PROTOCOL OF 1988 RELATING TO THE INTERNATIONAL CONVENTION FOR THE SAFETY OF LIFE AT SEA, 1974
この議定書の締約国は、
THE PARTIES TO THE PRESENT PROTOCOL,
千九百七十四年十一月一日にロンドンで作成された海上における人命の安全のための国際条約の締約国であるので、
BEING PARTIES to the International Convention for the Safety of Life at Sea, done at London on 1 November 1974,
検査及び証書に関し、同条約に他の国際文書における規定と調和のとれた規定を導入する必要があることを認め、
RECOGNIZING the need for the introduction into the above-mentioned Convention of provisions for survey and certification harmonized with corresponding provisions in other international instruments,
千九百七十四年の海上における人命の安全のための国際条約に関する議定書の締結によりこの必要を最もよく満たすことができることを考慮して、
CONSIDERING that this need may best be met by the conclusion of a Protocol relating to the International Convention for the Safety of Life at Sea, 1974,
次のとおり協定した。
HAVE AGREED as follows:
第一条 一般的義務
ARTICLE I General obligations
1 この議定書の締約国は、この議定書及びこの議定書の不可分の一部を成す附属書を実施することを約束する。「この議定書」というときは、同時に附属書を含めていうものとする。
1 The Parties to the present Protocol undertake to give effect to the provisions of the present Protocol and the Annex hereto, which shall constitute an integral part of the present Protocol. Every reference to the present Protocol constitutes at the same time a reference to the Annex hereto.
2 この議定書の締約国の間において、改正された千九百七十四年の海上における人命の安全のための国際条約(以下「条約」という。)の規定を適用する。ただし、この議定書における条約の修正及び追加の規定に従うことを条件とする。
2 As between the Parties to the present Protocol, the provisions of the International Convention for the Safety of Life at Sea, l974, as amended, (hereinafter referred to as "the Convention") shall apply subject to the modifications and additions set out in the present Protocol.
3 この議定書の締約国は、条約及びこの議定書の締約国でない国を旗国とする船舶に対し、一層有利な取扱いがそれらの船舶に与えられないことを確保するため、必要に応じて条約及びこの議定書の規定を適用する。
3 With respect to ships entitled to fly the flag of a State which is not a Party to the Convention and the present Protocol, the Parties to the present Protocol shall apply the requirements of the Convention and the present Protocol as may be necessary to ensure that no more favorable treatment is given to such ships.
第二条 従前の条約
ARTICLE II Prior treaties
1 この議定書は、この議定書の締約国の間において、条約に関する千九百七十八年の議定書に代わるものとし、同議定書を廃止する。
1 As between the Parties to the present Protocol, the present Protocol replaces and abrogates the Protocol of 1978 relating to the Convention.
2 この議定書の他のいずれの規定にもかかわらず、条約の規定に基づいて発給された証書及び条約に関する千九百七十八年の議定書の規定に基づいて発給されたその証書の追補であって、証書又は追補を発給した締約国についてこの議定書が効力を生じた時に有効なものは、場合に応じ、条約又は条約に関する千九百七十八年の議定書の規定によりその有効期間が満了するまで有効とする。
2 Notwithstanding any other provisions of the present Protocol, any certificate issued under, and in accordance with, the provisions of the Convention and any supplement to such certificate issued under, and in accordance with, the provisions of the Protocol of 1978 relating to the Convention which is current when the present Protocol enters into force respect of the Party by which the certificate or supplement was issued, shall remain valid until it expires under the terms of the Convention or the Protocol of 1978 relating to the Convention, as the case may be.
3 この議定書の締約国は、千九百七十四年十一月一日に採択された千九百七十四年の海上における人命の安全のための国際条約に基づいて証書を発給してはならない。
3 A Party to the present Protocol shall not issue certificates under, and in accordance with, the provisions of the International Convention for the Safety of Life at Sea, 1974, as adopted on 1 November 1974.
第三条 情報の伝達
ARTICLE III Communication of information
この議定書の締約国は、国際海事機関(以下「機関」という。)の事務局長に次のものを送付し、かつ、寄託することを約束する。
The Parties to the present Protocol undertake to communicate to, and deposit with, the Secretary-General of the International Maritime Organization (hereinafter referred to as "the Organization"):
(a) この議定書の範囲内の事項について定めた法令
(a) the text of laws, decrees, orders and regulations and other instruments which have been promulgated on the various matters within the scope of the present Protocol;
(b) 指名された検査員及び認定された団体であって海上における人命の安全のための措置を自国の政府に代わってとる権限を与えられたものの名簿(すべての締約国に対しその職員への情報として回章に付するためのもの)並びに指名された検査員又は認定された団体に与える権限についての責任の範囲及び条件の通知書
(b) a list of nominated surveyors or recognized organizations which are authorized to act on their behalf in the administration of measures for safety of life at sea for circulation to the Parties for information of their officers, and. notification of the specific responsibilities and conditions of the authority delegated to those nominated surveyors or recognized organizations: and
(c) この議定書に基づいて発給される証書の十分な数の見本
(c) a sufficient number of specimens of their certificates issued under the provision of the present Protocol.
第四条 署名、批准、受諾、承認及び加入
ARTICLE IV Signature, ratification, acceptance, approval and accession
1 この議定書は、機関の本部において、千九百八十九年三月一日から千九百九十年二月二十八日までは署名のため、その後は加入のため、開放しておく。いずれの国も、3の規定に従うことを条件として、次のいずれかの方法によりこの議定書に拘束されることについての同意を表明することができる。
1 The present Protocol shall be open for signature at the Headquarters of the Organization from 1 March 1989 to 28 February 1990 and shall thereafter remain open for accession. Subject to the provisions of paragraph 3, States may express their consent to be bound by the present Protocol by:
(a) 批准、受諾又は承認を条件とすることなく署名すること。
(a) signature without reservation as to ratification, acceptance or approval; or
(b) 批准、受諾又は承認を条件として署名した後、批准し、受諾し又は承認すること。
(b) signature subject to ratification, acceptance or approval, followed by ratification, acceptance or approval: or
(c) 加入すること。
(c) accession.
2 批准、受諾、承認又は加入は、そのための文書を機関の事務局長に寄託することによって行う。
2 Ratification, acceptance, approval or accession shall be effected by the deposit of an instrument to that effect with the Secretary-General of the Organization.
3 批准、受諾若しくは承認を条件とすることなく条約に署名し又はこれを批准し、受諾し、承認し若しくはこれに加入した国のみが、批准、受諾若しくは承認を条件とすることなくこの議定書に署名し又はこれを批准し、受諾し、承認し若しくはこれに加入することができる。
3 The Present Protocol may be signed without reservation, ratified, accepted, approved or acceded to only by States which have signed without reservation, ratified, accepted, approved or acceded to the Convention.
第五条 効力発生
ARTICLE V Entry into force
