UNITED NATIONS DEVELOPMENT PROGRAMME INTERCOUNTRY PROJECT OF THE GOVERNMENTS OF THE ASIA AND THE PACIFIC REGION

A. Context

1. Description of Subsector

　The development of an adequate statistical base has for long been recognized as being essential for planning, monitoring and evaluating the impact of economic and social development. This aspect of policy tended to be neglected in the general strategy of development and adequate emphasis was not placed on human resources development which is needed for developing a sound data base. In the Region the problem is compounded by the complexity of the situation, on the one hand there are very large countries with a range of problems which require both the development of a large number of statistical officers as well as specialized statisticians, on the other hand the small island developing countries with small statistical offices need more generalized training.

　The majority of countries in the Region do not have training facilities and depend upon a few international training institutes for satisfying their requirements. Even the few countries which are developing training facilities depend upon these institutes to support them with manuals and other educational materials. Increasingly also there has been a demand from countries for more trained official statisticians.

2. Regional Strategy

　In this context the Institute was established in Tokyo in 1970, by twenty countries in the Region in co-operation with the United Nations Development Programme (hereinafter referred to as "UNDP") with the Government of Japan as the host government of the Institute as an international institute to bring about regional co-operation in training official statisticians from countries of the Region.

　The Institute's operations are administered by ESCAP as the Executing Agency.

　As the host government of the Institute, the Government of Japan extends co-operation to the Institute through the Management and Coordination Agency as the co-operating agency.

3. Prior or Ongoing Assistance

　The Institute operates on contributions paid annually by the Participating Governments. The Governments of Japan, the host government of the Institute, provides substantial contributions, both in cash and in kind. In addition, it accepts, in collaboration with the Institute, participants from the developing countries for group training courses annually as part of the technical co-operation programmes of the Japan International Cooperation Agency (hereinafter referred to as "JICA")

　UNDP has been providing substantial financial assistance to the Institute since the latter's establishment. UNDP has increased significantly its programme assistance during the phase IV of the Project.

　Other contributions have also been received from a donor government to finance courses on specific topics. Short-term guest lecturers have been provided by governments and international organizations on a non-reimbursable basis.

4. Institutional Framework for Subsector

　The legal context of the institutional framework for subsector is described in 1. below, and the roles of the Institute's staff members are described in Annexes 1 and 2. The Project Manager/Director is responsible for the administration and direction of the Institute in accordance with this Project Document. 

B. The Project Justification 

1. Problem to be Addressed; the Present Situation

　Countries of the Region are heavily dependent on the availability of a wide range of reliable and timely statistics for the purposes of planning economic and social development, and for the monitoring of implementation as well as to evaluate the impact of development programmes and projects. 

　The awareness of the need for statistical development has increased markedly in the Region during the past two decades, but the level of statistical development and the quality and range of subjects on which statistics are available varies between countries.

　The basic requirement to achieve such a level of statistical development is the availability of a sufficient number of trained official statisticians. To varying extents there continues to be a great dearth of trained official statisticians in the Region and there are many serious problems relating to statistical standards and methodology which require solution. 

　It is further the case that whilst national and international educational institutions usually provide highly academic, mathematically-based courses in statistics, the need to equip official statisticians with practically-oriented training geared to the resolution of policy issues still remains.  These factors are very serious impediments to development. Government, donor agencies and international organizations concerned have recognized that a minimum level of statistical development is essential for formulating an effective aid programme. 

2. Expected End of Project Situation 

　It is expected by the end of the phase V of the Project that the expanded framework for training official statisticians with practically-oriented background for government service would have been established by the Institute, and that effective use of the training facilities provided by the Institute would have helped the countries to achieve quantitative and qualitative improvement in their statistical services. Since the duration of the phase V of the Project is as short as one year and half, however, such attainment would naturally be limited from a longer-term perspective. It would require the Project to continue beyond its phase V. 

