航空業務に関する日本国とイタリアとの間の協定の付表の修正に関する交換公文

Rome, July 25, 1986
書簡をもつて啓上いたします。本使は、千九百六十二年一月三十一日に東京で署名された航空業務に関する日本国とイタリアとの間の協定(以下「協定」という。)及び千九百八十六年三月十八日から二十一日までの間ローマにおいて日本国の航空当局とイタリアの航空当局との間で行われた協議に言及する光栄を有します。
Excellency,I have the honour to refer to the Agreement between Japan and Italy for Air Services Signed at Tokyo on January 31, 1962 (hereinafter referred to as the "Agreement"), and to the consultations between the aeronautical authorities of Japan and Italy held in Rome from March 18 to March 21, 1986.
本使は、前記の協議において到達した合意に従い、この書簡に同封する修正された付表が協定の付表に代わるべきことを提案する光栄を有します。
Pursuant to an agreement reached at the said consultations, I have the honour to propose that the Schedule to the Agreement be replaced by the revised Schedule set out in the enclosure of this Note.
本使は、前記の提案がイタリア政府にとつて受諾し得るものであるときは、この書簡(同封物を含む。)及び受諾を表明される閣下の返簡が閣下の返簡の日付の日に効力を生ずる両国政府間のこの問題に関する合意を構成するものとみなすことを提案する光栄を有します。
If the above proposal is acceptable to the Government of Italy, I have the honour to suggest that this Note with its enclosure and Your Excellency's reply indicating such acceptance shall be regarded as constituting an agreement between the two Governments in this matter, which shall enter into force on the date of Your Excellency's reply.
本使は、以上を申し進めるに際し、ここに重ねて閣下に向かつて敬意を表します。

1 日本国の指定航空企業が両方向に運営する路線
1. Routes to be operated in both directions by the designated airline of Japan:
(a) 日本国内の地点－北京又は上海(注1)－香港又はマニラーホーチミン・シティ－プノンペン及び(又は)シェムレアップ－バンコック－ラングーン又はダッカ－カルカタ又はニュー・デリー－ボンベイ－カラチ－アブダビ又はドバイ－テヘラン、クウェイト、ダーラン又はバーレン－バグダッド－ジェッダ(注1)－カイロ又はダマスカス－ベイルート－イスタンブル－アテネ－ローマ－スイス内の一地点－ドイツ連邦共和国内の一地点－パリ－ロンドン－
(a) Points in Japan-Beijing or Shanghai (Note 1)-Hong Kong or Manila-Ho Chi Minh City-Phnom Penh and/or Siem Reap-Bangkok-Rangoon or Dhaka-Calcutta or New Delhi-Bombay-Karachi-Abu Dhabi or Dubai-Teheran or Kuwait or Dhahran or Bahrain-Baghdad-Jeddah (Note 1) - Cairo or Damascus-Beirut-Istanbul-Athens-Rome-one Point in Switzerland-one point in the Federal Republic of Germany-Paris-London-:

(c) 日本国内の地点－今後合意される一地点－モスクワ－フランクフルト・アム・マイン－ローマ－
(c) Points in Japan-a point to be agreed upon later-Moscow-Frankfurt am Main-Rome-:
(i) 北米の三地点(注2)
(i) three points in North America (Note 2).
(ii) アフリカの二地点(注3)－中南米の二地点(注4)
(ii) two points in Africa (Note 3)-two points in Central and South America (Note 4).
注1 ジェッダからローマまでの区間及びローマからジェッダまでの区間並びに北京又は上海からローマまでの区間及びローマから北京又は上海までの区間の運輸権は、行使することができない。
Note 1. Traffic rights for the sectors Jeddah-Rome and vice versa and Beijing or Shanghai-Rome and vice versa my not be exercised.
注2 カナダについては、一地点を超えて使用することができない。
Note 2. More than one point in Canada cannot be used.
注3 アフリカの二地点は、カルツームとドゥアラを結ぶ線以北とする。
Note 3. Two points in Africa shall be in the north of the line connecting Khartoum and Douala.
注4 ヴェネズエラ及びメキシコ内の地点を含まない。
Note 4. Any point in Venezuela and Mexico shall not be included.
2 イタリアの指定航空企業が両方向に運営する路線

(a) イタリア内の地点－アテネ－カイロ、ベイルート、テル・アヴィヴ又はダマスカス－ジェッダ(注1)－バグダッド－ダーラン－テヘラン－アブダビ又はドバイ－カラチ－ボンベイ、ニュー・デリー又はカルカタ－コロンボ又はラングーン－バンコック－プノンペン及び(又は)シェムレアップ－ヴィエトナム内の一地点－マニラ－香港－北京又は上海(注1)－東京－ソウル
(a) Points in Italy-Athens-Cairo or Beirut or Tel Aviv or Damascus-Jeddah (Note 1)-Baghdad-Dhahran-Teheran-Abu Dhabi or Dubai-Karachi-Bombay or New Delhi or Calcutta-Colombo or Rangoon-Bangkok-Phnom Penh and/or Siem Reap-one point in Vietnam-Manila-Hong kong-Beijing or Shanghai (Note 1)-Tokyo-Seoul.
(b) イタリア内の地点－ヨーロッパの三地点－アンカレッジ－東京
(b) Points in Italy-three points in Europe-Anchorage-Tokyo.
(c) イタリア内の地点－フランクフルト・アム・マイン－モスクワ－今後合意される一地点－東京
(c) Points in Italy-Frankfurt am Main-Moscow-a point to be agreed upon later-Tokyo.
注1 ジェッダから東京までの区間及び東京からジェッダまでの区間並びに北京又は上海から東京までの区間及び東京から北京又は上海までの区間の運輸権は、行使することができない。
Note 1. Traffic rights for the sectors Jeddah-Tokyo and vice versa and Beijing or Shanghai-Tokyo and vice versa may not be exercised.
3 いずれか一方の締約国の指定航空企業が行う協定業務は、当該一方の締約国の領域内の一地点を起点としなければならないが、特定路線上の他の地点は、いずれかの又はすべての飛行に当たりその指定航空企業の選択によつて省略することができる。
3. The agreed services provided by the designated airline of either Contracting Party shall begin at a point in the territory of that Contracting Party, but other points on the specified routes may at the option of the designated airline be omitted on any or all flights.

書簡をもつて啓上いたします。本官は、本日付けの閣下の次の書簡を受領したことを確認する光栄を有します。
Excellency,I have the honour to acknowledge the receipt of Your Excellency's Note of today's date, which reads as follows:

本官は、イタリア政府が日本国政府の前記の提案を受諾する旨を閣下に通報するとともに、閣下の書簡及びこの返簡が本日効力を生ずる両国政府間のこの問題に関する合意を構成するものとみなすことを確認する光栄を有します。
I have the honour to inform Your Excellency that the Government of Italy accepts the above proposal and to confirm that Your Excellency's Note and this reply are regarded as constituting an agreement between the two Governments in this matter, which enters into force on this date.
本官は、以上を申し進めるに際し、ここに重ねて閣下に向かつて敬意を表します。
