Tokyo, August 23, 1988
書簡をもつて啓上いたします。本大臣は、千九百五十四年三月八日に東京で署名された日本国とアメリカ合衆国との間の相互防衛援助協定に言及する光栄を有します。
Excellency, I have the honor to refer to the Mutual Defense Assistance Agreement between Japan and the United States of heroic signed at Tokyo on March 8, 1954.
同協定第七条2は、日本国政府が、同協定の実施に関連するアメリカ合衆国政府の行政事務費及びこれに関連がある経費として、アメリカ合衆国政府に随時円資金を提供すべきことを定めています。
Article VII, paragraph 2 of the Agreement provides that the Government of Japan will make available, from time to time, to the Government of the United States of America funds in yen for the administrative and related expenses of the latter Government in connection with carrying out the Agreement
また、同協定附属書G3は、日本の毎会計年度において日本国政府が提供すべき金銭負担としての日本円の価額については、同政府が使用に供する金銭以外のものによる負担を考慮に入れた上、両政府の間で合意すぺきことを定めています。
Paragraph 3 of Annex G of the Agreement provides that, in consideration of the con-tributions in kind to be made available by the Government of Japan, the amount of yen to be made available as a cash contribution by the Government of Japan for any Japanese fiscal year shall be as agreed upon between the two Governments.
よつて、本大臣は、日本国の昭和六十三会計年度における前記の金銭負担の額に関し、次の取極を日本国政府に代わつて提案する光栄を有します。
Accordingly, I have the honor to propose on behalf of the Government of Japan the following arrangements concerning the amount of the cash contribution referred to above for the Japanese fiscal year 1988:
昭和六十三年四月一日から昭和六十四年三月三十一日までの日本国の会計年度において日本国政府が提供すべき金銭負担の額は、同年度に同政府が使用に供する金銭以外のものによる負担を考慮に入れて、一億五千三百九十七万九千円(一五三、九七九、〇〇〇円)を超えないものとする。
In consideration of the contributions in kind to be made available by the Government of Japan during the Japanese fiscal year from April 1, l988 to March 31, 1989, the mount of the cash con-tribulation to be made available by the Government of Japan for the said fiscal year shall not exceed one hundred and fifty-three million nine hundred and seventy-nine thousand yen (153, 979, 000).
本大臣は、更に、この書簡及びアメリカ合衆国政府に代わつて前記の取極を確認される閣下の返簡が両政府間の合意を構成するものとみなし、その合意が閣下の返簡の日付の日に効力を生ずるものとすることを提案する光栄を有します。
I have further the honor to propose that the present Note and Your Excellency's Note in reply confirming on behalf of the Government of the United States of America the foregoing arrangements shall be regarded as constituting an agreement between the two Governments, which will enter into force on the date of Your Excellency's reply.
本大臣は、以上を申し進めるに際し、ここに重ねて閣下に向かつて敬意を表します。

Excellency, I have the honor to acknowledge the receipt of Your Excellency's Note of today's date, Which reads as follows:

本使は、更に、アメリカ合衆国政府に代わつて前記の取極を確認するとともに、閣下の書簡及びこの返簡が両政府間の合意を構成するものとみなし、その合意がこの返簡の日付の日に効力を生ずるものとすることに同意する光栄を有します。
I have further the honor to confirm on behalf of the Government of the United States of America the foregoing arrangements and to agree that Your Excellency's Note and this Note shall be regarded as constituting an agreement between the two Governments, which will enter into force on the date of this reply.
本使は、以上を申し進めるに際し、ここに重ねて閣下に向かつて敬意を表します。