3. Target Beneficiaries

　One  of the target beneficiaries of the Project are the smaller and the least developed countries of the Region and the island developing countries of the Pacific which depend heavily or solely on the training facilities provided by the Institute. Without the training facilities provided by the Institute, many of these countries would stagnate or even regress in their statistical development. 

　Statistical offices from the more statistically developed countries depend on the Institute more for training higher-level statisticians and for assistance in developing their national training capability. 

4. Project Strategy 

　Given the present situation of the subsector and its expected end as stated in the above, the major strategies of the Project for its phase  V shall be as follows: 

(a) The Institute will offer training to satisfy basic requirements of the smaller and the least developed countries of the Region and the island developing  countries of the Pacific as priority target beneficiaries, taking into consideration the particularly urgent training needs of these countries which are statistically least developed.

(b) Greater emphases in training will be placed on elements of statistics with practical application; which have been stressed since the previous phase with the introduction of project work and specialization, so that the Institute may continue to make a substantial contribution to the supply of professional statisticians with practically-oriented background for government service.

(c) The Institute will assist in meeting the training requirements, which are needed due to the growing thrust given to computerization by the microcomputer revolution, by training official statisticians in the latest statistical software.

(d) The Institute will strengthen the orientation of new concepts, subject areas and policy issues relevant to statistical offices. This includes providing a forum for the policy-making level of the national statistical offices to focus on issues related to the management of statistical offices.

(e) The Institute will initiate a course on analysis and interpretation of statistics in order to develop work in a field which is lagging in the Region to correspond with the evolving role needed for official statisticians.

(f) The Institute will expand its assistance to enhance national training capability of the countries of the Region by means of training trainers, producing and disseminating appropriate training materials as well as developing networks among national training centres. The Institute will also place greater emphasis than before on the aspect of the training of trainers.

5 Reasons for Assistance from UNDP

　The continuation of UNDP assistance to the Project into its phase V is justified by several issues which have clearly emerged over the last decade as a matter for serious concern to all those who are involved with development issues in the countries of the Region. One relates to the growing disparity in the level of statistical development between countries. Several countries are lagging behind in the effort to establish a basic statistical infrastructure and the Region is seeing the clear emergence of countries with a least developed statistical infrastructure which will continue to fall behind unless special efforts are taken to assist them.

　The urgent necessity of rectifying this situation has been recognized by the members and associate members of ESCAP.

　The demand for the training services of the Institute has shown a sustained growth but its activities are circumscribed by the funding situation.

　The Institute conducts with UNDP assistance several courses on topics relating to social and economic policy issues and on new developments in computer software relevant to statistical offices. There is also a growing demand for country based training courses held with UNDP assistance since these are very cost effective and suit the individual requirements of countries of the Region. These area also important avenues for countries of the Region to learn of new developments in statistics and supplement other training courses.

　In addition, one of the strong claims for assisting a regional training institution is that it is much more cost effective than stationing experts in individual countries. The World Bank in a review of international efforts to develop statistical capability comments on distortions because of competing interventions by the donors and also that regional centres have fallen into decay as donors largely took a country-by-country approach.

6. Social Considerations

　In addition to the management of statistical offices and computerization which were noted earlier in the context of the project strategies the Institute has also made a special effort to focus the interest of official statisticians on the following fields in which UNDP has indicate a particular interest as being a major priority for developing countries.

　-Social Indicators

　-Environmental Indicators

　The Institute will explore ways in which technical co-operation among developing countries (TCDC) can be encouraged, particularly through the exchange between countries of statistical development experiences, interchange of resource persons and provision of training facilities, with special emphasis on statistical requirements.

