書簡をもつて啓上いたします。本使は、千九百七十四年一月三十日にソウルで署名された日本国と大韓民国との間の両国に隣接する大陸棚の南部の共同開発に関する協定(以下「協定」という。)第三条2に言及する光栄を有します。本使は、更に、協定の付表をこの書簡の付表をもつて代えることを日本国政府に代わつて提案する光栄を有します。
Excellency, I have the honour to refer to paragraph 2 of Article III of the Agreement Between Japan and the Republic of Korea Concerning Joint Development of the Southern Part of the Continental Shelf Adjacent to the Two Countries signed at Seoul on January 30, 1974 (hereinafter referred to as. the Agreement' ).
本使は、更に、前記の提案が大韓民国政府にとつて受諾し得るものであるときは、この書簡及びその旨の閣下の返簡が両政府間の合意を構成するものとみなし、その合意が閣下の返簡の日付の日に効力を生ずるものとすることを提案する光栄を有します。
I have further the honour to propose, on behalf of the Government of Japan, that the Appendix to the Agreement be replaced by the Appendix attached hereto. I have further the honour to propose that if the above proposal is acceptable to the Government of the Republic of Korea, the present Note and Your Excellency‘s Note in reply to that effect shall be regarded as constituting an agreement between the two Governments and that the agreement shall enter into force on the date of Your Excellency‘s Note in reply.

書簡をもつて啓上いたします。本長官は、千九百七十四年一月三十日にソウルで署名された大韓民国と日本国との間の両国に隣接する大陸棚の南部の共同開発に関する協定(以下「協定」という。)第十一条、開発権者が探査権の存続期間中に履行すべき掘さく義務に関する同日付けの両政府間の交換公文(以下「交換公文」という。)及び協定の付表の修正に関する本日付けの両政府間の交換公文に言及する光栄を有します。
Excellency, I have the honour to refer to Article XI of the Agreement Between the Republic of Korea and Japan Concerning Joint Development of the Southen Part of the Continental Shelf Adjacent to the Two Countries signed at Seoul on January 30,1974 (hereinafter referred to as "the Agreement "), to the Exchange of Notes between the two Governments of the same date concerning drilling obligations of concessionaires to be performed during the period of exploration right (hereinafter referred to as "the Exchange of Notes") and to the Exchange of Notes between the two Governments of today,s date concerning the amendment to the Appendix to the Agreement.

本長官は、更に、大韓民国政府に代わつて、開発権者が探査権の存続期間中に履行すべき掘さく義務に関する次の取極を確認する光栄を有します。
I have further the honour to confirm,on behalf of the Government of the Republic of Korea,the following arrangements concerning drilling obligations of concessionaires to be performed during the period of exploration right.
1(1) 協定の付表に定める各小区域について認可された両締約国の開発権者は、探査権の存続期間の最初の三年の期間中は掘さく義務を免除され、次の三年の期間中に一の坑井を掘さくする。
1.(1)Concessionaires of both Parties authorized with respect to each subzone asspecified in the Appendix to the Agreement shall be exempted from drilling obligations during the first three-year period and shall drill one well during the second three-year period of exploration right.
(2) 第四小区域について認可された開発権者は、探査権の存続期間の残余の二年の期間中に更に一の坑井を掘さくする。
(2)Concessionaeres authorized with respect to Subzone IV shall drill one more well during the remaining two-year period of exploration right.
(3) (1)及び(2)の規定の適用上、単独危険負担操業は、両締約国の開発権者によつて行われたものとみなす。
(3) For the purposes of (1) and (2), sole risk operations shall be regarded as having been performed by concessionaires of both Parties.
2 交換公文の規定する取極は、この取極の効力発生の日に効力を失う。
2. The arrangements effected by the Exchange of Notes shall terminate on the date of entry into force of the present arrangements.
本長官は、更に、この書簡及び日本国政府に代わつて前記の取極を確認する閣下の返簡が両政府間の合意を構成するものとみなし、その合意が閣下の返簡の日付の日に効力を生ずるものとすることを提案する光栄を有します。
I have further the honour to propose that the present Note and Your Excellency's Note in reply thereto confirming the foregoing arrangements on behalf of the Government of Japan shall be regarded as constituting an agreement between the two Governments and that the agreement shall enter into force on the date of Your Excellency's Note in reply.
本長官は、以上を申し進めるに際し、ここに重ねて閣下に向かつて敬意を表します。