1 この議定書は、次の条件の双方が満たされた日の後十二箇月で効力を生ずる。ただし、この議定書は、千九百九十二年二月一日前に効力を生ずることはない。
1 The present Protocol shall enter into force twelve months after the date on which both the following conditions have been met:
(a) 十五以上の国であってその商船船腹量の合計が総トン数で世界の商船船腹量の五十パーセントに相当する商船船腹量以上となる国が前条の規定に従ってこの議定書に拘束されることについての同意を表明すること。
(a) not less than fifteen States, the combined merchant fleets of which constitute not less than fifty per cent of the gross tonnage of the world's merchant shipping, have expressed their consent to be bound by it in accordance with article IV, and
(b) 千九百六十六年の満載喫水線に関する国際条約の千九百八十八年の議定書の効力発生のための条件が満たされること。
(b) the conditions for the entry into force of the Protocol of 1988 relating the the International Convention on Load Lines, 1966. have been met, provided that the present Protocol shall not enter into force before 1 February 1992.
2 この議定書の効力発生のための条件が満たされた日の後で効力発生の日前に批准書、受諾書、承認書又は加入書を寄託する国については、批准、受諾、承認又は加入は、この議定書の効力発生の日又は文書の寄託の日の後三箇月を経過した日のうちいずれか遅い日に効力を生ずる。
2 For States which have deposited an instrument of ratification, acceptance, approval or accession in respect of the present Protocol after the conditions for entry into force thereof have been met but prior to the date of entry into force, the ratification, acceptance, approval or accession shall take effect on the date of entry into force of the present Protocol or three months after the date of deposit of the instrument, whichever is the later date.
3 この議定書の効力発生の日の後に寄託される批准書、受諾書、承認書又は加入書は、寄託の日の後三箇月で効力を生ずる。
3 Any instrument of ratification, acceptance, approval or accession deposited after the date on which the present Protocol enters into farce shall take effect three months after the date of deposit.
4 この議定書の改正が次条の規定に従って受諾されたとみなされる日の後に寄託される批准書、受諾書、承認書又は加入書は、改正された議定書に係るものとみなす。
4 After the date on which an amendment to the present Protocol is deemed to have been accepted under article VI, any instrument of ratification, acceptance, approval or accession deposited shall apply to the present Protocol as amended.
第六条 改正
ARTICLE VI Amendments
条約第八条に規定されている手続は、次のことを条件として、この議定書の改正に適用する。
The procedures set out in article VIII of the Convention shall apply to amendments to the present Protocol, provided that:
(a) 条約第八条の規定において「この条約」又は「締約政府」というときは、それぞれこの議定書又はこの議定書の締約国をいうものとすること。
(a) references in that article to the Convention and to Contracting Governments shall be taken to mean references to the present Protocol and to the Parties to the present Protocol respectively
(b) この議定書のいずれかの条及び附属書の改正は、条約のいずれかの条又は附属書第一章の規定の改正に適用される手続に従って、採択され、効力を生ずるものとすること。
(b) amendments to the articles of the present Protocol and to the Annex thereto shall be adopted and brought into force in accordance with the procedure applicable to amendments to the articles of the Convention or to chapter I of the Annex thereto; and
(c) この議定書の附属書の付録の改正は、条約の附属書第一章以外の附属書の改正に適用される手続に従って、採択され、効力を生ずるものとすることができること。
(c) amendments to the appendix to the Annex to the present Protocol may be adopted and brought into force in accordance with the procedure applicable to amendments to the Annex to the Convention other than chapter I.
第七条 廃棄
ARTICLE VII Denunciation
1 締約国は、この議定書が自国について効力を生じた日から五年を経過した後は、いつでもこれを廃棄することができる。
1 The present Protocol may be denounced by any Party at the time after the expiry of five years from the date on which the present Protocol enters into force for that Party.
2 廃棄は、機関の事務局長に廃棄書を寄託することによって行う。
2 Denunciation shall be effected by the deposit of an instrument of denunciation with the Secretary-General of the Organization.
3 廃棄は、機関の事務局長による廃棄書の受領の後一年で、又は廃棄書に明記するこれよりも長い期間の後に、効力を生ずる。
3 A denunciation shall take effect one year, or such longer period as may be specified in the instrument of denunciation, after its receipt by the Secretary-General of the Organization.
4 いずれかの締約国が条約を廃棄した場合には、この議定書をも廃棄したものとみなす。このような廃棄は、条約の廃棄が条約第十一条(c)の規定に従って効力を生ずる日と同一の日に効力を生ずる。
4 A denunciation of the Convention by a Party shall be deemed to be a denunciation of the present Protocol by that Party. Such denunciation shall take effect on the same date as denunciation of the Convention takes effect according to paragraph (c) of article XI of the Convention.
第八条 寄託者
ARTICLE VIII Depositary
1 この議定書は、機関の事務局長(以下「寄託者」という。)に寄託する。
1 The present Protocol shall be deposited with the Secretary-General of the Organization (hereinafter referred to as "the depositary").
2 寄託者は、次のことを行う。
2 The depositary shall:
(a) この議定書に署名しており又は加入しているすべての国の政府に対し、次の事項を通報すること。
(a) inform the Governments of all States which have signed the present Protocol or acceded thereto of:
(i) 新たに行われた署名及び批准、受諾、承認又は加入の文書の寄託並びに署名又は寄託の日
(i) each new signature or deposit of an instrument of ratification, acceptance, approval or accession, together with the date thereof;
(ii) この議定書の効力発生の日
(ii) the date of entry into force of the present Protocol;
(iii) この議定書の廃棄書の受領及びその受領の日並びに廃棄が効力を生ずる日
(iii) the deposit of any instrument of denunciation of the present Protocol together with the date on which it was received and the date on which the denunciation takes effect;
(b) この議定書に署名し又は加入したすべての国の政府にこの議定書の認証謄本を送付すること。
(b) transmit certified true copies of the present Protocol to the Governments of all States which have signed the present Protocol or acceded thereto.
3 この議定書が効力を生じたときは、寄託者は、国際連合憲章第百二条の規定により、その認証謄本を登録及び公表のため速やかに国際連合事務局に送付する。
3 As soon as the present Protocol enters into force a certified true copy thereof shall be transmitted by the depositary to the Secretariat of the United Nations for registration and publication in accordance with Article 102 of the Charter of the United Nations.
第九条 用語
ARTICLE IX Languages
この議定書は、ひとしく正文であるアラビア語、中国語、英語、フランス語、ロシア語及びスペイン語により本書一通を作成する。イタリア語による公定訳文は、作成の上、署名済みの原本と共に寄託する。
The present Protocol is established in a single original in the Arabic, Chinese, English, French, Russian and Spanish languages, each text being equally authentic. An official translation into the Italian language shall be prepared and deposited with the signed original.