7. Coordination Arrangements

　The Institute shall be guided by the Advisory council which is responsible for advising on the programme and working of the Institute (hereinafter referred to as "the Advisory Council"). It shall be composed of the following members:

(a) A representative of the host government;

(b) Four members of recognized professional standing from the members and associate members of ESCAP designated for the entire phase of the Project Document by the Executive Secretary of ESCAP;

(c) The Chiefs of the Statistics and the Technical Co-operation Divisions of ESCAP as ex-officio member;

(d) Statistician of the South Pacific Commission as an ex-officio member;

(e)

(f) The Project Manager/Director of the Institute as an ex-officio member and Secretary of the Advisory Council, participating in its deliberations without vote.

　The Advisory Council will meet as and when necessary, during the period of the project, and shall be convened by the Executive Secretary of ESCAP. The Executive Secretary may invite representatives of the United Nations and related specialized agencies to participate in a consultative capacity in dealing with matters of common concern.

C. Development Objective

　To strengthen, through the practically-oriented training of official statisticians, the capability of countries of the Region to integrate statistics in social and development planning and to develop systems to collect, analyse and disseminate statistics as an active instrument to be used in policy-making, and to foster self-reliance in statistical training capability through the development of a network of national training centres which would help satisfy the growing demand for statisticians in national statistical offices and related agencies in the Region.

D. Immediate Objectives, Outputs and Activities

　Within the above-mentioned overall development objective, the immediate objectives, outputs and activities of the Institute are showing the following Work Programme of the Institute.

1. Immediate Objective 1

　To enhance the capability of national statistical offices particularly those in the least developed and island developing countries to produce timely and high quality statistics.

　The Institute will provide general and individualized training and  arrange seminars/workshops to develop ability and skills of official statisticians of national statistical offices in the Region.

1.1 Output 1. Group Training Course in Practical Statistics:

　Actuvuty A group training course in Practical Statistics will be organized for statisticians in government service.

　Number of Participants: 30

　Location: Tokyo

　Number of Times and Duration: Twice in this phase for a duration of 6 months each

　Fellowships Offered by: Government if Japan (JICA)

　Content: The training course is focussed on the practical aspects of statistics relating to the work of official statisticians. It is focussed on the training needs of statisticians in government and is intended to contribute to the strengthening of the professional statisticians of developing countries in the Region.

　The six-month course in practical Statistics is expected to attract the best talent among those working in national statistical offices and is formulated to provide them with the statistical background required of an official statistician in  national statistical office.

1.2 Output 2. Group Training Course in Automatic Data Processing for Statisticians:

　Activity The course is organized to provide training in Automatic Data Processing to official statisticians from countries of the Region,

　Number of Participants: 20

　Number of Times and Duration: Once in this phase for a duration of 2 months

　Fellowships Offered by: Government of Japan (JICA)

　Content: Official statisticians will undergo training in computer use and associated software. The participants will have a chance to acquire knowledge of theories and skills concerning various software packages available for handling census and survey data.

1.3 Output 3. Special Group Training Course in Analysis and Interpretation of Statistics:

　Activity The course will be organized for middle-level official statisticians of countries in the Region.

　Number of Participants: To be determined

　Location: Tokyo

　Number of Times and Duration: Once in this phase for a duration of 2 months

　Fellowships Offered by: Government of Japan (JICA)

　Content: This course aims at contributing towards the training of official statisticians in data analysis and at making them more aware of the problems involved in analysing and interpreting statistics. The participants will be exposed to statistical methods useful to official statisticians, problems in analysis and interpretation of statistics, and some case studies on the use of statistics, Participants will also have to do project work analysing and interpreting statistics relating to a topic of their choice.

1.4 Output 4. Advanced Course for Senior Official Statisticians:

　Activity  Workshops will be organized for senior official statisticians in countries of the Region.

　Number of Participants: 20 for each workshop 

　Location: Countries of the Region

　Number of Times and Duration: Twice in this phase for a duration of 3 weeks each

　Fellowships Offered by: UNDP/Other donor agencies

　Content: Advanced training on specialized statistical topics or in emerging policy areas where statistics need to be improved will be provided. Subjects chosen will take into consideration the changing needs of countries of the Region.

