The United Nations Development Programme An Intercountry Project of the Governments of Asia and the Pacific Region in The Field of Statistical Training

　日本国政府(以下「政府」という。)、国際連合アジア太平洋経済社会委員会の他の加盟国政府、国際連合開発計画(以下「ＵＮＤＰ」という。)及び実施機関として行動する国際連合アジア太平洋経済社会委員会(以下「実施機関」という。)は、

　The Government of Japan (hereinafter referred to as "the Government"), the Governments of other member countries of the United Nations Economic and Social Commission for Asia and the Pacific, the United Nations Development Programme (hereinafter referred to as "the UNDP") and the United Nations Economic and Social Commission for Asia and the Pacific acting as the Executing Agency (hereinafter referred to as "the Executing Agency"),

　千九百六十九年九月九日にニュー・ヨークで署名されたアジア統計研修所の設立及び運営のための援助に関する政府とＵＮＤＰとの間の協定(以下「協定」という。)に言及し、

　Referring to the Agreement between the Government and the UNDP concerning Assistance for the Establishment and Operation of the Asian Statistical Institute (hereinafter referred to as "the Agreement") signed in New York on 9 September 1969,

　アジア太平洋統計研修所(以下「研修所」という。)の事業の第五期が千九百九十二年三月三十一日に終了したことを考慮して、

　Considering that the phase V of the project of the Statistical Institute for Asia and the Pacific (hereinafter referred to as "the Institute") terminated on 31 March 1992,

　研修所の事業(以下「事業」という。)の第六期に関し次のとおり協定した。

　Have agreed, in respect of the phase VI of the project of the Institute (hereinafter referred to as "the Project") as follows:

1　この事業計画は、協定に定める実行計画及び事業の現在の参加国政府(以下「参加国政府」という。)がＵＮＤＰとの間でＵＮＤＰからの援助に関して締結している協定に定める実行計画とする。

1. The present arrangement shall be regarded as the Plan of Operation provided for in the Agreement and in such agreements as the Governments presently participating in the Project (hereinafter referred to as "the Participating Governments") have entered into with the UNDP concerning assistance from the UNDP.

2　研修所は、ＵＮＤＰ、当時の実施のための機関である国際連合、研修所の招請国政府である政府及び他の参加国政府の間の千九百七十年五月一日の実行計画I２の規定により設立されたものであり、事業の第六期において引き続き事業主体となる。

2. The Institute, brought into existence pursuant to PART I, paragraph 2 of the 1 May 1970 Plan of Operation between the UNDP, the United Nations as the then Executing Agency, the Government as the host government to the Institute, and other Participating Governments, shall continue to be the Project entity during the phase VI of the Project.

3　事業の第六期の期間は、千九百九十二年四月一日に開始し千九百九十五年三月三十一日に終了する三年間とする。

3. The duration of the phase VI of the Project shall be three years, beginning on 1 April 1992 and terminating on 31 March 1995.

4　事業は、アジア太平洋地域の諸国の経済及び社会の開発を促進するため、これらの諸国の政府統計職員の研修に関する地域協力を遂行し及び関連する他の活動を行うことを目的とする。

4. The objective of the Project is to bring about regional co-operation in training official statisticians from countries of Asia and the Pacific region and to carry out other related activities with a view to facilitating economic and social development of the countries of that region.

5　この事業計画に従うことを条件として、事業の第六期の実施に必要な細目は、政府、他の参加国政府、ＵＮＤＰ及び実施機関の間で交渉し、取り決める。

5. Subject to the provisions of the present arrangement, the details necessary to implement the phase VI of the Project shall be negotiated and arranged among the Government, other Participating Governments, the UNDP and the Executing Agency.

6　政府は、研修所の招請国政府として、関連がありかつ適用することができる法令に基づき、かつ、毎年の予算に従い、協定の第三条及び第四条並びにこの事業計画において要求されるすべての措置をとる。これらには、現物による寄与として事務所用の場所、備品、施設及び現地職員の役務の提供が含まれる。

6. The Government shall perform, as the host government to the Institute, on the basis of its relevant and applicable laws and regulations, and in accordance with its annual budgetary appropriations, all the acts required of it in Articles III and IV of the Agreement as well as in the present arrangement. They shall include the provision of office space, equipment, facilities and services of local personnel, as the contribution in kind.

　千九百九十二年四月一日から千九百九十三年三月三十一日までの期間における政府による財政上の寄与の額は、関連がありかつ適用することができる法令に基づき、かつ、毎年の予算に従い、現金で百四十七万七千百合衆国ドル(一、四七七、一〇〇合衆国ドル)及び現物で三億五千百五十二万円(三五一、五二〇、〇〇〇円)とする。その後の二年間における政府による財政上の寄与については、関連がありかつ適用することができる法令に基づき、かつ、毎年の予算に従って決定する。

　Concerning the financial contribution by the Government during the period from 1 April 1992 to 31 March 1993, the amount to be placed shall be, on the basis of its relevant and applicable laws and regulations and in accordance with its annual budgetary appropriations, one million four hundred seventy-seven thousand one hundred US dollars ($US1,477,100) in cash and three hundred fifty-one million five hundred twenty thousand yen (351,520,000) in kind. For the subsequent two years the financial contribution by the Government shall be determined on the basis of its relevant and applicable laws and regulations and in accordance with its annual budgetary appropriations.

7　政府は、ＵＮＤＰ及び実施機関が供与する援助を最も効果的に使用するために最善の努力を払うものとし、また、その援助をその本来の目的のために使用する。政府は、そのため、関連がありかつ適用することができる法令に基づき、かつ、毎年の予算に従い、５に規定する交渉及び取決めによって決定される措置をとる。

7. The Government shall exert its best efforts to make the most effective use of the assistance provided by the UNDP and the Executing Agency and shall use such assistance for the purpose for which it is intended. On the basis of its relevant and applicable laws and regulations and in accordance with its annual budgetary appropriations, the Government shall take such steps to this end as will be determined through the negotiations and arrangements mentioned in paragraph 5 above.

8　他の参加国政府、実施機関及びＵＮＤＰは、５に規定する交渉及び取決めによって決定されるところにより、事業に対し、援助を供与し及び寄与を行う。

8. Other Participating Governments, the Executing Agency and the UNDP shall provide assistance and make contributions to the Project as will be determined through the negotiations and arrangements mentioned in paragraph 5 above.

　ＵＮＤＰは、千九百九十二年四月一日から千九百九十五年三月三十一日までの期間において一年当たり三十八万合衆国ドル(三八〇、〇〇〇合衆国ドル)を提供する。

　The UNDP shall make available the sum of three hundred eighty thousand US dollars ($US380,000) per year during the period from 1 April 1992 to 31 March 1995.

9　この事業計画は、政府を含む三の政府、実施機関及びＵＮＤＰが署名した後に效力を生ずる。

9. The present arrangement will enter into force after three governments (including the Government), the Executing Agency, and the UNDP have signed.