"(k) "New ship" means a ship the keel of which is laid or which is at a similar stage of construction on or after 25 May 1980."

Regulation 6 Inspection and survey
(a) 船舶の検査は、この規則の実施及びその適用の免除に関する限り、主管庁の職員が行う。主管庁は、検査をそのために指名する検査員又は主管庁の認定する団体に委託することができる。
"(a) The inspection and survey of ships, so far as regards the enforcement of the provisions of the present regulations and the granting of exemptions therefrom, shall be carried out by officers of the Administration. The Administration may, however, entrust the inspections and surveys either to surveyors nominated for the purpose or to organizations recognized by it.
(b) (a)の規定により検査を行う検査員を指名し又は団体を認定する主管庁は、指名された検査員又は認定された団体に対し少なくとも次のことを行う権限を与える。
(b) An Administration nominating surveyors or recognizing organizations to conduct inspections and surveys as set forth in paragraph (a) shall as a minimum empower any nominated surveyor or recognized organization to:

(i) require repairs to a ship:

(ii) carry out inspect ions and surveys if requested by the appropriate authorities of a port State.

The Administration shall notify the Organization of the specific responsibilities and conditions of the authority delegated to nominated surveyors or recognized organizations.
(c) 指名された検査員又は認定された団体は、船舶若しくはその設備の状態が実質的に証書の記載事項どおりでないと認める場合又は船舶若しくはその設備の状態が航行に際して船舶若しくは乗船者に危険を及ぼすと認める場合には、是正措置がとられることを速やかに確保し、及び正式に主管庁に通報する。是正措置がとられない場合には、当該証書を回収すべきである。この場合には、速やかに主管庁に通報するものとし、船舶が他の締約国の港にあるときは、寄港国の当局にも速やかに通報する。主管庁の職員、指名された検査員又は認定された団体が寄港国の当局に通報した場合には、寄港国の政府は、これらの職員、検査員又は団体に対し、この第六規則の規定に基づく義務の遂行に必要な援助を与える。寄港国の政府は、当該船舶が、船舶又は乗船者に危険を及ぼすことなしに、航行し又は修繕のため適当な場所へ向かう目的で出港することができるようになるまで、当該船舶を航行させてはならない。
(c) When a nominated surveyor or recognized organization determines that the condition of the ship or its equipment does not correspond substantially with the particulars of the certificate or is such that the ship is not fit to proceed to sea without danger to the ship, or persons on board, such surveyor or organization shall immediately ensure that corrective action is taken and shall in due course notify the Administration. If such corrective action is not taken the relevant certificate should be withdrawn and the Administration shall be notified immediately; and, if the ship is in the port of another Party, the appropriate authorities of the port State shall also be notified immediately. When an officer of the administration, a nominated surveyor or a recognized organization has notified the appropriate authorities of the port State, the Government of the port State concerned shall give such officer, surveyor or organization any necessary assistance to carry out their obligations under this regulation. When applicable, the Government of the port State concerned shall ensure that the ship shall not sail until it can proceed to sea, or leave port for the purpose of proceeding to the appropriate repair yard, without danger to the ship or persons on board.
(d) 主管庁は、あらゆる場合において、検査の完全性及び実効性を十分に保証するものとし、この義務の履行のため必要な措置をとる。
(d) In every case, the Administration shall fully guarantee the completeness and efficiency of the inspection and survey, and shall undertake to ensure the necessary arrangements to satisfy this obligation."

(a) 旅客船は、次の検査を受ける。
"(a) A passenger ship shall be subject to the surveys specified below:
(i) 船舶の就航前の最初の検査
(i) an initial survey before the ship is put in service;
(ii) この章の第十四規則(b)及び(e)から(g)までの規定が適用される場合を除くほか、十二箇月ごとに一回の更新検査
(ii) a renewal survey once every 12 months, except where regulation 14(b), (e), (f) and (g) is applicable;
(iii) 臨時の追加検査
(iii) additional surveys, as occasion arises.
(b) (a)の検査は、次のとおり行う。
(b) The surveys referred to above shall be carried out as follows:

(i) the initial survey shall include a complete inspection of the ship's structure, machinery and equipment, including the outside of the ship's bottom and the inside end outside of the boilers. This survey shell be such as to ensure that the arrangements, materials and scantlings of the structure, boilers and other pressure vessels and their appurtenances, main and auxiliary machinery, electrical installation, radio installations including Chose used in life-saving appliances, fire protection, fire safety systems and appliances, life-saving appliances and arrangements, shipborne navigational equipment, nautical publications, means of embarkation for pilots and other equipment fully comply with the requirements of the present regulations, and of the laws, decrees, orders and regulations promulgated as a result thereof by the Administration for ships of the service for which it is intended. The survey shall also be such as to ensure that the workmanship of all parts of the ship and its equipment is in all respects satisfactory, and that the ship is provided with the lights, shapes, means of making sound signals and distress signals as required by the provisions of the present regulations and the International Regulations for Preventing Collisions at Sea in force;
(ii) 更新検査においては、船底の外部を含む船体、ボイラーその他の圧力容器、機関及び設備の検査を行う。この更新検査は、船舶が、船体、ボイラーその他の圧力容器及びその附属品、主機関、補助機関、電気設備、無線設備(救命設備において使用するものを含む。)、防火設備、消防設備、救命設備、船舶に備える航行設備、航海用刊行物、水先人用乗船設備その他の設備について満足な状態にありかつその予定された用途に適合すること並びにこの規則及びこの規則に基づいて主管庁が制定する法令に適合することを確保するものでなければならない。船舶に備える灯火、形象物並びに音響信号及び遭難信号の装置もまた、この規則及び現行の海上における衝突の予防のための国際規則に適合することを確保するため、検査を受けるものとする。
(ii) the renewal survey shall include an inspection of the structure, boilers and other pressure vessels, machinery and equipment, including the outside of the ship's bottom. The survey shall be such as to ensure that the ship, as regards the structure, boilers and other pressure vessels and their appurtenances, main and auxiliary machinery, electrical installation, radio installations including chose used in life-saving appliances, fire protection, fire safety systems and appliances, life-saving appliances and arrangements, shipborne navigational equipment, nautical publications, means of embarkation for pilots and other equipment is in satisfactory condition and is fit for the service for which it is intended, and that it complies with the requirements of the present regulations and of the laws, decrees, orders and regulations promulgated as a result thereof by the Administration. The lights, shapes, means of making sound signals and distress signals carried by the ship shall also be subject to the above-mentioned survey for the purpose of ensuring that they comply with the requirements of the present regulations and of the International Regulations for Preventing Collisions at Sea in force;
(iii) この章の第十一規則に規定する調査の結果に基づき修繕が行われた場合又は重大な修繕若しくは取替えが行われた場合には、状況に応じ、全般的又は部分的な追加検査を行う。この追加検査は、必要な修繕又は取替えが実効的に行われたことを確認するとともに、その修繕又は取替えの材料及び工作がすベての点において満足なものであること並びに船舶がすべての点においてこの規則及び現行の海上における衝突の予防のための国際規則並びにこれらに基づいて主管庁が制定する法令に適合することを確保するものでなければならない。
(iii) an additional survey either general or poetical, according to the circumstances, Shall be made after a repair resulting from investigations prescribed in regulation 11, or whenever any important repairs or renewals are made. The survey shall be such as to ensure that the necessary repairs or renewals have been effectively made, that the material and workmanship of such repairs or renewals are in all respects satisfactory, and that the ship complies in all respects with the provisions of the present regulations end of the International Regulations for Preventing Collisions at See in force, and of the laws, decrees, orders and regulations promulgated as a result thereof by the Administration.
(c) (i) (b)の法令は、人命の安全の見地から、船舶がその予定された用途に適合することをすべての点において確保するためのものでなければならない。
(c) (i) the laws, decrees, orders and regulations referred to in paragraph (b) of this regulation shall be in all respects such as to ensure that, from the point of view of safety of life, the ship is fit for the service for which it is intended;

(ii) they shall among other things prescribe the requirements to be observed as to the initial and subsequent hydraulic or other acceptable alternative tests to which the main and auxiliary boilers, connections, steam pipes, high pressure receivers and fuel tanks for internal combustion engines are to be submitted including the test Procedures to be followed and the intervals between two consecutive tests."
第八規則 貨物船の救命設備その他の設備の検査
Regulation 8 Surveys of life-saving appliances and other equipment of cargo ships

Regulation 8 Surveys of life-saving appliances and other equipment of cargo ships
(a) 総トン数五百トン以上の貨物船の救命設備その他の設備で(b)(i)に定めるものは、次の検査を受ける。
"(a) The life-saving appliances and other equipment of cargo ships of 500 tons gross tonnage and upwards as referred to in paragraph (b)(i) shall be subject to the surveys specified below:
(i) 船舶の就航前の最初の検査
(i) an initial survey before the ship is put in service
(ii) この章の第十四規則(b)及び(e)から(g)までの規定が適用される場合を除くほか、主管庁の定める五年を超えない間隔で行う更新検査
(ii) a renewal survey at intervals specified by the Administration but not exceeding 5 years, except where regulation 14(b), (e), (f) and (g) is applicable;
(iii) 貨物船安全設備証書の二回目の検査基準日の前後三箇月以内若しくは三回目の検査基準日の前後三箇月以内に行う定期的検査。この定期的検査については、(a)(iv)に定める年次検査の一に代えて行う。
(iii) a periodical survey within three months before or after the second anniversary date or within three months before or after the third anniversary date of the Cargo Ship Safety Equipment Certificate which shall take the place of one of the annual surveys specified in paragraph (a) (iv);
(iv) 貨物船安全設備証書の検査基準日の前後三箇月以内に行う年次検査
(iv) an annual survey within 3 months before or after each anniversary date of the Cargo Ship Safety Equipment Certificate;
(v) この章の第七規則(b)(iii)において旅客船について定めるところに準ずる追加検査
(v) an additional survey as prescribed for passenger ships in regulation 7(b) (iii).
(b) (a)の検査は、次のとおり行う。
(b) The surveys referred to in paragraph (a) shall be carried out as follows:
(i) 最初の検査においては、消防設備、救命設備(無線設備を除く。)、船舶に備える航行設備、水先人用乗船設備並びに次章から第三章まで及び第五章の規定が適用されるその他の設備がこの規則に適合し、満足な状態にあり、かつ、船舶の予定された用途に適合することを確保するため、これらの設備についての完全な検査を行う。火災制御図、航海用刊行物、灯火、形象物並びに音響信号及び遭難信号の装置もまた、この規則及び現行の海上における衝突の予防のための国際規則(適用がある場合)に適合することを確保するため、検査を受けるものとする。
(i) the initial survey shall include a complete inspection of the fire safety systems and appliances, 1ife-saving appliances and arrangements except radio installations, the shipborne navigational equipment, means of embarkation for pilots and other equipment to which chapters II-1, II-2, III and V apply to ensure that they comply with the requirements of the present regulations, are in satisfactory condition and are fit for the service for which the ship is intended. The fire control plans, nautical publications, lights, shapes, means of making sound signals and distress signals shall also be subject to the above-mentioned survey for the purpose of ensuring that they comply with the requirements of the present regulations and. where applicable, the International Regulations for Preventing Collisions at Sea in force;
(ii) 更新検査及び定期的検査においては、(b)(i)の設備がこの規則及び現行の海上における衝突の予防のための国際規則の関係規定に適合し、満足な状態にあり、かつ、船舶の予定された用途に適合することを確保するため、これらの設備の検査を行う。
(ii) the renewal and periodical surveys shall include an inspect ion of the equipment referred to in paragraph (b) (i) to ensure that it complies with the relevant requirements of the present regulations and the International Regulations for Preventing Collisions at Sea in force, is in satisfactory condition and is fit for the service for which the ship is intended;
(iii) 年次検査においては、(b)(i)の設備がこの章の第十一規則(a)の規定に従つて維持され、かつ、船舶の予定された用途に適合することを確保するため、これらの設備についての一般的な検査を行う。
(iii) the annual survey shall include a general inspection of the equipment referred to in paragraph (b) (i) to ensure that it has been maintained in accordance with regulation 11(a) and that it remains satisfactory for the service for which the ship is intended.
(c) (a)(iii)及び(iv)に定める定期的検査及び年次検査を行つた場合には、貨物船安全設備証書に裏書する。
(c) The periodical and annual surveys referred to in paragraphs (a) (iii) and (a)(iv) shall be endorsed on the Cargo Ship Safety Equipment Certificate."
第九規則 貨物船の無線設備及びレーダーの検査