1.5 Output 5. Advanced Seminars/Workshops for Chiefs of National Statistical Offices

　Activity Seminars/workshops will be organized for Chiefs and/or  senior statisticians in policy-making positions of national statistical offices in countries of the Region.

　Number of Participants: 15

　Location: Countries of the Region

　Number of Times and Duration: Twice in this phase for a duration of 1 week each

　Fellowships Offered by: UNDP

　Content: Seminars/workshops will be held on subjects necessary for management and coordination of national statistical offices as well as on newly emerging policy areas on which statistics need to be collected and analysed.

1.6 Output 6. Statistical Software Demonstration Centre:

　Activity The course will be organized for official statisticians involved with data processing in national statistical offices in countries of the Region.

　Number of Participants: 20

　Location: Tokyo

　Number of Times and Duration: Once in this phase for a duration of 5 weeks

　Fellowships Offered by: UNDP

　Content: A formal course of statistical software demonstration will be offered in which a variety of packages are introduced in sufficient depth to allow participants to select and work with one suited to their needs.

1.7 Output 7. Research relevant development of statistics in countries of the Region

　Activity This research will be organized for senior official statisticians of countries of the Region.

　Number of Participants: flexible

　Content: The Institute will provide facilities for senior official statisticians deputed by the various countries of the Region to carry out special studies.

1.8 Output 8. Joint-Training with Other Organizations

　Activity Joint-training with other organizations will be organized for middle-level and senior official statisticians of countries of the Region

　Content: Within the rang of the general activities of the Institute and in collaboration with the Statistics Division of ESCAP, the United Nations Statistical Office and other organizations, joint seminars and workshops, will be held on relevant subjects.

2.Immediate Objective 2 

　To assist countries of the Region in establishing or strengthening their statistical training capability.

　The institute will provide training programmes geared to enhancing ability and skills of trainers in national offices, and produce suitable print and video training materials for use at the Institute as well as for dissemination to the Participating Governments to supplement locally available training materials to improve methods of training.

2.1 Output 1. Microcomputer Course for Training of Trainers:

　Activity The course will be organized for middle-level and senior official statisticians involved with training in countries of the Region.

　Number of Participants: 10

　Location: Tokyo

　Number or Time and Duration: Once in this phase for a duration of 2 months

　Fellowships Offered by: the Institute

　Content: this course is geared for future trainers and those already working in training units and will encompass a vide range of activities in relation to the use of the microcomputer geared to orjenting participants not only regarding the versatility of the microcomputer in relation to the processing of statistical date but also in methods of instruction.

2.2 Output 2. In-Country Courses for Middle-Level Official Statisticians:

　Activity Courses will be organized for middle-lecel offcial statisticians of requesting countries in the Region.

　Number of Participants: Approximately 20 to 25 per country course

　Location: Countries of the Region

　Number of Times and Duration: Approximately 20-25 times in this phase for a duration of 2 to 3 weeks each

　Content: Upon request of countries, the Institute provides lectures to conduct courses on selected topics to train official statisticians in applied statistics and automatic date processing.

2.3 Output 3. Theoretical and Applied Research

　Activity The Institute will undertake theoretical and applied research of importance to the statistical development of countries in the Region with a view to improving national training capability.

2.4 Output 4. Developing National Training Capability

　Activity The purpose of the programme is to meet the needs of trained official statisticians in countries of the Region for producing timely statistics of high quality and standards to serve as bases for assessing and formulating economic and social programmes and projects through the provision of training in applied statistics, research and data processing technology. The programme will endeavour to develop a network of national training centres to build the capability of national statistical offices to conduct statistical research of theoretical and applied nature in order to enhance statistical development in countries of the Region. The programme shall include Developing Statistics on Household Economic Activities, which is an integration of programmes on:

(a) National Household Survey Capability Programme (NHSCP);

(b) Statistical Development in Least Developed Countries (LDCs);

(c) Development of Statistical Date Bases on Household Statistics; and

(d) International Comparison Project (ICP)

2.5 Output 5. Development and Dissemination of Training Materials

　Activity Lecture notes, workshop materials and audio-visual training materials suitable for countries of the Region will be developed for use in the training of official statisticians, and will be supplied to the countries which request them. The handbooks and manuals will be used for development of statistical training systems in countries of the Region.

