一部旅券査証の相互免除に関する日本国政府とブルネイ・ダルサラーム国政府との間の口上書

ブルネイ外務省は、在ブルネイ日本国大使館に敬意を表するとともに、ブルネイ政府が査証の免除に関し、千九百八十五年九月一日から相互主義に基づき次の措置をとる用意を有することを同大使館に通報する光栄を有する。
The Ministry of Foreign Affairs of Negara Brunei Darussalam presents its compliments to the Embassy of Japan in Negara Brunei Darussalam and has the honour to inform the latter that the Government of His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam is prepared to take, on a reciprocal basis, the following measures from 1st September 1985 concerning the waiver of visa requirement.
(1) 有効な日本国旅券を所持する日本国民は、十四日を超えない滞在期間について、査証なしでブルネイに入国することができる。ただし、次に掲げる目的のための入国の場合には、入国する前に査証を取得しなければならない。
(1) Japanese nationals in possession of valid Japanese passports may enter Negara Brunei Darussalam without a visa for a period of stay not exceeding 14 days. However, visas should be obtained prior to the entry if the entry is:-
(a) 報酬を得るため、就職し、自由職業若しくは他の生業を営み又は芸能(あらゆる種類のスポーツを含む。)に従事すること。
(a) for the purpose of employment or of exercising a profession of other occupation or of engaging in a public entertainment (including sports of any kind) for remunerative purposes.
(b) 次に掲げること。
(b) for the purpose of:
(i) 学術的研究・調査及びその成果の公表
(i) academic research and study, and the placing into public knowledge the results of the works.
(ii) 布教を含む宗教活動
(ii) activities pertaining to religion, including religious propagation.
(iii) 映画撮影
(iii) shooting movies.
(2) (1)の規定に基づく査証の要件の免除は、ブルネイに入国する日本国民に対し、入国、滞在、居住、出国その他の外国人の管理に関するブルネイの法令に服する義務を免除するものではない。
(2) The waiver of the visa requirement under paragraph (1) above does not exempt Japanese nationals entering Brunei Darussalam from the obligations to comply with the Brunei Darussalam's laws and regulations regarding the entry, stay, residence, exit and other control of aliens.
(3) ブルネイ政府は好ましくない者と認める日本国民又はブルネイへの入国に関する同政府の一般的な政策上不適格と認める日本国民のブルネイへの入国を拒否し又はブルネイにおける滞在の許可を取り消す権利を留保する。
(3) The Government of His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam reserves the right to refuse the entry or to revoke the stay in Negara Brunei Darussalam of Japanese nationals it considers to be undesirable or otherwise ineligible under the general policy of the Government of His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam relating to the entry of persons entering Brunei Darussalam.
(4) ブルネイ政府は、公安、秩序、衛生等公の政策上の理由により、前記の諸規定の全部又は一部の適用を一時的に停止する権利を留保する。このような適用の停止については、外交上の経路を通じて直ちに日本国政府に通告する。
(4) The Government of His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam reserves the right to temporarily suspend the application of all or any part of the foregoing provisions for reason of public policy including those relating to public security, order and health. Any such suspension shall be notified immediately to the Government of Japan through diplomatic channel.
(5) ブルネイ政府は、(1)(b)の規定に関し、同規定に掲げる目的を減少させるため、随時検討し、そのいかなる変更についても外交上の経路を通じて直ちに日本国政府に通告する意図を有する。
(5) The Government of His Majesty the Sultan and Yang Di-Pertuan of Negara Brunei Darussalam intends to review, from time to time, the provisions in paragraph (1)(b) above with a view to reducing the purposes enumerated therein and inform the Government of Japan immediately of any changes thereof through diplomatic channel.
(6) ブルネイ政府は、日本国政府に対し、書面による二箇月の予告をもつて、前記の諸規定を終了させることができる。
(6) The Government of His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam may terminate the foregoing by giving two months' notice in writing to the Government of Japan.
ブルネイ外務省は、以上を申し進めるに際し、ここに重ねて在ブルネイ日本国大使館に向かつて敬意を表する。
The Ministry of Foreign Affairs of Negara Brunei Darussalam avails itself of this opportunity to renew to the Embassy of Japan in Negara Brunei Darussalam the assurances of its highest consideration.

日本国大使館は、ブルネイ外務省に敬意を表することともに、日本国政府が査証の免除に関し、千九百八十六年六月二十日から相互主義に基づき次の措置をとる用意を有することを同省に通報する光栄を有する。
The Embassy of Japan presents its compliments to the Ministry of Foreign Affairs of Negara Brunei Darussalam and has the honour to inform the latter that the Government of Japan is prepared to take, on a reciprocal basis, the following measures from 20th June, 1986 concerning the waive of visa requirement.
(1) 有効なブルネイ旅券を所持するブルネイ国民は、十四日を超えない滞在期間について、査証なしで日本国に入国することができる。ただし、次に掲げる目的のための入国の場合には、入国する前に査証を取得しなければならない。