"(a) The radio installations, including those used in life-saving appliances, of cargo ships to which chapters III and IV apply shall be subject to the surveys specified below:

第十規則 貨物船の船体、機関及び設備の検査

(a) 貨物船の船体、機関及び設備で(b)(i)に定めるもの(貨物船安全設備証書及び貨物船安全無線証書に含まれる事項を除く。)は、次の検査を受ける。
"(a) The structure, machinery and equipment (other than items in respect of which a Cargo Ship Safety Equipment Certificate and a Cargo Ship Safety Radio Certificate are issued) of a cargo ship as referred to in paragraph (b) (i) shall be subject to the surveys and inspections specified below:
(i) 船舶の就航前の最初の検査(船底の外部の検査を含む。)
(i) an initial survey including an inspection of the outside of the ship's bottom before the 8hip is put in service;
(ii) この章の第十四規則(b)及び(e)から(g)までの規定が適用される場合を除くほか、主管庁の定める五年を超えない間隔で行う更新検査
(ii) a renewal survey at intervals specified by the Administration but not exceeding 5 years, except where regulation 14(b), (e), (f) and (g) is applicable;
(iii) 貨物船安全構造証書の二回目の検査基準日の前後三箇月以内若しくは三回目の検査基準日の前後三箇月以内に行う中間検査。この検査については、(a)(iv)に定める年次検査の一に代えて行う。
(iii) an intermediate survey within three months before or after the second anniversary date or within three months before or after the third anniversary date of the Cargo Ship Safety Construction Certificate, which shall take the p1ace of one of the annual surveys specified in paragraph (a) (iv);

(iv) an annual survey within 3 months before or after each anniversary date of the Cargo Ship Safety Construction Certificate;
(v) この章の第十四規則(e)及び(f)の規定が適用される場合を除くほか、いかなる五年間においても少なくとも二回の船底の外部の検査。この章の第十四規則(e)及び(f)の規定が適用される場合には、延長された証書の有効期間に一致させてこの五年間の期間を延長することができる。ただし、いかなる場合にもこの船底の外部の検査の間隔は三十六箇月を超えないものとする。
(v) a minimum of two inspections of the outside of the ship's bottom during any five year period, except where regulation 14(e) or (f) is applicable. Where regulation 14(e) or (f) is applicable, this five year period may be extended to coincide with the extended period of validity of the certificate. In all cases the interval between any two such inspections shall not exceed 36 months;
(vi) この章の第七規則(b)(iii)において旅客船について定めるところに準する追加検査

(i) the initial survey shall include a complete inspection of the structure, machinery and equipment. This survey shall be such as to ensure chat the arrangements, materials, scantlings and workmanship at the structure, boilers and other pressure vessels, the it appurtenances, main and auxiliary machinery including steering gear and associated control, systems, electrical installation and other equipment comply with the requirements of the present regulations, are in sat is factory condition and are fit for the service for which the ship is intended and that the required stability information is provided. In the case of tankers such a survey shall also include an inspection of the pump-rooms, cargo, bunker and ventilation piping systems and associated safety devices;
(ii) 更新於査においては、(b)(i)の船体、機関及び設備がこの規則に適合し、満足な状態にあり、かつ、船舶の予定された用途に適合することを確保するため、これらの検査を行う。
(ii) the renewal survey shall include an inspection of the structure, machinery and equipment as referred to in paragraph (b) (i) to ensure that they comply with the requirements of the present regulations, are in satisfactory condition and are fit for the service for which the ship is intended;
(iii) 中間検査においては、船体、ボイラーその他の圧力容器、機関及び設備、操舵装置及びその制御装置並びに電気設備が船舶の予定された用途に適合することを確保するため、これらの検査を行う。この検査には、タンカーについては、ポンプ室、貨物油用、燃料油用及び通気用の配管系統並びにそれらの安全装置の検査並びに危険場所の電気設備の絶縁抵抗試験を含める。
(iii) the intermediate survey shall include an inspection of the structure, boilers and other pressure vessels, machinery and equipment, the steering gear and the associated control systems and electrical installations to ensure that they remain satisfactory for the service for which the ship is intended. In the case of tankers, the survey shall also include an inspection of the pump-rooms, cargo, bunker and ventilation piping systems and associated safety devices and the testing of insulation resistance of electrical installations in dangerous zones;
(iv) 年次検査においては、(b)(i)の船体、機関及び設備がこの章の第十一規則(a)の規定に従つて維持され、かつ、船舶の予定された用途に適合することを確保するため、これらについての一般的な検査を行う。
(iv) the annual survey shall include a general inspection of the structure, machinery and equipment referred to in paragraph (b) (i), to ensure that they have been maintained in accordance with regulation 11(a) and that they remain satisfactory for the service for which the ship is intended;
(v) 船底の外部の検査及びこれと同時に行う関係項目の検査は、これらが船舶の予定された用途に適合することを確保するものでなければならない。
(v) the inspection of the outside or the ship's bottom and the survey of related items inspected at the same time shall be such as to ensure that they remain satisfactory for the service far which the ship is intended.
(c) (a)(iii)から(v)までに定める中間検査、年次検査及び船底の外部の検査を行つた場合には、貨物船安全構造証書に裏書する。
(c) The intermediate and annual surveys and the inspections of the outside of the ship's bottom referred to in paragraphs (a)(iii), (a) (iv) and (a) (v) shall be endorsed on the Cargo Ship Safety Construction Certificate ."
第十一規則 検査後における状態の維持

