ARRANGEMENT CONCERNING APPLICATION OF THE SPACE STATION INTERGOVERNMENTAL AGREEMENT PENDING ITS ENTRY INTO FORCE
1 この取極の締約国は、すべて、千九百八十八年九月二十九日にワシントンにおいて作成された常時有人の民生用宇宙基地の詳細設計、開発、運用及び利用における協力に関するアメリカ合衆国政府、欧州宇宙機関の加盟国政府、日本国政府及びカナダ政府の間の協定(以下「宇宙基地協定」という。)の署名国である。
1. The Parties to this Arrangement are all signatories to the Agreement among the Government of the United States of America, Governments of Member States of the European Space Agency, the Government of Japan, and the Government of Canada on Cooperation in the Detailed Design, Development, Operation, and Utilization of the Permanently Manned Civil Space Station, done at Washington on September 29, 1988 ("the Space Station Agreement").
2 宇宙基地協定は、その規定に従い、合衆国及び他の一の参加主体が批准書、受諾書又は承認書を寄託した日に効力を生ずる。宇宙基地協定は、その効力発生の後、一の参加主体についてその批准書、受諾書、承認書又は加入書の寄託の日に効力を生ずる。これらの規定の適用上、欧州参加主体は、欧州宇宙機関コロンバス開発計画に対する寄与の合計の八十パーセント以上の寄与を行う少なくとも四の欧州の署名国又は加入国から批准書、受諾書、承認書又は加入書を寄託者が受領した時に、その批准書、受諾書、承認書又は加入書を寄託したものとみなされる。
2. In accordance with its terms, the Space Station Agreement will enter into force on the date on which the United States and one other Partner have deposited instruments of ratification, acceptance, or approval. Thereafter, the Space Station Agreement will enter into force for a Partner upon the deposit of that Partner's instrument of ratification, acceptance, approval, or accession. For these purposes, the European Partner will be considered to have deposited its instrument of ratification, acceptance, approval, or accession when the Depositary has received instruments of ratification, acceptance, approval, or accession from at least four European signatory or acceding States that together contribute not less than 80 per cent to the Columbus Development Programme of the European Space Agency.
3 この取極の締約国は、各締約国が宇宙基地協定への加入又はこれの批准、受諾若しくは承認の前に必要なすべての国内手続を完了するまでの間、同協定に定める協力を可能な最大限度まで遂行することを希望する。
3. The Parties to this Arrangement desire to pursue cooperation as provided in the Space Station Agreement to the fullest possible extent, pending completion by each of them of all domestic actions required prior to accession to, or ratification, acceptance, or approval of the Space Station Agreement.
4 よって、この取極の締約国は、宇宙基地協定が各締約国について効力を生ずるまでの間、同協定の規定を自国の国内法令に従い可能な最大限度まで遵守することを約束する。
4. The Parties to this Arrangement therefore undertake, to the fullest extent possible consistent with their domestic laws and regulations, to abide by the terms of the Space Station Agreement until it enters into force with respect to each of them.
5 更に、この取極の締約国は、航空宇宙局が宇宙基地協定第四条２の規定に従い欧州宇宙機関、カナダ科学技術省及び日本国政府との間で、それぞれ、常時有人の民生用宇宙基地の詳細設計、開発、運用及び利用における協力に関する了解覚書をできる限り速やかに締結することを認識し、及び約束する。
5. The Parties to this Arrangement further recognize and undertake that, pursuant to Article 4.2 of the Space Station Agreement, the National Aeronautics and Space Administration will conclude Memoranda of Understanding on Cooperation in the Detailed Design, Development, Operation, and Utilization of the Permanently Manned Civil Space Station with the European Space Agency, with the Ministry of State for Science and Technology of Canada, and with the Government of Japan, respectively, as soon as possible.
6 締約国は、他の締約国に対し六十日前に書面による通告を行うことにより、この取極から脱退することができる。
6. A Party may withdraw from this Arrangement upon sixty days' written notice to the other Parties.
7 この取極は、署名によって効力を生ずる。その後、宇宙基地協定の署名国による加入は、宇宙基地協定の寄託者への加入書の寄託によって効力を生ずる。
7. This Arrangement will be effective upon signature. Thereafter, accession by a signatory to the Space Station Agreement will be effective upon the deposit of its instrument of accession with the Depositary for the Space Station Agreement.