3. Immediate Objective 3

　To evaluate the impact of the institute's on statistical development of countries of the Region with the view to providing training in line with changing statistical requirements of the Region.

　The Institute will undertake surveys and also communicate with former trainees.

3.1 Output 1. Programme for Evaluation of Training Results

　Activity The purpose of the programme is to improve and strengthen the impact of training by carrying out on-the-spot surveys to identify the needs of institutions dispatching trainees, to keep track of participants of past training programmes, and to work out measures to ensure co-operation with institutions dispatching trainees, and by evaluating, publishing and disseminating the results in each country of the training activities thus far carried out by the Institute. The investigation committee for the on-the-spot surveys shall consist of one official designated by the Project Manager/Director for each of the following positions:

(a) International staff below the Project Manager/Director:

(b) Official of the host government; and

(c) Representative of the Executing Agency.

3.2 Output 2. Follow-up of Former Trainees

　Activity The Institute will facilitate communication, utilizing a developed data base, with former trainees by providing them with information on new developments in official statistics, data processing etc., thorough the issuance of newsletters and other means.

E. Inputs

1. Host government inputs (in kind)

　In conformity with Articles III and IV of the Agreement between the Government of Japan and the United Nations Development Programme concerning Assistance for the Establishment and Operation of the Asian Statistical Institute (hereinafter referred to as "the Agreement"), the Government of Japan shall, on the basis of its relevant and applicable laws and regulations and in accordance with its annual budgetary appropriations, provide offices space, equipment facilities and services of local project personnel, as specified in this Project Document, required to fulfill the work programme of the Institute.

　Budgetary provision - in kind as well as in cash - for the participation of the Government of Japan is set forth in Annexes 3 and 4. The Co-operating Agency of the Government of Japan (hereinafter referred to as "the Co-operating Agency") which will be responsible for supplying the personnel, equipment and facilities provided to the Project as the host government's contributions in kind shall be the Management and Coordination Agency.

　The personnel, equipment and facilities provided to the Project as the contributions is kind of the Government of Japan shall be available foe use in all the activities and programmes of the Institute. All personnel and facilities made available to the Project shall be used for the purposes specified in the Agreement and in this Project Document, in accordance with the needs of the Project as made known by the Project Manager/Director.

　The estimated cost of items included in the contributions in kind of the Government of Japan as detailed in Annex 3, is based on the best information available at the time of drafting this project proposal. It is understood that price fluctuations during the period of execution of the Project may necessitate an adjustment of said contribution in monetary terms: the latter shall at all times be determined by the value of services, equipment and facilities required for proper execution of the project.

　Within the given number of man-months of personnel services described in Annex 1, adjustments of individual assignments of project personnel provided by the Government of Japan may be made jointly by the Co-operating Agency and the Project Manager/Director if this is found to be in the bast interest of the Project.

　The Government of Japan shall, on the basis of its relevant and applicable laws and regulations and in accordance with its annual budgetary appropriations, defray brokers' fees and other charges related to the clearance-of project equipment.

　In summary, the Government of Japan undertakes to make available the staff, buildings, supplies and equipment as set forth below and further elaborated in Annex 3.

　Staff

　 The staff made available by the Government of Japan will consist of one project Co-Manager/Deputy Director (Administration), one Administrative Co-ordinator, one General Affairs Officer, one Assistant Administrative Co-ordinator, one Assistant General Affairs Officer, one Librarian and seven Administrative Support Personnel for clerical work, typing and other operational work, in the implementation of Articles III and IV of the Agreement. The will perform their duties in the Institute under the direction of the Project Co-Manager/Deputy Director (Administration).