Regulation 11 Maintenance of conditions after survey
(a) 船舶及びその設備の状態は、船舶が船舶又は乗船者に危険を及ぽすことなく航行し得ることを確保するため、すべての点においてこの規則に適合するように維持する。
"(a) The condition of the ship and its equipment shall be maintained to conform with the provisions of the present regulations to ensure that the ship in all respects will remain fit to proceed to sea without danger to the ship or persons on board.
(b) この章の第七規則から第十規則までの規定に基づく船舶の検査の完了後は、主管庁の許可を受けない限り、検査の対象となる構造配置、機関、設備等の変更を行つてはならない。
(b) After any survey of the ship under regulations 7, 8, 9 or 10 has been completed, no change shall be made in the structural arrangements, machinery, equipment and other items covered by the survey, without the sanction of the Administration.
(c) 船舶に事故が生じた場合又は船舶に欠陥が発見された場合において、船舶の安全性又は救命設備その他の設備の実効性若しくは安全性に影響するときは、当該船舶の船長又は所有者は、できる限り速やかに関係証書の発給について責任を有する主管庁、指名された検査員又は認定された団体に報告するものとし、報告を受けた者は、この章の第七規則から第十規則までの規定により要求される検査が必要であるかどうかを決定するための調査を開始する。当該船舶が他の締約政府の港にある場合には、当該船舶の船長又は所有者は、当該他の締約政府の当局にも速やかに報告するものとし、指名された検査員又は認定された団体は、この報告が行われたことを確認する。
(c) Whenever an accident occurs to a ship or e defect is discovered, either of which affects the safety of the ship or the efficiency or completeness of its life-saving appliances or other equipment, the master or owner of the ship shall report at the earliest opportunity to the Administration, the nominated surveyor or recognized organization responsible for issuing the relevant certificate, who shall cause investigations to be initiated to determine whether a survey, as required by regulations 7, 8, 9 or 10, is necessary. If the ship is in a port of another Contracting Government, the master or owner shall also report immediately to the appropriate authorities of the port State and the nominated surveyor or recognized organization shall ascertain that such a report has been made."

(ii) a certificate called a Cargo Ship Safety Construction Certificate shall be issued after an initial or renewal survey to a cargo ship which complies with the relevant requirements of chapters II-1 and II-2 (other than those relating to fire safety systems and appliances and fire control plans) and any other relevant requirements of the present regulations;
(iii) 次章から第三章まで及び第五章の関係規定その他この規則の関係規定に適合する貨物船に対し、最初の検査又は更新検査の後に貨物船安全設備証書と称する証書を発給する。

(iv) a certificate called a Cargo Ship Safety Radio Certificate shall be issued after an initial or renewal survey to a cargo ship which complies with the relevant requirements of chapter IV and any other relevant requirements of the pre sent regulations;
(v) (1) 次章から第五章までの関係規定その他この規則の関係規定に適合する貨物船に対し、最初の検査又は更新検査の後に、(a)(ii)から(iv)までに規定する証書の代わりに貨物船安全証書と称する証書を発給することができる。
(v) (1) a certificate called a Cargo Ship Safety Certificate may be issued after an initial or renewal survey to a cargo ship which complies with the relevant requirements of chapters II-1, II-2, III, IV and V and any other relevant requirements of the present regulations, as an alternative to the certificates referred to in paragraph (a)(ii), (a)(iii) and (a)(iv);
(2) 貨物船安全証書が貨物船安全構造証書、貨物船安全設備証書及び貨物船安全無線証書の代わりに使用される場合には、この章の貨物船安全構造証書、貨物船安全設備証書及び貨物船安全無線証書に係る規定を貨物船安全証書について準用する。
(2) whenever in this chapter reference is made to a Cargo Ship Safety Construction Certificate, Cargo Ship Safety Equipment Certificate or Cargo Ship Safety Radio Certificate, it shall apply to a Cargo Ship Safety Certificate, if it is used as an alternative to these certificates.
(vi) (a)(i)及び(iii)から(v)までに規定する旅客船安全証書、貨物船安全設備証書、貨物船安全無線証書及び貨物船安全証書は、設備の記録によつて補足される。
(vi) the Passenger Ship Safely Certificate, the Cargo Ship Safety Equipment Certificate, the Cargo Ship Safety Radio Certificate end the Cargo Ship Safety Certificate, referred to in subparagraphs (i), (iii), (iv) and (v), shall be supplemented by a Record of Equipment;
(vii) この規則により船舶に免除を認める場合には、(a)(i)から(v)までに規定する証書のほかに、免除証書と称する証書を発給する。
(vii) when an exemption is granted to a ship under and in accordance with the provisions of the present regulations a certificate celled an Exemption Certificate shall be issued in addition to the certificates prescribed in this paragraph;
(viii) この規則に定める証書は、主管庁又は主管庁から権限を与えられた者若しくは団体が発給し又は裏書する。いずれの場合においても、証書については、主管庁が全責任を負う。
(viii) the certificates referred to in this regulation shall be issued or endorsed either by the Administration or by any person or organization authorised by it. In every case, that Administration assumes full responsibility for the certificates.
(b) 締約政府は、この規則が自己について効力を生じた日の後は、千九百六十年の海上における人命の安全のための国際条約、千九百四十八年の海上における人命の安全のための国際条約又は千九百二十九年の海上における人命の安全のための国際条約に基づいて証書を発給してはならない。
(b) A Contracting Government shall not issue certificates under, and in accordance with, the provisions of the International Convent ion for the Safety of Life at Sea, 1960, 1948 or 1929, after the date on which acceptance of the present Convention by the Government takes effect."
第十三規則 他の政府による証書の発給

締約政府は、主管庁の要請があつたときは、船舶に検査を受けさせることができるものとし、この規則の規定に適合していると認めるときは、この規則に基づいて、当該船舶に対し証書を発給するか若しくは証書の発給を認め又は船舶の証書に裏書するか若しくは証書の裏書を認める。このようにして発給する証書には、その証書が船舶の旗国の政府の要請に基づいて発給される旨を記載する。その証書は、この章の第十二規則の規定に基づいて発給される証書と同一のものとみなされ、同一の効力を有する。
"A Contracting Government may, at the request of the Administration, cause a ship to be surveyed and, if satisfied that the requirements of the present regulations are complied with, shall issue or authorize the issue of certificates to the ship and, where appropriate, endorse or authorize the endorsement of certificates on the ship in accordance with the present regulations. Any certificate so issued shall contain a statement to the effect that it has been issued at the request of the Government of the State the flag of which the ship is and it shall have the same force and receive the same certificate issued under regulation 12."

