trade in Textiles. shall be maintained in force for a further period of twelve months until 31 December 1994.
2 この議定書は、関税及び貿易に関する一般協定の締約国団の事務局長に寄託する。この議定書は、取極の参加国、取極第十三条の規定により受諾又は加入を行う他の政府及び欧州経済共同体に対し、署名その他の方法によって行う受諾のために開放しておく。
2. This Protocol shall be deposited with the Director-General to the CONTRACTING PARTIES to the General Agreement on Tariffs and Trade. It shall be open for acceptance, by signature or otherwise, by the Parties to the Arrangement, by other governments accepting or acceding to the Arrangement Pursuant to the provisions of Article 13 thereof and by the European Economic Community.
3 この議定書は、千九百九十四年一月一日までに受諾した参加国については同日に効力を生じ、その後に受諾する参加国についてはその受諾の日に効力を生ずる。この議定書は、千九百九十四年一月一日までに憲法上の手続の完了を条件として署名し又はこの議定書を暫定的に適用する意思を寄託者に通告した参加国は同日から、また、その他の参加国はその暫定的適用の署名又は通告の日から、批准のための自国の憲法上又は立法上の手続を考慮して暫定的に適用する。
3. This Protocol shall enter into force with effect from 1 January 1994 for the parties which have accepted it by that date and it shall enter into force for a party which accepts it on a later date as of the date of such acceptance. It shall be applied provisionally, taking into account their constitutional and/or legislative procedures for ratification, as from 1 January 1994, by parties which have signed it subject to completion of constitutional procedures, or notified the depositary of their intention to apply it provisionally, by that date, and by other parties from the date of their signature or notification of provisional application.