　The assignment, location, starting date and duration of each expert staff are described in Annex 1.

　Buildings, Supplies and Equipment

　Buildings

2. Participating Governments inputs (in cash)

　The Participating Governments shall make contributions in cash which are to be utilized for meeting the various expenditures related to the training and institutional costs of the Institute. These contributions will be used for the recruitment of expert staff, administrative personnel, and resource persons, travel, equipment, miscellaneous expenditure, fellowships for the microcomputer course for training of trainers, expenditure for applied research, the programme for evaluating training results, meetings of the Advisory Council and administrative overhead cost.

　The services and facilities which are to be provided to the Project by the Participating Governments by means of a contribution in cash are set forth in greater detail in Annex 4. Payment of the contribution in cash shall be made in convertible currency as a contribution to the Institute through ESCAP in accordance with the schedule of payments agreed upon between the Participating Governments concerned.

　Requesting countries will, unless otherwise agreed to by UNDP meet internal cost of participation by their nationals in the programmes, including accommodation; travel and per diem for internal travel; locally provided support services, etc.

3. Executing Agency inputs

　The Executing Agency shall consult with UNDP and the Advisory Council on the candidature of the Project Manager/Director, who, under the direction of the Executing Agency, will be responsible in the host country for the Executing Agency's participation in the Project. The Project Manager/Director shall supervise the expert staff and other personnel assigned to the Project. He shall be responsible for the safe custody, installation and maintenance, insurance and replacement, if necessary, of all equipment provided to the Project other than that provided in kind by the host government.

　On the recommendation of the Project Manager/Director, the Executing Agency shall assign international staff and other personnel to the Project. The Project Manager/Director under the general guidance of the Advisory Council, shall administer and direct the work programme financed by UNDP, the Participating Governments and other sources.

　The Executing Agency shall provide administrative backstopping to the Institute as well as experts as applicable.

4. UNDP inputs

　UNDP will provide programme assistance solely for programmes of statistical development undertaken by the Institute, in collaboration with members and associate members of ESCAP or other international organizations provided that the programmes have clearly-defined objectives (the achievements of which are preferably measurable or demonstrable), are time-bound and will result in the achievements of statistical development in the requesting countries.

　Fellowships provided by UNDP, the Participating Governments and other sources shall be administered in accordance with the fellowship regulations of the Executing Agency. 

　UNDP will meet other costs incurred as a direct result of conducting the programme such as remuneration of consultants; travel and per diem of consultants and staff of the Institute, and; support staff, printing, translation, equipment, support services, etc., as necessary. Detailed estimated cost breakdown per activity is attached in Annex 6.

　It is expected that statistical development programmes will be multi-activity programmes involving such activities as development and translation of course materials; presentation of courses; consultation and assistance with implementation; review and evaluation. Where programmes include activities more appropriately undertaken, for example, by regional advisers of ESCAP, such advisers will be requested to participate at the design and/or implementation stages. Priority will be given to the least developed and island developing countries.

　All materials, equipment and supplies which are purchased from the UNDP resources will be used exclusively for the execution of the Project, and will remain the property of UNDP in whose name it will be held by the Executing Agency. Equipment supplied by UNDP shall be marked with the insignia of UNDP and of the Executing Agency.

　Arrangement may be made, if necessary, for a temporary transfer of custody of equipment to local authorities during the lifetime of the Project, without prejudice to the final transfer.

　Prior to completion of the UNDP assistance to the Project, the Participating Governments, UNDP and the Executing Agency shall consult as to the disposition of all project equipment provided by UNDP. Title to such equipment shall normally be transferred to the Institute, or to an entity nominated by the Participating Governments, when it is required for continued operation of the Project or for activities following directly therefrom. UNDP may, however, at its discretion, retain title to part or all of such equipment.