(a) 旅客船安全証書は、十二箇月を超えない期間について発給する。貨物船安全構造証書、貨物船安全設備証書及び貨物船安全無線証書は、主管庁の定める五年を超えない期間について発給する。免除証書は、関連する証書の有効期間を超える期間について効力を有することはない。
"(a) A Passenger Ship Safety Certificate shall be issued for a period not exceeding 12 months. A Cargo Ship Safety Construction Certificate, Cargo Ship Safety Equipment Certificate and Cargo Ship Safety Radio Certificate shall be issued for a period specified by the Administration which shall not exceed five years. An Exemption Certificate shall not be valid for longer than the period of the certificate to which it refers.
(b) (i) 更新検査が証書の有効期間の満了の日前三箇月以内に完了する場合には、(a)の規定にかかわらず、新証書は、当該検査の完了の日から次に定める日までの期間効力を有する。
(b) (i) notwithstanding the requirements of paragraph (a), when the renewal survey is completed within three months before the expiry date of the existing certificate, the new certificate shall be valid from the date of completion of the renewal survey to:
(1) 旅客船については、当該満了の日から十二箇月を超えない日
(1) for a passenger ship, a date not exceeding 12 months from the date of expiry of the existing certificate;
(2) 貨物船については、当該満了の日から五年を超えない日
(2) for a cargo ship, date not exceeding five years from the date of expiry of the existing certificate;
(ii) 更新検査が証書の有効期間の満了の日の後に完了する場合には、新証書は、当該検査の完了の日から次に定める日までの期間効力を有する。
(ii) when the renewal survey is completed after the expiry date of the existing certificate, the new certificate shall be valid from the date of completion of the renewal survey to:
(1) 旅客船については、当該満了の日から十二箇月を超えない日
(1) for a passenger ship, date not exceeding 12 months from the date of expiry of the existing certificate;
(2) 貨物船については、当該満了の日から五年を超えない日
(2) far a cargo ship, a date not exceeding five years from the date of expiry of the existing certificate;
(iii) 更新検査が証書の有効期間の満了の日前三箇月の日前に完了する場合には、新証書は、当該検査の完了の日から次に定める日までの期間効力を有する。
(iii) when the renewal survey is completed more than three months before the expiry date of the existing certificate, the new certificate shall be valid from the date of completion of the renewal survey to:
(1) 旅客船については、当該検査の完了の日から十二箇月を超えない日
(1) for a passenger ship, a date not exceeding 12 months from the date of completion of the renewal survey;
(2) 貨物船については、当該検査の完了の日から五年を超えない日
(2) for a cargo ship, a date not exceeding five years from the date of completion of the renewal survey.
(c) 旅客船安全証書以外の証書が五年未満の期間について発給される場合には、主管庁は、証書の有効期間を当初の満了の日を超えて(a)に定める最長の期間まで延長することができる。ただし、この章の第八規則から第十規則までに規定する検査であつて証書が五年の期間について発給される場合に適用されるものが適宜行われることを条件とする。
(c) If a certificate other than a Passenger Ship Safety Certificate is issued for a period of less than five years, the Administration may extend the validity of the certificate beyond the expiry date to the maximum period specified in paragraph (a), provided that the surveys referred to in regulations 8, 9 and 10 applicable when a certificate
(d) 更新検査が完了した場合において、証書の有効期間の満了の日前に新証書を発給すること又は船舶に備えることができないときはヽ主管庁により権限を与えられた者又は団体は、証書に裏書することができるものとし、その証書は、当該満了の日からさらに五箇月を超えない期間について効力を有するものとする。
(d) If a renewal survey has been completed and a new certificate cannot be issued or placed on board the ship before the expiry date of the existing certificate, the person or organization authorized by the Administration may endorse the existing certificate and such a certificate shall be accepted as valid for a further period which shall not exceed 5 months from the expiry date.
(e) 証書の有効期間の満了の時に船舶がその検査がされる予定の港にない場合には、主管庁は、証書の有効期間を延長することができる。ただし、延長は、船舶がその検査がされる予定の港への航海を完了することができるようにするためにのみ、しかもそれが適当かつ合理的であると認められる場合に限り、許可される。証書の有効期間の延長は、三箇月を超えて行うことはできない。有効期間の延長を許可された証書を備える船舶は、その検査がされる予定の港に到着したときは、新証書の発給を受けない限り、当該延長によつては、その港を離れることができない。更新検査が完了したときは、新証書は、次に定める日まで効力を有する。
(e) If a ship at the time when a certificate expires is not in a port in which it is to be surveyed, the Administration may extend the period of validity of the certificate but this extension shall be granted only for the purpose of allowing the ship to complete its voyage to the port in which it is to be surveyed, and then only in cases where it appears proper and reasonable to do so. No certificate shall be extended for a period longer than three months, and a ship to which an extension is granted shall not, on its arrival in the port in which it is to be surveyed, be entitled by virtue of such extension to leave that port without having a new certificate. When the renewal survey is completed, the new certificate shall be valid to:
(i) 旅客船については、延長を許可される前の証書の有効期間の満了の日から十二箇月を超えない日
(i) for a passenger ship, date not exceeding 12 months from the date of expiry of the existing certificate before the extension was granted;
(ii) 貨物船については、延長を許可される前の証書の有効期間の満了の日から五年を超えない日
(ii) for a cargo ship, date not exceeding 5 years from the date of expiry of the existing certificate before the extension was granted.
(f) 短航海に従事する船舶に発給された証書であつて、(c)から(e)までの規定による有効期間の延長がされていないものについては、主管庁は、記載された有効期間の満了の日から一箇月以内の猶予期間を認めることができる。更新検査が完了したときは、新証書は、次に定める日まで効力を有する。
(f) A certificate issued to a ship engaged on short voyages which has not been extended under the foregoing provisions of this regulation may be extended by the Administration for a period of grace of up to one month from the date of expiry stated on it. When the renewal survey is completed, the new certificate shall be valid to:
(i) 旅客船については、延長を許可される前の証書の有効期間の満了の日から十二箇月を超えない日
(i) for a passenger ship, a date not exceeding 12 months from the date of expiry of the existing certificate before the extension was granted;
(ii) 貨物船については、延長を許可される前の証書の有効期間の満了の日から五年を超えない日
(ii) for a cargo ship, a date not exceeding 5 years from the date of expiry of the existing certificate before the extension was granted.
(g) 主管庁が定める特別な状況においては、(b)(ⅱ)、(e)又は(f)に規定する証書の有効期間の満了の日から起算することによつて新証書の有効期間を定めることを要しない。この特別な状況において、新証書は、次に定める日まで効力を有する。
(g) In special circumstances, as determined by the Administration, a new certificate need not be dated from the date of expiry of the existing certificate as required by paragraphs (b)(ii), (e) or (f). In these special circumstances, the new certificate shall be valid to:
(i) 旅客船については、更新検査の完了の日から十二箇月を超えない日
(i) for a passenger ship, a date not exceeding 12 months from the date of completion of the renewal survey;
(ii) 貨物船については、更新検査の完了の日から五年を超えない日
(ii) for a cargo ship, a date not exceeding five years from the date of completion of the renewal survey.
(h) 年次検査、中間検査又は定期的検査が関係規則に規定される期間前に完了する場合には、次の規定を適用する。
(h) If an annual, intermediate or periodical survey is completed before the period specified in the relevant regulations then:
(i) 証書に示された検査基準日については、裏書することにより、検査の完了の日の後三箇月を超えない日に相当する日に改める。
(i) the anniversary date shown on the relevant certificate shall be amended by endorsement to a date which shall not be more than three months later than the date on which the survey was completed;
(ii) 関係規則により要求されるその後の年次検査、中間検査又は定期的検査については、新たな検査基準日を用いることによつて当該規則に規定する間隔で完了するものとする。
(ii) the subsequent annual, intermediate or periodical, survey required by the relevant regulations shall be completed at the intervals prescribed by these regulations using the new anniversary date;
(iii) 証書の有効期間の満了の日については、関係規則に規定する検査の最大の間隔を超えないように一以上の年次検査、中間検査又は定期的検査が適宜行われることを条件として、変更しないでおくことができる。
(iii) the expiry date may remain unchanged provided one or more annual, intermediate or periodical surveys, as appropriate, are carried out so that the maximum intervals between the surveys prescribed by the relevant regulations are not exceeded.
(i) この章の第十二規則又は第十三規則の規定に基づいて発給された証書は、次のいずれかの場合には、効力を失う。
(i) A certificate issued under regulation 12 or 13 shall cease to be valid in any of the following cases:
(i) この章の第七規則(a)、第八規則(a)、第九規則(a)及び第十規則(a)に規定する期間内に検査が完了しない場合
(i) if the relevant surveys and inspections are not completed within the periods specified under regulations 7(a), 8(a), 9(a) and 10(a);
(ii) 証書がこの規則に従つて裏書されない場合
(ii) if the certificate is not endorsed in accordance with the present regulations;
(iii) 船舶がその移転により他の国を旗国とすることとなる場合。新しい証書は、これを発給する政府が当該船舶がこの章の第十一規則(a)及び(b)の規定に適合していると認めた場合にのみ、発給される。締約政府の間において船舶が移転された場合には、当該船舶の移転前の旗国の政府は、移転後三箇月以内に要請を受けたときは、できる限り速やかに、移転前に当該船舶が有していた証書の写し及び入手可能なときは関係検査報告書の写しを主管庁に送付する。
(iii) upon transfer of the ship to the flag of another State. A new certificate shall only be issued when the Government issuing the new certificate is fully satisfied that the ship is in compliance with the requirements of regulation 11(a) and (b). In the case of a transfer between Contracting Governments, if requested within three months after the transfer has taken place, the Government of the State whose flag the ship was formerly entitled to fly shall, as soon as possible, transmit to the Administration copies of the certificates carried by the ship before the transfer and. if available, copies of the relevant survey reports."

