世界保健機関憲章第二十四条及び第二十五条の改正

AMENDMENTS TO ARTICLES 24 AND 25 OF THE CONSTITUTION OF THE WORLD HEALTH ORGANIZATION

　
  世界保健機関憲章の一部を次のように改正する。

  第二十四条を次のように改める。

  Article 24 - Delete and replace by

第二十四条
　理事会は、三十四の加盟国が任命した三十四人で構成する。保健総会は、第四十四条により設置された各地域的機関から三以上の加盟国を選挙することを条件として、かつ、衡平な地理的配分を考慮して、理事会の理事を任命する権利を有する加盟国を選挙する。これらの加盟国は、それぞれ、理事会に対して、保健の分野において技術的資格を有する者を派遣しなければならない。この者は、代理及び顧問を帯同することができる。

Article 24
 The Board shall consist of thirty-four persons designated by as many Members. The Health Assembly, taking into account an equitable geographical distribution, shall elect the Members entitled to designate a person to serve on the Board, provided that, of such Members, not less than three shall be elected from each of the regional organizations established pursuant to Article 44. Each of these Members should appoint to the Board a person technically qualified in the field of health, who may be accompanied by alternates and advisers.

  第二十五条を次のように改める。

　前条の加盟国は、三年の任期で選挙されるものとし、再選されることができる。ただし、理事会の構成員の数を三十二から三十四に増加するこの憲章の改正が効力を生じた後に開催される最初の保健総会の会期において選挙された加盟国のうち、追加として選挙された加盟国の任期は、必要な場合には、各地域的機関から毎年少なくとも一の加盟国が選挙されることを容易にする期間に短縮する。

Article 25
 These Members shall be elected for three years and may be re-elected, provided that of the Members elected at the first session of he Health Assembly held after the coming into force of the amendment to this Constitution increasing the membership of the Board from thirty-two to thirty-four the term of office of the additional Members elected shall, insofar as may be necessary, be of such lesser duration as shall facilitate the election of at least one Member from each regional organization in each year.