5. Contributions by international organizations, developed countries and other donors

　International organizations, developed countries and other donors will be encouraged to supply expert staff and resource persons on a non-reimbursable basis; fellowship funds for Advanced Seminars and Workshops; and funds for technical literature, etc.

6. Training provisions for the group training courses in Practical Statistics and in Automatic Data Processing for Statisticians and for the special group training course in Analysis and Interpretation of Statistics

　The Government of Japan will, on the basis of its relevant and applicable laws and regulations and in accordance with its annual budgetary appropriations, accept in collaboration with the Institute, the following number of participants from the developing countries for the group training courses in Practical Statistics and in Automatic Data Processing for Statisticians, and for the special group training course in Analysis and Interpretation of Statistics as part of the technical co-operation programme of JICA, the executing agency of the technical co-operation programme of the Government of Japan.

　-six-months' group training course in Practical Statistics (thirty participants);

　-two-months' group training course in Automatic Data Processing for Statisticians (twenty participants); and

　-two-months' special group training course in Analysis and Interpretation of Statistics (to be determined).

F. Risks

　Implementation of an effective programme depends very much on the presence of expert staff at the Institute in Tokyo. Due to currency fluctuations and particularly due to the appreciation of the yen there have been times when the staffing situation has been unsatisfactory. Although in the phase V of the Project efforts are being made to increase the cash contributions of the Participating Governments, there is the possibility that any drastic appreciation of the yen could affect this balance.

G. Prior Obligations and Prerequisites: Arrangements under the United Nations Financial Rules and Regulations for receipt and disbursement of funds provided by the Participating Governments

　Pledges by the Participating Governments of adequate contributions in cash and in kind are prerequisites to the commencement or continuation of the Project. Towards this end, arrangements will be made under the United Nations Financial Rules and Regulations for the establishment of a trust fund account for the receipt and disbursement of contributions made by the Participating Governments toward meeting the costs of the various activities of the Institute.

H. Project Review, Reporting and Evaluation

　The Participating Governments, UNDP and the Executing Agency may make joint decisions at any time during the normal course of project operations which affect the Work Programme and the Project Budgets and agree to modifications required in the Project Document, Provided they are within the scope and intent of the Project. However, periodic reviews will be carried out in accordance with the policies and procedures established by UNDP for monitoring implementation of the UNDP-financed programme.

　All agreed modifications to the text shall be reflected in adjustments or amendments to this Project Document which shall be prepared by the Executing Agency.

　At an agreed time after the completion of the UNDP assistance to the Project, the Participating Governments and UNDP, and if necessary, the Executing Agency, shall review the activities continuing from or consequent upon the Project with a view to evaluating its results.

　Progress reports will be submitted to UNDP in accordance with UNDP policies and procedures.

　UNDP will convene a tripartite review of the, Project by the Participating Governments, UNDP and the Executing Agency as and when necessary.

I. Legal context 

　The legal context within which programme assistance of UNDP would be provided to the Institute for the period October 1990 through March 1992 is established by the following: the agreement signed in New York on 9 September 1969 ; the agreements entered into between other Participating Governments and UNDP concerning assistance from UNDP; and the present Project Document for the period October 1990 through March 1992 entered into between UNDP, ESCAP as the Executing Agency, the Government of Japan, the host government of the Institute, and other Participating Governments.

　The Institute is a project entity brought into existence pursuant to PART I, paragraph 2 of the 1 May 1970 Plan of Operation between UNDP, the United Nations as the then Executing Agency, the Government of Japan, the host government of the Institute, and other Participating Governments. The present Project Document shall be regarded as the Plan of Operation provided for in the Agreement and in such agreements as the presently participating Governments have entered into with UNDP concerning assistance from UNDP.

　Particulars of Expert staff and Administrative Officer to be funded from the Institute's Budget

　As a matter or policy, the terms of office of the Project Manager / Director and other professional-level staff appointed by the Executing Agency should not exceed five years. At the commencement of the phase V, therefore ,no such staff would have served in the Institute for more than five years. This might be also applied to other internationally-recruited staff.