(a) 船舶は、他の締約政府の港において、この章の第十二規則又は第十三規則の規定に基づいて発給された証書が有効であることを確認するためのものである限り、当該他の締約政府から正当に権限を与えられた職員の行う監督に服する。
"(a) Every ship when in a port of another Contracting Government is subject to control by officers duly authorized by such Government in so far as this control is directed towards verifying that the certificates issued under regulation 12 or regulation 13 are valid.
(b) 証書は、有効なものである限り、認容される。ただし、船舶又はその設備の状態が実質的に証書の記載事項どおりでないと認める明確な根拠がある場合並びに船舶又はその設備がこの章の第十一規則(a)及び(b)の規定に適合しないと認める明確な根拠がある場合は、この限りでない。
(b) Such certificates, if valid, shall be accepted unless there are clear grounds for believing that the condition of the ship or of its equipment does not correspond substantially with the particulars of any of the certificates or that the ship and its equipment are not in compliance with the provisions of regulation 11(a) and (b).
(c) (b)に規定する場合、証書の有効期間が満了した場合及び証書が効力を失つた場合には、監督を行う職員は、当該船舶が、船舶若しくは乗船者に危険を及ぼすことなしに、航行し又は修繕のため適当な場所へ向かう目的で出港することができるようになるまで、当該船舶を航行させないための措置をとる。
(c) In the circumstances given in paragraph (b) or where a certificate has expired or ceased to be valid, the officer carrying out the control shall take steps to ensure that the ship shall not sail until it can proceed to sea or leave the port for the purpose of proceeding to the appropriate repair yard without danger to the ship or persons on board.
(d) 監督が何らかの干渉を伴うこととなる場合には、当該監督を行う職員は、当該船舶の旗国の領事又は領事が駐在していないときは最寄りのその旗国の外交代表に対し、干渉を必要と認める事情を直ちに書面で通報する。更に、当該証書の発給について責任を有する指名された検査員又は認定された団体に対しても、同様に通報する。干渉に係る事実は、機関に報告する。
(d) In the event of this control giving rise to an intervention of any kind, the officer carrying out the control shall forthwith inform, in writing, the Consul or, in his absence, the nearest diplomatic representative of the State whose flag the ship is entitled to fly of all the circumstances in which intervention was deemed necessary. In addition, nominated surveyors or recognized organizations responsible for the issue of the certificates shall also be notified. The facts concerning the intervention shall be reported to the Organization.
(e) 船舶の寄港国の当局は、(c)及び(d)に規定する措置をとることができない場合又は当該船舶が次の寄港地へ航行することを認める場合には、(d)に規定する旗国の関係者のほかに、次の寄港地の当局に対し、当該船舶についての関連情報を通報する。
(e) The port State authority concerned shall notify all relevant information about the ship to the authorities of the next port of call, in addition to parties mentioned in paragraph (d), if it is unable to take action as specified in paragraphs (c) and (d) or if the ship has been allowed to proceed to the next port of call.
(f) この第十九規則の規定により監督を行う場合には、船舶を不当に抑留し又はその出航を不当に遅らすことのないように、可能なあらゆる努力を払う。船舶は、不当に抑留され又はその出航を不当に遅らされた場合には、被つた損失及び損害の賠償を受ける権利を有する。
(f) When exercising control under this regulation all possible efforts shall be made to avoid a ship being unduly detained or delayed. If a ship is thereby unduly detained or delayed it shall be entitled to compensation for any loss or damage suffered."