(a) Project Manager/Director

　Appointed by the Secretary-General of the United Nations on recommendation of the Executive Secretary of ESCAP after the latter has consulted UNDP and the Advisory Council. The Project Manager/Director is responsible to the Executing Agency for the execution of the project activities and the administration of the Institute in accordance with the Project Document and the policy direction of the Advisory Council. For the proper implementation of the Project, the Project Manager/Director directs the project activities including work of the experrt staff and all other staff assigned to the Institute . He shall be responsible for the safe custody ,installation and maintenance , insurance and replacement if nesessary, of all equipment provided to the Project from UNDP or government funds other than that provided in kind by the Government of Japan.

　The Project Manager/Director is also responsible for communication with the host government and the competent authorities of the Participating Governments as well as other regional or international organizations concerned for smooth and effective implementation of the Project. He submits reports on the project activities to the Advisory Council and the Executing Agency. He co-operates with the heads of other regional institutions in the promotion of training and research activities in the Region. Time permitting, the Project Manager/Director participates in the training, research and advisory functions of the Institute. The Project Manager/Director represents the Institute or deputes a representative to participate in the international or regional meetings relevant to the activities of the Institute, as and when necessary.

　The Project Manager/director is responsible for selecting the staff of the Institute and recommending them for appointment.

　The project Manager/Director should have high academic qualifications in statistics and/or applied economics and considerable experience in statistical development and statistical operating and in the organization of training, research and advisory activities of national statistical offices in the Region.

(b) Deputy Director cum Lecturer

　The Deputy Director should have high academic qualifications and sound knowledge of applied economics or statistics; and long experience in either of these fields and in organizing and conducting training programmes.

(c) Statistician/Lecturer (five positions)

　Under the direction of the Project Manager/Director, the duties will include imparting training in statistical training courses, training courses in automatic data processing for statisticians, microcomputer course for training of trainers, training course in analysis and interpretation of statistics, advanced seminars, workshops and courses, and in-country courses, preparation of training materials for these programmes, providing guidance to research fellows, supervising the study and work programmes of the fellows assigned to them, participating in symposia, conferences etc., on topics of interest to the Institute carrying out research and advisory activities assigned within the purview of the functions of the Institute. They will also fulfil a nodal role in organizing, managing and supervising multi-activity statistical development programmes undertaken at the request of the countries, giving particular attention to the definition and achievement of objectives within the constraints of timing and budget approved.

　The statisticians/lecturers should have high academic qualifications in their fields of expertise with considerable teaching experience and practical statistical experience, preferably in the developing countries of the Region.

　The fields of expertise of the five posts to be funded from the institutional cost may very over time according to the nature of the Institute's activities and the fields of expertise of experts provided from extrabudgetary sources. However, they will be selected from the following:

(i) National Accounting Statistics;

(ii) Statistical Methods and Sampling;

(iii) Economic Statistics;

(iv) Agricultural Statistics;

(v) Demographic and Social Statistics;

(vi) Statistical Operations;

(vii) Automatic Data Processing; and 

(viii) Statistical Analysis.

(d) Administrative Officer

　The duties of the Administrative Officre are to supervise, under the direction of the Project Manager/Director, the work of the administrative support staff appointed by the United Nations, handle all the accounts and financial arrangements of the funds for payment of stipends to the fellows, salaries of expert and local staff, miscellaneous expenditure, medical claims, etc., welfare activities for fellows, supervise proper arrangements of facilities, documentation and other administrative affairs within the framework set forth in the present Project Document of the Institute.

　He should play a major role in the budgeting of resources and in maintaining control of expenditures under the direction of the Project Manager/Director.

　The Administrative Officer should have appropriate qualifications in Administrative or Social Sciences and experience in practical administrative management.
